A QUORUM HAS ALREADY BEEN ESTABLISHED. ALL MEMBERS OF THE BOARD ARE PRESENT WITH THE EXCEPTION OF MISS VANESSA PETREA. SO LET'S GET STARTED WITH OUR PLEDGE OF ALLEGIANCE, LED BY BOARD SECRETARY COURTNEY RUNKLE. PLEDGE]. THANK YOU. AND NOW OUR MISSION STATEMENT FROM BOARD VICE PRESIDENT RAUL VELA. [E. MISSION STATEMENT] THE MISSION OF HAYS CISD IS TO EDUCATE, VALUE AND NURTURE STUDENTS THROUGH INNOVATIVE AND PERSONALIZED EDUCATIONAL EXPERIENCES WHILE CELEBRATING OUR DIVERSITY. THANK YOU. AND OUR SOCIAL CONTRACT TONIGHT IS BEING READ BY BYRON SEVERANCE. [F. SOCIAL CONTRACT] THE BOARD WILL SERVE AS DISTRICT AMBASSADORS, ASSUME POSITIVE AND NOBLE INTENTIONS, COLLABORATE AS A TEAM AND RESPECT THE BODY, CORPORATE, PROMOTE DISCUSSION AND VALUE EACH OTHER'S PERSPECTIVES AND BE PROFESSIONAL. ALL RIGHT. THANK YOU. WE'RE NOW ON ITEM G ONE SUPERINTENDENT REPORT, DR. [G. SUPERINTENDENT & SAFETY REPORT] ERIC WRIGHT. THANK YOU SO MUCH. GOOD EVENING, EVERYONE. SO TONIGHT, WE ARE FORTUNATE TO HAVE WITH US BRITTANY COX, WHO IS OUR LEADER OF OUR DIVERSITY ADVISORY COUNCIL. AND I THOUGHT IT WOULD BE A GREAT USE OF OUR TIME TO SEE THE HIGHLIGHTS FROM THE PAST COUPLE OF YEARS, BECAUSE I HAVEN'T HAD AN OPPORTUNITY TO FEATURE THAT PARTICULAR GROUP. IF YOU'LL REMEMBER, I STARTED THIS SEVERAL YEARS AGO FOR REPRESENTATIVES FROM EACH CAMPUS TO ADVISE ME. AS FAR AS OUR SYSTEMS. WE WANT TO MAKE SURE THAT OPPORTUNITIES ARE THERE FOR EVERY SINGLE KID AND THAT WE DON'T HAVE ANY PARTICULAR BARRIERS TO THEIR LEARNING. AND SO WE STARTED THIS COUNCIL. AND SO, BRITTANY, IF YOU'LL COME FORWARD, SHE IS GOING TO SHARE WITH YOU THE HIGHLIGHTS THAT WE'VE BEEN WORKING ON. AND THEN YOU GUYS CAN ASK US AND [INAUDIBLE]. ANY QUESTIONS THAT YOU MAY HAVE. SO, BRITTANY, WELCOME. HI. THANK YOU. SO MY NAME IS BRITTANY. I'M CURRENTLY A THIRD GRADE TEACHER AT BUDA ELEMENTARY, BUT I'VE WORKED AT VARIOUS CAMPUSES AS WELL AS GREW UP IN THE DISTRICT. SO IT'S AN HONOR TO BE HERE. SOME OF THE HIGHLIGHTS THAT WE'VE HAD IS REALLY OUR STUDENT DIVERSITY COUNCIL. WE HAVE ONE REPRESENTATIVE FROM EACH MIDDLE SCHOOL AS WELL AS TWO REPRESENTATIVES FROM EACH HIGH SCHOOL FRESHMAN THROUGH SOPHOMORE REPRESENTATIVE IN THE JUNIOR THROUGH SENIOR. AND THEY REALLY HAVE BEEN ABLE TO GIVE US REAL FEEDBACK ON CURRICULUM AND INSTRUCTION THAT THEY'RE SEEING DAILY IN THEIR SCHOOLS AND THE ADVANCED COURSES, IN PARTICULAR, THE NEED FOR ACADEMIC SUPPORT AND THE BRIDGES TO GET STUDENTS INTO THOSE ADVANCED CLASSES. WE'VE REALLY HAD MORE OF AN OPT OUT APPROACH TO THE ADVANCED COURSES, WHICH THEY REALLY HAVE HAD REALLY AWESOME FEEDBACK ABOUT. ALSO, WE'VE BEEN ABLE TO HELP THEM IMPLEMENT INNOVATIVE TUTORING MODELS, COMMUNICATION WITH SPECIALIZED PROGRAMS ACROSS THE DISTRICT, AND THE NEED FOR MAKING THESE COURSES MORE ACCESSIBLE FOR ALL STUDENTS, WHETHER THAT BE SOMETHING FROM TRANSPORTATION OR JUST GETTING THE WORD OUT THERE THAT THESE PROGRAMS EXIST IN OUR DISTRICT. STUDENTS HAVE ALSO SHARED A REAL NEED FOR THEIR MENTAL HEALTH AND THE STRUGGLES THAT THEY'RE GOING THROUGH FROM VARIOUS BACKGROUNDS, INFORMATION NEEDING MENTAL HEALTH DAYS FOR THEM AND FOR TEACHERS. THEY SEE A NEED FOR MORE PLANNING TIME FOR THEIR TEACHERS, AND THEY'RE REALLY MINDFUL OF THE STRESS AND THE BURNOUT THAT THEIR TEACHERS ARE FEELING. AND SO THIS WORK HAS REALLY HELPED THE DISTRICT LEAD TO BEING REALLY STRATEGIC IN OUR PLC DAYS AND THE PLANNING THAT THAT HAS COME FROM. WE ALSO HAVE HAD A LOT OF SUCCESS WITH OUR PROFESSIONAL DEVELOPMENT. THE DISTRICT HAS PARTNERED WITH NAPE AND THE DIVERSITY COUNCIL GOT THE OPPORTUNITY TO ATTEND THEIR MICRO MESSAGING VIA ZOOM. [00:05:04] AND SO THEN WE BROUGHT THAT TO THE DISTRICT AS WELL. AND WE'VE HAD A LOT OF GREAT SUCCESS AND GREAT FEEDBACK WITH THAT. AND KIND OF MOVING FORWARD, WHAT IS THAT GOING TO LOOK LIKE NOW THAT WE'RE KIND OF OUT OF THE PANDEMIC, OUT OF DOING THINGS ON ZOOM? YOU KNOW, HOW CAN WE CONTINUE THIS CONVERSATION AND REALLY USE THAT AS A LAUNCHING PAD TO CONTINUE THAT WORK WITH MORE IN-DEPTH CONVERSATIONS IN PERSON? WE'VE ALSO BEEN ABLE TO ADD ONLINE PLATFORMS TO OUR SAFE SCHOOLS AND REALLY HAVE TEACHERS CONTINUE THAT WORK YEARLY THROUGH THE SAFE SCHOOLS TRAINING. AND THEN CURRENTLY WE'RE WORKING ON PUTTING TOGETHER REALLY MICRO PDS THAT THE STAFF DIVERSITY COUNCIL CAN TAKE BACK TO THEIR CAMPUSES AND FIVE TEN MINUTE CONVERSATIONS, YOU KNOW, ONCE A MONTH OR EVEN QUARTERLY THAT WE CAN REALLY IMPLEMENT IN THE SCHOOLS THAT WE'RE WORKING IN. THIS REALLY HAS LED TO OPENING DIALOG FOR POSITIVE RELATIONSHIPS WITH OUR COWORKERS, BUT ALSO WITH OUR STUDENTS FROM VARIOUS BACKGROUNDS AND REALLY HELPING, YOU KNOW, JUST BUILD THAT COMMUNITY WITHIN OUR CAMPUSES, BUT THEN ALSO WITHIN OUR DISTRICT. WE ALSO HAVE IMPLEMENTED A LIBRARY SEARCH FEATURE THROUGH THE DESTINY PROGRAM THAT WE USE. IT HAS BEEN TURNED ON. AND SO STUDENTS ARE ABLE TO STUDENTS OR TEACHERS ARE ABLE TO LOOK UP BOOKS BASED OFF OF CHARACTERS OR BOOKS BASED OFF OF CERTAIN EXPERIENCES THAT OUR STUDENTS HAVE HAD AND REALLY PINPOINT BOOKS THAT ARE AVAILABLE IN OUR DISTRICT FOR THEM. AND SO MOVING FORWARD, WE'RE LOOKING AT OUR LIBRARIANS TRAINED ON THIS. DO LANGUAGE ARTS TEACHERS KNOW THAT IT EXISTS? AND KIND OF WHAT HOW MANY PEOPLE ARE USING IT, THINGS LIKE THAT. WE HAVE ALSO STARTED LOOKING AT OUR ESL AND BILINGUAL IDENTIFICATION PROCESS AND WHAT THAT LOOKS LIKE SPECIFICALLY FOR OUR ESL AND BILINGUAL STUDENTS. THE ELEMENTARY. LIT WORLD LANGUAGE ESL LIBRARY AT SUNFIELD ELEMENTARY, SOMETHING THAT WE'RE LOOKING FOR THIS YEAR, REALLY BEING ABLE TO BRIDGE A WIDE VARIETY OF LANGUAGES. OUR DISTRICT DOES A REALLY GOOD JOB OF SUPPORTING OUR SPANISH SPEAKING STUDENTS, AND SO HOW CAN WE MAKE SURE THAT THE OTHER WIDE VARIETY OF LANGUAGES THAT WE HAVE ARE GETTING THE EQUAL AMOUNT OF SUPPORT AND WAYS TO HELP THE NEW ELEMENTARY STUDENTS THAT ARE NEW TO COUNTRY REALLY GET A GOOD GRASP OF THE ENGLISH PHONICS SO THAT WHEN THEY MOVE TO MIDDLE SCHOOL AND HIGH SCHOOL, THEY'RE NOT STILL STRUGGLING WITH ACQUIRING THAT LANGUAGE. THEY HAVE THAT SUPPORT REALLY EARLY ON WHEN THEY'RE STARTING. ANOTHER HIGHLIGHT HAS BEEN THE ONE COMMUNITY, ONE BOOK EVENT IF YOU WERE ABLE TO JOIN. IT WAS A REALLY AWESOME EVENT THAT WAS A PART OF THE DISTRICT, BUT ALSO THE COMMUNITY AS A WHOLE. THE PURPOSE WAS TO ENGAGE IN CONVERSATION ABOUT THE BOOK WITH THE HOPE TO GATHER THE COMMUNITY MEMBERS AND EFFORTS TO EMPHASIZE THE IMPORTANCE OF TOGETHERNESS AND COMMUNITY WHILE PROMOTING LITERACY AND DIALOG. THE BOOK THAT THEY CHOSE WAS SEED FOLKS, AND WE HAD A TON OF PEOPLE IN PERSON, BUT WE ALSO HAD THOUSANDS OF VIEWS ON OUR YOUTUBE THAT THE CITY OF KYLE LIVE STREAMED FOR US. SO THAT WAS A REALLY NICE EVENT. WE HAD A NUMBER OF PANELISTS COME IN AND IT WAS JUST A REALLY GREAT DISCUSSION FOR THIS YEAR. WE WOULD LIKE TO TRY AND FIND A BOOK THAT'S YOUNG ADULT THAT ALSO HAS A YOUTH EDITION SO THAT WE CAN INCLUDE OUR ELEMENTARY FAMILIES AND ELEMENTARY STUDENTS AS WELL. WE ALSO HAVE RELAUNCHED THE PEER COUNSELING PROGRAM. THIS STARTED THROUGH THE MATH PATHWAYS, WHICH OUR DISTRICT HAS PARTNERED WITH AND THE DAC. WHENEVER I WAS IN HIGH SCHOOL, WE HAD A MENTOR PROGRAM AND FOR VARIOUS REASONS WE JUST WEREN'T HAVING THAT ANYMORE. AND SO WE WERE ABLE TO RELAUNCH THAT AND HAVE HIGH SCHOOL STUDENTS, VOLUNTEER OR COMMUNITY MEMBERS VOLUNTEER TO MENTOR OUR ELEMENTARY STUDENTS. MOVING FORWARD, I WOULD LIKE TO BE REALLY STRATEGIC IN THE COUNCIL, WOULD LIKE TO BE REALLY STRATEGIC IN THE WAY THAT WE PARTNER STUDENTS, WHETHER THAT BE STUDENTS THAT SHARE A COMMON LANGUAGE, WHETHER THAT BE THEY SHARE A COMMON HOME LIFE SITUATION. MAYBE THE ELEMENTARY STUDENT IS GOING THROUGH A DIVORCE AND OR HIS PARENTS ARE, AND THE HIGH SCHOOL STUDENT WENT THROUGH THAT. SO PARTNERING THEM TOGETHER SO THAT THE ELEMENTARY STUDENTS CAN REALLY SEE THEMSELVES IN THOSE ADVANCED CLASSES, CAN SEE THEMSELVES, YOU KNOW, AT THAT NEXT STEP, BECAUSE IN ELEMENTARY, THEIR VIEWS ARE SO LIMITED AND SO REALLY MAKING SURE THAT WE'RE PARTNERING THEM STRATEGICALLY IS OUR NEXT STEP WITH THAT. AND THEN WE ALSO HAVE HIRED A CONSULTANT, WHICH OUR DISTRICT HAS BEEN WORKING WITH CLOSELY. THIS IS THE FIRST TIME THE CONSULTANT WORKED WITH A SCHOOL DISTRICT. AND SO THAT WAS NEW FOR THEM AND NEW FOR US. BUT THERE WAS A LOT OF GREAT FINDINGS AND I KNOW DR. WRIGHT IS GOING TO SPEAK ABOUT, BUT REALLY THE THE OVERALL CONSENSUS WAS THAT OUR TEACHERS ARE WANTING MORE TRAINING ON THESE TYPES OF THINGS. THEY'RE WANTING TO BE MORE TRAUMA INFORMED. THEY'RE WANTING. THEY JUST DON'T KNOW WHERE TO START. AND SO THAT WAS THE BIGGEST FINDING FOR US, THAT THE BIGGEST TAKEAWAY. AND SO REALLY MOVING FORWARD, WE HAVE, LIKE I SAID, WE HAVE SOME GREAT THINGS PLANNED. WE HAVE SOME THINGS THAT WE'VE STARTED THAT WE'RE JUST CONTINUING IN THE PROCESS OF REVAMPING AND RETOUCHING AND REFINING. [00:10:02] BUT OVERALL, I'M VERY PROUD OF THE WORK THAT WE'VE DONE. DO YOU ALL HAVE ANY QUESTIONS? SO DO YOU WANT QUESTIONS NOW OR DO YOU WANT TO TALK ABOUT YOUR PART? YEAH, JUST I JUST WANTED TO TELL YOU HOW MUCH OF A PLEASURE IT'S BEEN WORKING WITH THE COMMITTEE. I'VE NEVER SEEN SUCH A PASSIONATE GROUP BEFORE. AND THEN THE STUDENTS AS WELL. THEY'RE JUST SO HONEST. AND THEY'RE COMING FROM A PERSPECTIVE OF WANTING TO HELP OTHERS. AND THAT'S SOMETHING THAT SPEAKS TO MY HEART. BUT OF ALL THE THINGS THAT THAT SHE MENTIONED, I'M GOING TO MENTION AND JUST REEMPHASIZE A COUPLE OF THINGS. SO WE KNOW THAT BY WORKING WITH E3 ALLIANCE THAT THE MORE MATH KIDS HAVE IN THEIR CAREER WILL EQUATE TO MORE MONEY IN THEIR SALARIES DOWN THE ROAD, WHICH IS A HUGE RETURN ON THEIR ON THE INVESTMENT. SO FROM THIS GROUP, WE REALLY TALKED ABOUT IT AND DEREK MCDANIEL AND AND I EVEN WENT AND SPOKE AND WE GOT THE LAW CHANGED. AND SO THAT WAS AN INITIATIVE THAT STARTED WITH OUR DAC TEAM AND AND SO HUGE. SO NOT ONLY, YOU KNOW, IT'S KIND OF LIKE THE COMMERCIAL. WHAT STARTS HERE CHANGES THE WORLD. THAT'S OUR HOPE IS THAT NOW KIDS WON'T KIDS THAT DO WELL AND HAVE THE OPPORTUNITY CAN BE ENCOURAGED BY A TEACHER AND THEY'LL GO IN THESE ADVANCED PATHWAYS AND BE ABLE TO JUST SOAR AND FOR THOSE THAT WANT TO DO IT BUT HAVEN'T SHOWN THE PROFICIENCY YET WE HAVE THE BRIDGES THE BRIDGE CAMPS IN THE SUMMER. SO WE'RE TRYING TO MAKE IT AVAILABLE TO EVERYONE SO EVERYONE WILL HAVE THE OPPORTUNITY. BUT THEN THE OTHER PIECE, WHEN WE DO OUR CALENDAR CREATION AND I KNOW DLT IS OUR CALENDAR CREATION COMMITTEE, WE ALSO HAVE MEMBERS FROM THE DAC SPEAK AND FROM THE STUDENTS THAT ADVISE THAT, YOU KNOW, IN SEVERAL OF THE MONTHS THROUGHOUT THE YEAR WHEN THINGS GET REALLY BUSY, WE NEED A MENTAL HEALTH DAY, JUST LIKE THE TEACHERS NEED ONE, THE KIDS NEED ONE. AND SO A LOT OF THE THINGS THAT WE'VE BEEN DISCUSSING REALLY COME FROM THE FEEDBACK THAT WE'VE LEARNED. AND THEN SHE MENTIONED ALL THE DIFFERENT LANGUAGES THAT ARE BEING SPOKEN WITHIN HAYS CISD I THINK THE LAST COUNT AND MAY GO UP NOW, BUT I WAS TOLD THAT WE HAVE LIKE 39 DIFFERENT LANGUAGES ACROSS THE DISTRICT NOW. AND I KNOW HILLARY AT SUNFIELD HAS 24 DIFFERENT LANGUAGES SPOKEN AT SUNFIELD ELEMENTARY. AND SO WHEN YOU TALK ABOUT MATCHING A PEER THAT SPEAKS THE SAME LANGUAGE IN HIGH SCHOOL OR MIDDLE SCHOOL WITH A CHILD IN ELEMENTARY THAT DOESN'T HAVE THAT CONNECTION, IT GOES A LONG WAY AND IF THEY SEE THAT THEIR COUNTERPARTS IN SECONDARY SCHOOL CAN BE SUCCESSFUL, THEN THEY CAN BE AS WELL. AND THEN THEY'LL ALWAYS HAVE SOMEONE THAT THEY CAN LEAN ON. AND THEN THE LAST THING I WANTED TO SHARE IS WE ASKED A CONSULTING FIRM TO COME IN AND SURVEY ALL OF OUR TEACHERS, AND I SHARED THAT INFORMATION WITH YOU ON OUR BOARD BLOG. AND AND SO HOPEFULLY YOU'VE HAD A CHANCE TO REVIEW THAT. THERE WERE SOME VERY HIGH MARKS THAT WE THAT WE WERE ABLE TO SCORE. BUT WE HAVE SOME WORK THAT STILL NEEDS TO BE DONE AS WELL. AND SO WE PLAN ON REVIEWING ALL THOSE RECOMMENDATIONS AND THEN MOVING FORWARD WITH MANY OF THEM. AND SO I JUST KIND OF WANTED TO HIGHLIGHT SOME OF THOSE THINGS. BRITTANY DID AN OUTSTANDING JOB, BUT MANY OF THE THINGS THAT STARTED JUST AT THE GROUND LEVEL REALLY HAVE PERMEATED OUR DISTRICT. AND SO FOR THAT I'M THANKFUL. OKAY, I WILL DO SOME QUESTIONS. MR. OROSCO. WELL, I'M SUPER EXCITED TO HEAR A REPORT ON THE DIVERSITY ADVISORY COUNCIL. I KNOW THAT WAS SOMETHING THAT WE DEFINITELY WANTED TO HEAR ABOUT AND WE'VE SEEN SOME OF THE THINGS IN ACTION. SO THANK YOU FOR SHOWCASING THAT TONIGHT. DR. WRIGHT AND COMMITTEE MEMBERS, I HAVE A COUPLE OF QUESTIONS. HOW OFTEN DOES THE DIVERSITY ADVISORY COUNCIL MEET? WE MEET ROUGHLY ONCE A MONTH IN THE SPRING TIME. WE DON'T MEET IN MAY JUST BECAUSE OF TESTING AND HOW CRAZY TEACHER SCHEDULES ARE, BUT IT'S ROUGHLY ONCE A MONTH. OKAY. AND I LOVE THAT YOU'RE ADDRESSING THE OPPORTUNITY GAPS. I MEAN, THAT'S DEFINITELY SOMEWHERE THAT WE NEED TO TARGET IS THE OPPORTUNITY GAPS THAT OUR STUDENTS MIGHT HAVE AND CREATING OPPORTUNITY FOR THEM AND PARTNERING. I LOVE THE MENTORING AND PARTNERING WITH THOSE SAME MODELS, RIGHT? HAVING A MENTOR THAT THEY CAN IDENTIFY WITH, BUT ALSO HAVING MENTORS THAT ARE THE OTHER, RIGHT? IT'S SO IMPORTANT TO HAVE THAT EXPOSURE AS WELL BECAUSE THAT MIGHT BE THE ONLY TIME THEY WILL HAVE THAT EXPOSURE. SO I LOVE HAVING THE OPPORTUNITY TO DO THAT. YOUR SEEDFOLKS BOOK WAS SO FANTASTIC. I'M GLAD YOU ENJOYED IT. DR. WRIGHT AND I HAD THE OPPORTUNITY TO ATTEND THE EVENT AND I READ THE BOOK AND IT WAS SO, SO GOOD. I LOVED IT, READ IT WITH MY DAUGHTER. AND SO I CANNOT WAIT FOR THE NEXT BOOK BECAUSE THAT WAS REALLY EXCITING TO SEE SO MANY COMMUNITY MEMBERS COME TOGETHER, TALK ABOUT THIS BOOK, HEAR FROM OUR PANEL, WHICH INCLUDED [00:15:10] SOME OF OUR STUDENTS, WHICH WAS GREAT TO HEAR THEIR POINT OF VIEW OF WHAT WE WERE READING. BUT IT WAS A GREAT OPPORTUNITY FOR OUR COMMUNITY. I KNOW AUSTIN HAS DONE THAT YEARS BACK AND I ALWAYS WANTED SOMETHING LIKE THAT HERE IN OUR COMMUNITY. SO I AM SO GLAD THAT YOU ALL PUT THAT TOGETHER. THANK YOU. PLEASE TELL US THE NEXT BOOK AS SOON AS YOU FINALIZE SO WE CAN START READING AND HELP SUPPORT IT. THANK YOU. THANK YOU, MR. VELA. ALL RIGHT. THANK YOU FOR THE INFORMATION AND YES, IT'S GREAT TO SEE ALL THE GOOD THINGS THAT ARE GOING ON WITH OUR COUNCIL. YOU MENTIONED ACCESSIBILITY. BESIDES TRANSPORTATION, WHAT OTHER ACCESSIBILITY NEEDS ARE WE RUNNING INTO? WHAT ARE SOME OF THE THINGS THAT. YEAH. ARE WE TALKING ABOUT THE HIGH SCHOOL PROGRAMS? THAT'S WHAT I WAS MENTIONING MORE ABOUT. OKAY. SO REALLY, JUST LIKE THE TRANSPORTATION, THE AVAILABILITY AT ALL OF THE CAMPUSES, THAT'S SOMETHING WE'RE HEARING A LOT OF THE STUDENTS THAT, YOU KNOW, LEHMAN HAS THIS PROGRAM AND JOHNSON HAS THIS PROGRAM. WHY ARE THEY NOT AT BOTH? AND AND WE KNOW THAT AS ADULTS THAT BUDGET AND THINGS LIKE THAT ARE A CONCERN, BUT THAT SOME OF THE THINGS THAT THE STUDENTS ARE MORE ASKING FOR ALSO LIKE DR. WRIGHT SAID, THE BRIDGES PROGRAMS AND MAKING SURE THAT STUDENTS THAT MAYBE ARE NOT QUITE ACADEMICALLY READY FOR SOME OF THOSE PROGRAMS, THAT THEY ARE AWARE THAT THE BRIDGES EXIST OR THAT THEY HAVE THE SUPPORT IN ORDER TO BE READY FOR THOSE THINGS. I THINK THAT'S AN OBSTACLE THAT WE'RE STILL FACING IS REALLY JUST GETTING THE WORD OUT THERE THAT THESE PROGRAMS EXIST AND THAT THERE'S SUPPORT TO GET YOU INTO THE PROGRAMS. OKAY. SO IT'S SAFE TO SAY THAT WHEN THE ACCESSIBILITY CONCERNS, IT'S MOSTLY ABOUT TRANSPORTATION, NOT ANY OTHER FOR US TO MEET SOMEBODY. NOT TO MY KNOWLEDGE. OKAY. OKAY. THANK YOU. MR. FLORES, THANK YOU FOR BECAUSE I NOTICED THIS COUNCIL'S ABOUT ALMOST THREE FOURTHS TEACHERS AND THE EMPHASIS ON LESSON PLANNING. I THINK MORE TIME IS JUST REALLY JUMPED OUT AT ME BECAUSE, YOU KNOW, TEACHERS PEOPLE THINK, YOU KNOW, TEACHERS WORK 40 TO 45 HOURS, IT'S CLOSER TO 60 TO 70. AND THAT LESSON PLANNING TIME, I MEAN, IT'S SO CRUCIAL. BY THE TIME YOU GO TO THE BATHROOM, BY THE TIME YOU HAVE AN ARD MEETING, YOU'RE LEFT WITH 15, 20 MINUTES TO PLAN. YOU'RE TAKING WORK HOME. SO THANK YOU FOR HIGHLIGHTING THAT. AND ALSO THIS TIES INTO MENTAL HEALTH AND TEACHERS TAKING WORK HOME, YOU KNOW, NOT HAVING ENOUGH TIME WITH THEIR FAMILIES I THINK IS REALLY DETRIMENTAL. AND I'D SAY WE CERTAINLY. DR. RIGHT AND YOU WOULD AGREE WE NEED TO CONTINUE TO LISTEN TO THIS COUNCIL AND MAKE SURE OUR TEACHERS ARE TAKEN CARE OF. AND I LOVE THE PEER COUNSELING THING. AND I DO BELIEVE, YOU KNOW, WAYS TO BREAK DOWN BARRIERS IS MORE DIALOG BETWEEN PEOPLE OF DIFFERENT BACKGROUNDS SO WE CAN HAVE A SHARED PURPOSE, YOU KNOW, IN A SHARED INVESTMENT INTO THE DISTRICT. AND ALSO I LOVE JUST, YOU KNOW, THE PEER MENTORING PROGRAM BECAUSE I THINK, YOU KNOW, A LOT OF KIDS COME FROM BROKEN FAMILIES. I THINK YOU MAY HAVE MENTIONED ESPECIALLY A LOT OF, FOR EXAMPLE, YOUNG BOYS THAT DON'T HAVE MAYBE A FATHER AT HOME, YOU KNOW, CAN HAVE AN OLDER CHILD, AN OLDER KID TO MENTOR THEM AND TO LEAD THEM. SO BUT I DO THINK, AGAIN, WE NEED TO CONTINUE TO LISTEN. AND I REALLY APPRECIATE WHAT YOU DO. THANK YOU SO MUCH. MS. RUNKLE. I WOULDN'T SAY I HAVE SPECIFIC QUESTIONS, JUST COMMENTS. THANK YOU FOR PRESENTING TONIGHT. THIS HAS BEEN VERY AMAZING. I KNOW THAT WE HAVE ALL SHARED THE BOARD WHERE WE'VE WANTED TO KNOW MORE ABOUT THE THINGS THAT YOU GUYS TALK ABOUT, BUT WE SEE THE ACTIONS THAT GO ON AND THE THINGS THAT GET IMPLEMENTED ON OUR CAMPUSES AND WITHIN OUR DISTRICT. SO THANK YOU FOR ALL OF THE HARD WORK. AND JUST TO MRS. OROZCO'S POINT, LET US KNOW WHEN YOU HAVE THINGS COMING UP WITH THE BOOKS AND ANY OTHER EVENTS BECAUSE WE WOULD LOVE TO ATTEND, LET US KNOW. BUT THE PEER COUNSELING IS AMAZING. YOU GUYS MAKE SUCH GREAT CONNECTIONS IN THIS COMMITTEE. BUT IT'S AGAIN, IT'S TEACHERS, BUT PULLING STUDENTS IN WHERE THEY HAVE A CONVERSATION AND WHAT'S HAPPENING WITH THEIR TEACHERS AND IN THEIR CLASSROOMS IS SO IMPORTANT. SO I REALLY I LIKE THAT WE'RE GETTING FEEDBACK FROM ALL AREAS IN THE DISTRICT. SO THANK YOU FOR ALL OF YOUR HARD WORK. I KNOW THAT YOU GUYS DO A LOT OF IT AND I APPRECIATE IT. THANK YOU. THE ONLY THING I HAVE IS ON THIS REPORT, IF IT'S POSSIBLE. I KNOW THIS WAS ON PUT ON BOARD BLOG, BUT IF THERE'S A BI CAMPUS VERSION OF IT WOULD BE NICE TO SEE AS WELL IF IT'S THERE IS TREMENDOUS NUMBER OF RESPONSES REALLY. SO IT WOULD BE GOOD TO SEE THAT A LITTLE MORE GRANULAR BY CAMPUS. SO. OKAY, THAT'S IT. THANK YOU. THANK YOU SO MUCH. ALL RIGHT, WE ARE UP TO AGENDA ITEM H. [H. PUBLIC FORUM] [00:20:01] PUBLIC FORUM. MISS GLORIA, DO WE HAVE ANY GREEN SHEETS? OKAY. MOVING ON. [I. CAMPUS RECOGNITION - Dahlstrom Middle School (September 25, 2023)] I IS CAMPUS RECOGNITION. THAT WILL BE NEXT WEEK WITH OUR GOOD FRIENDS FROM DAHLSTROM MIDDLE SCHOOL. AND THAT BRINGS US TO CONSENT AGENDA. [J. CONSENT AGENDA] I'M GOING TO WALK THROUGH EACH ONE OF THESE. LET ME KNOW IF YOU HAVE ANY QUESTIONS ON ANY OF THESE. SO. J ONE MINUTES. J2A CONSIDERATION AND POSSIBLE APPROVAL OF FIREWALL PROTECTION SERVICES FROM SOLID BORDER. OKAY. J2B IS ABOUT WEB HOSTING AND MASS COMMUNICATION SYSTEMS, ACTIVE INTERNET TECHNOLOGIES. ALL RIGHT. J THREE MOU CONTRACTS AND AGREEMENTS. THIS IS REGARDING THE INTERLOCAL AGREEMENT BETWEEN HAYS CISD AND THE CITY OF MOUNTAIN CITY FOR EMERGENCY WATER SERVICES. ANY QUESTIONS ON THAT ONE? OKAY. AND THEN J FOUR IS OUR BUDGET AMENDMENTS. ANY QUESTIONS ON THOSE FROM MR. RAUL? OKAY. SO THAT BRINGS US TO OUR ONE ACTION ITEM FOR TONIGHT, WHICH IS K1 TEAM. [K.1. Consideration and possible adoption of a Resolution of the Hays CISD Board of Trustees to join litigation regarding the A-F Accountability System] I'M GOING TO READ THE RESOLUTION. FIRST I'M GOING TO GET A DRINK OF WATER. YES. SO THE TITLE FOR THIS AGENDA ITEM IS THE CONSIDERATION AND POSSIBLE ADOPTION OF A RESOLUTION TO JOINT LITIGATION REGARDING THE A TO F ACCOUNTABILITY SYSTEM. SO THIS IS THE RESOLUTION OF THE BOARD OF TRUSTEES OF THE HAYS CONSOLIDATED INDEPENDENT DISTRICT REGARDING THE A TO F ACCOUNTABILITY SYSTEM, WHEREAS THE A TO F ACCOUNTABILITY SYSTEM IS A STATEWIDE RATING SYSTEM ESTABLISHED BY THE TEXAS LEGISLATURE TO PROVIDE INFORMATION ABOUT THE ACADEMIC PERFORMANCE OF TEXAS SCHOOLS. AND. WHEREAS, THE TEXAS LEGISLATURE AND TEXAS EDUCATION CODE 39.054 HAS GRANTED BROAD AUTHORITY TO THE COMMISSIONER OF THE TEXAS EDUCATION AGENCY TO ADOPT RULES TO EVALUATE SCHOOL DISTRICT AND CAMPUS PERFORMANCE AND ASSIGN EACH DISTRICT AND CAMPUS AN OVERALL PERFORMANCE RATING OF A, B, C, D, OR F, AND. WHEREAS, THE CURRENT A TO F ACCOUNTABILITY SYSTEM WAS DESIGNED BY THE CURRENT COMMISSIONER. AND. WHEREAS, DESPITE THE LACK OF A REQUIREMENT IN THE STATUTE THAT THE COMMISSIONER CHANGED THE ACCOUNTABILITY SYSTEM ON ANY PARTICULAR SCHEDULE, THE COMMISSIONER HAS STATED THAT THE A TO F ACCOUNTABILITY SYSTEM SHOULD BE REVISED EVERY FIVE YEARS. AND. WHEREAS, THE COMMISSIONER INTENDS TO IMPOSE ON A RETROACTIVE BASIS A NEW ACCOUNTABILITY SYSTEM FOR THE 2022-23 SCHOOL YEAR, WHICH HAS STILL YET TO BE FINALIZED. AND. WHEREAS, THE CHANGES MADE BY THE COMMISSIONER ARE INTENDED TO BE APPLIED TO GRADUATING CLASSES WHO HAVE ALREADY GRADUATED FROM THE HAYS CONSOLIDATED INDEPENDENT SCHOOL DISTRICT. AND. WHEREAS, THE COMMISSIONER INTENDS TO RELEASE RATINGS FOR THE 22-23 SCHOOL YEAR IN OCTOBER OR NOVEMBER, USING RETROACTIVE UPDATES TO THE ACCOUNTABILITY SYSTEM THAT WOULD LOWER THE RATING OF THOUSANDS OF SCHOOLS. AND. WHEREAS, THE COMMISSIONER STILL HAS NOT FINALIZED THE RULES AND METHODOLOGIES THAT WILL BE USED TO EVALUATE SCHOOLS FOR THE 2022, 2023 SCHOOL YEAR OR THE 2023, 2024 SCHOOL YEAR. AND. WHEREAS, IN VIOLATION OF STATE LAW IN THE 22-23 SCHOOL YEAR, THE COMMISSIONER FAILED TO PROVIDE SCHOOL DISTRICTS A DOCUMENT IN A SIMPLE, ACCESSIBLE FORMAT THAT EXPLAINS THE ACCOUNTABILITY PERFORMANCE MEASURES, METHODS AND PROCEDURES THAT WILL BE APPLIED FOR THE 22-23 SCHOOL YEAR. AND. WHEREAS, IN VIOLATION OF STATE LAW IN THE 2023 2024 SCHOOL YEAR, THE COMMISSIONER HAS FAILED TO PROVIDE SCHOOL DISTRICTS A DOCUMENT AND A SIMPLE, ACCESSIBLE FORMAT THAT EXPLAINS THE ACCOUNTABILITY PERFORMANCE MEASURES, METHODS AND PROCEDURES THAT WILL BE APPLIED FOR THE 2023, 2024 SCHOOL YEAR. AND. WHEREAS, THE DISTRICT BELIEVES THE A F ACCOUNTABILITY SYSTEM SHOULD BE ADJUSTED TO RAISE STANDARDS, BUT ONLY WITH THE APPROPRIATE ADVANCE NOTICE. AND. WHEREAS, THE PURPOSE OF THE ADA F ACCOUNTABILITY SYSTEM IS TO PROVIDE TRANSPARENCY AND CLARITY FOR SCHOOLS, PARENTS AND THE COMMUNITY AT LARGE ABOUT THE PERFORMANCE OF TEXAS PUBLIC SCHOOLS IN RELATION TO STATE EXPECTATIONS. AND. WHEREAS, CONTRARY TO THE PURPOSE OF TRANSPARENCY REGARDING SCHOOL PERFORMANCE, THE RATINGS INTENDED TO BE ISSUED BY THE COMMISSIONER UNDER THE [00:25:02] 2022 2023 SCHOOL YEAR, WILL GIVE THE APPEARANCE THAT SCHOOLS WITH HIGHER LEVELS OF STUDENT ACHIEVEMENT ARE ACTUALLY DECLINING IN PERFORMANCE. AND. WHEREAS, THE FAILURE OF THE COMMISSIONER TO COMPLY WITH STATE LAW AND PROVIDE AN EXPLANATION OF THE MEASURES, METHODS AND PROCEDURES TO BE USED DURING THE 2022, 2023 SCHOOL YEAR PREVENTED THE DISTRICT FROM APPROPRIATELY ADJUSTING ITS PRACTICES AND ALLOCATION OF RESOURCES IN ACCORDANCE WITH STATE EXPECTATIONS. AND. WHEREAS, THE RETROACTIVE APPLICATION OF NEW MEASURES, METHODS AND PROCEDURES WITHOUT THE REQUIRED ADVANCE NOTICE REPRESENTS HARM TO THE DISTRICT AND ITS COMMUNITY BECAUSE IT GIVES THE APPEARANCE OF DECLINING SCHOOL PERFORMANCE, WHICH IMPACTS ENROLLMENT PROPERTY VALUES, THE APPLICATION OF POTENTIAL SANCTIONS BY THE COMMISSIONER AND THE EFFECTIVE USE OF RESOURCES. AND. WHEREAS, SEVERAL TEXAS SCHOOL DISTRICTS HAVE FILED A LAWSUIT SEEKING AN INJUNCTION TO PREVENT THE COMMISSIONER FROM ISSUING NEW RATINGS USING THE RETROACTIVELY YET TO BE I'M SORRY, RETROACTIVELY APPLIED YET TO BE FINALIZED MEASURES, METHODS AND PROCEDURES. AND. WHEREAS, THE DISTRICT AGREES WITH THE ARGUMENTS LAID OUT IN THE LAWSUIT AND BELIEVES THE INTENTION OF THE COMMISSIONER TO ISSUE RATINGS USING RETROACTIVELY APPLIED YET TO BE FINALIZED MEASURE MEASURES, METHODS AND PROCEDURES TO. BE IN CONTRAVENTION OF STATE POLICY REGARDING THE ACCOUNTABILITY SYSTEM AND IN VIOLATION OF THE LAW. NOW, THEREFORE, BE IT RESOLVED THAT ALL THE ABOVE REFERENCED PARAGRAPHS, FINDINGS AND RECITALS ARE INCORPORATED INTO AND MADE PART OF THIS RESOLUTION. THE HAYS CONSOLIDATED INDEPENDENT SCHOOL DISTRICT BOARD OF TRUSTEES DIRECTS THE SUPERINTENDENT TO TAKE THE NECESSARY STEPS TO JOIN THE LITIGATION CHALLENGING OF THE COMMISSIONER'S FAILURE TO PROVIDE TEXAS SCHOOL DISTRICTS ADVANCE NOTICE OF THE MEASURES, METHODS AND PROCEDURES TO BE USED IN THE 2022, 2023 AND 2023, 2024 SCHOOL YEARS PRIOR TO THE START OF EACH OF THOSE SCHOOL YEARS IN VIOLATION OF STATE LAW. THE HAYS CONSOLIDATED INDEPENDENT SCHOOL DISTRICT BOARD OF TRUSTEES URGES THE COMMISSIONER TO COMPLY WITH STATE LAW AND ISSUE RATINGS FOR THE 2022, 2023 AND 2023, 2024 SCHOOL YEARS UTILIZING THE EXISTING MEASURES, METHODS, AND PROCEDURES OF WHICH SCHOOL DISTRICTS HAD NOTICE IN ACCORDANCE WITH STATE LAW. BASED ON THAT, I MOVE THAT THE HAYS CISD BOARD OF TRUSTEES ADOPT A RESOLUTION TO JOIN LITIGATION REGARDING THE ADA ACCOUNTABILITY SYSTEM AS PRESENTED SECONDED BY MRS. OROSCO. DISCUSSION. DR. WRIGHT. THANK YOU. SO WHEN WE FIRST HAD THE OPPORTUNITY TO JOIN THE KINGSVILLE ET AL VERSUS MORATH LAWSUIT, I WAS KIND OF ON THE FENCE ABOUT IT BECAUSE IT WASN'T GOING TO HURT OUR OVERALL RATING LIKE IT WILL SOME OTHER DISTRICTS ACROSS THE STATE. BUT THEN I STARTED THINKING ABOUT THE PRINCIPLE OF THE MATTER AND THE FACT THAT OUR KIDS HAVE WORKED EXTREMELY HARD. OUR EMPLOYEES HAVE WORKED EXTREMELY HARD. WE'RE SHOWING GROWTH ACROSS ALMOST EVERY AREA. AND YET THE RATING THAT WE GET IS GOING TO REFLECT THAT WHEN WE WENT BACKWARDS INSTEAD OF FORWARDS. AND SO WHEN I, I REALLY REFLECTED UPON THAT AND THE FACT THAT THE COMMISSIONER AT TEA HASN'T NOTIFIED US, WE STILL DON'T KNOW WHAT THE RULES OF THE GAME ARE GOING TO BE AND THE GAME IS ALREADY OVER. IT'S ALREADY BEEN PLAYED AND WE'VE ALREADY STARTED THIS YEAR. SO NOT ONLY DOES IT IMPACT LAST YEAR'S RATINGS, IT WILL IMPACT THIS YEAR'S RATINGS. I FELT COMPELLED TO RECOMMEND THAT WE JOIN THIS SUIT. AS OF NOW, THERE ARE OVER 50 SCHOOL DISTRICTS ACROSS THE STATE THAT HAVE JOINED. AND SO THE COST FOR JOINING THIS LAWSUIT IS NEGLIGIBLE. BUT THIS LAWSUIT WILL SEEK ONE OF TWO OPTIONS ONE FOR THE COMMISSIONER TO ISSUE RATINGS FOR THE 22-23 SCHOOL YEAR BASED ON THE EXISTING SYSTEM, BECAUSE I THINK THAT WILL SHOW GROWTH. AND IT WOULD BE FAIR BECAUSE RIGHT NOW, IF HE JUST ARBITRARILY PUTS IN THESE NEW RULES, THEN THOSE CAMPUSES AND THOSE DISTRICTS THAT RELY HEAVILY ON THE GROWTH MEASURE FOR DOMAINS TWO AND DOMAINS THREE, THOSE CAMPUSES ARE GOING TO REALLY STRUGGLE. AND SO ONLY THOSE CAMPUSES AND DISTRICTS THAT ARE EXTREMELY WEALTHY WILL FARE WELL IN THIS NEW SYSTEM. AND SO BECAUSE OF THAT PRINCIPLE, I AM RECOMMENDING THAT YOU APPROVE THIS TONIGHT. AND THE OTHER PIECE IS WHEN THEY FILE THE TEMPORARY RESTRAINING ORDER AGAINST THE COMMISSIONER. [00:30:07] IF WE'RE NOT PART OF THE LIST OF PLAINTIFFS, THEN IF THEY OFFER RELIEF, WE MAY NOT BE ON THAT LIST. AND SO, AS YOU KNOW, I'M ALL ABOUT RAISING THE BAR. I BELIEVE IN ACCOUNTABILITY. AND I BELIEVE IN CLOSING GAPS AND I BELIEVE IN ALWAYS BEING TRANSPARENT. BUT IF OUR LEADER, THE COMMISSIONER, IS NOT OFFERING UP ALL THOSE THINGS IN ADVANCE AND THE SYSTEM IS NOT FAIR, THEN I THINK WE NEED TO GO DOWN THIS ROAD AND PURSUE THIS AVENUE FOR SURE. THANK YOU. OKAY. ANYONE ELSE? MRS. OROSCO. THANK YOU, DR. WRIGHT, FOR BRINGING THIS FORWARD TO US. IT REALLY IS A TACK ON PUBLIC EDUCATION. IT'S OBVIOUS WHAT IS HAPPENING WHEN WE ARE TOLD WE ARE BEING RATED ON A SYSTEM THAT WE DIDN'T KNOW ABOUT AND WE STILL REALLY DON'T KNOW THE FINE DETAILS ABOUT. RIGHT. SO IT WAS INTERESTING. I ATTENDED THIS MEETING ACTUALLY, MR. MCMANUS AND I AND MR. FLORES ATTENDED THIS MEETING AND WE HAD SOME INFORMATION THAT WAS PRESENTED AND IT WAS TALKING ABOUT OUT OF THE 1600 HIGH SCHOOLS IN THE STATE, WE HAVE 1600 HIGH SCHOOLS. WELL, WITH THE CHANGE IN THE ACCOUNTABILITY SYSTEM, WHERE BEFORE 1100 OF THOSE CAMPUSES WOULD BE ABLE TO GET AN A WHEN THEY WERE RATED BASED ON THAT 60 MEASURE OF CMR. NOW, ONLY 384 CAMPUSES ACROSS THE STATE OF TEXAS WOULD RECEIVE AN A BASED ON THE NEW MEASURE OF 88. THAT IS A HUGE DIFFERENCE, AND IT IS SHAMEFUL THAT THE STATE OF TEXAS IS TRYING TO DEMONSTRATE OR TRYING TO MAKE IT SEEM LIKE PUBLIC EDUCATION IS NOT WORKING IN THE STATE OF TEXAS. IT IS. HOWEVER, WE SEE THERE'S A SHORTAGE OF TEACHERS. THERE IS A SHORTAGE OF STAFF. AND WHY? BECAUSE PUBLIC EDUCATION HAS BEEN THE SCAPEGOAT FOR THE STATE OF TEXAS AND IS JUST A POLITICAL PAWN IN THIS STATE. AND IT IS NOT VALUED THE WAY IT SHOULD BE. IT'S SHAMEFUL THAT IT DOES SEEM LIKE OUR CHILDREN, OUR STUDENTS ARE NOT PERFORMING, ARE NOT GROWING, OUR TEACHERS ARE NOT WORKING. OUR ADMINISTRATORS ARE NOT DOING WHAT THEY NEED TO DO TO GET US TO THIS HIGHER RATING WHEN IN FACT THEY ARE. AND THAT IS A SURE WAY TO BURN OUT MORE EDUCATORS IN THE SYSTEM. AND IT IS SHAMEFUL THAT WE ARE FAILING OUR 5.5 MILLION CHILDREN IN THE STATE OF TEXAS. SO I AM. READY TO SIGN OFF ON THIS RESOLUTION. IT IS SHAMEFUL THAT WE HAVE TO DO THIS AND CALL ATTENTION TO COMMISSIONER MORATH AND SAY ENOUGH IS ENOUGH. SO LET US SIGN ON AND JOIN THOSE 50 PLUS DISTRICTS. I KNOW MANY MORE DISTRICTS WERE SIGNING OFF THIS WEEK. THEY HAD THEIR MEETINGS THIS WEEK AS WELL. WE'RE TAKING ACTION BEFORE THE 20TH. DR. WRIGHT TAKING ACTION BEFORE THE 20TH TO GET ON THIS LAWSUIT. AND AGAIN. WE SHOULDN'T HAVE TO BE DOING IN THIS DOING THIS IN THE STATE OF TEXAS, PUBLIC EDUCATION IS THE FOUNDATION OF DEMOCRACY, AND WE SHOULD HONOR PUBLIC EDUCATION. THANK YOU, MR. FLORES. I WAS ALSO AT THE MEETING WITH TRUSTEE OROSCO AND PRESIDENT MCMANUS AND I AGREE 100% WITH TRUSTEE OROSCO AND THAT THE DISTRICT NEEDS TO TAKE A, IN MY OPINION, A UNIFIED AND PRINCIPLED STANCE AGAINST WHAT'S GOING ON IN AUSTIN. AND THE WORD I HEARD AT THE MEETING WAS DEFLATING AND IT WAS VERY DEFLATING TO HEAR WHAT WAS GOING ON IN THE PRESENTATION THAT WE HEARD. WHILE THE CHANGE IN THE ACCOUNTABILITY RATING SYSTEMS, HOW IT COULD AFFECT THE HARD WORK THAT HAS BEEN DONE BY OUR KIDS, BY OUR TEACHERS, BY OUR ADMINISTRATORS. AND ONE THING THAT I DO THINK THAT WE NEED TO POINT OUT IS AND I THINK THAT ESPECIALLY THE TAXPAYER NEEDS TO KNOW, IS THE COST OF THIS JUMPING ON THIS LITIGATION? YOU KNOW, 10,000 PER DISTRICT IS WHAT I HEARD. AND THAT COST COULD CERTAINLY COME DOWN IF MORE DISTRICTS ARE ADDED ON TO THIS LITIGATION. THE COST THAT I HEARD WAS 200,000 TOTAL. SO OBVIOUSLY, THE MORE DISTRICTS THAT HAVE JUMPED ON AND MORE ARE JUMPING ON, THE LOWER THAT COST IS GOING TO BE. ANOTHER POINT THAT WAS EMPHASIZED TO US BY O'HANLON WAS THAT IT IS POSSIBLE [00:35:01] THAT ONLY THE PLAINTIFFS WOULD BENEFIT FROM THIS LAWSUIT. IN OTHER WORDS, THOSE DISTRICTS THAT ARE NOT JUMPING ON THIS LITIGATION ARE NOT GUARANTEED TO BENEFIT. AND I THOUGHT THAT WAS VERY INTERESTING. BUT I WILL I DO ABSOLUTELY AGREE THAT WE NEED TO TAKE A PRINCIPLED STANCE AGAINST THIS ACTION. AND I 100% AGREE WITH TRUSTEE OROSCO. AND I'M PERFECTLY WILLING TO SIGN OFF ON THIS MYSELF AS A TRUSTEE. AND AND I HOPE THE DISTRICT DOES THE SAME. AND I'M, I'M GLAD TO HAVE THIS PRESENTED BEFORE US. THANK YOU. SO I BELIEVE THAT THE LAST ROUND OF COST ESTIMATES THAT WERE GIVEN WERE $5,000 OR LESS PER DISTRICT. SO I THINK THAT'S SO MANY HAVE JOINED ON, IT'S JUST HELPED REDUCE THAT MR. RUNKLE. I JUST WANTED TO THANK DR. WRIGHT FOR BRINGING THIS TO US. I KNOW THAT WHEN I LEARNED OF THIS, I CALLED YOU AND SAID, HOW DO WE GET GET IN ON THIS? IT'S JUST IT'S IT'S ANOTHER SAD DAY IN PUBLIC EDUCATION WHEN SCHOOL DISTRICTS HAVE TO JOIN LITIGATION AGAINST TO. IT'S JUST REALLY UNFORTUNATE, REALLY SAD THAT OUR CHILDREN AND OUR STAFF CONTINUE TO BE PAWNS OF POLITICIANS. SO I WILL JUST SAY, I'M SO HAPPY TO SIGN MY NAME TO THIS AND FIGHT THE FIGHT TO NOT ONLY JUST SHOW OUR STAFF AND OUR STUDENTS AND OUR FAMILIES, BUT WE ARE PROUD OF THE WORK THAT WE'VE DONE. WE ARE INCREDIBLY PROUD OF THE WORK THAT WE'VE DONE. WE SEE IT EVERY DAY ON OUR CAMPUSES. WE SEE IT IN THE THINGS THAT YOU PRESENT TO US, THE CHILDREN THAT COME AND THE THE EVENTS, ALL OF THE THINGS WE SEE IT EVERY SINGLE DAY. AND SO TO JUST HAVE THIS SLAP IN THEIR FACES, IT'S JUST UNFORTUNATE. BUT WE WILL ALWAYS BE HERE TO SUPPORT OUR TEACHERS, OUR STAFF AND OUR FAMILIES. AND I AM HAPPY TO SIGN OFF ON THIS. THANK YOU. I JUST WANT TO ADD THAT I THERE'S A LOT ON MY MIND WITH THIS AND THIS BOARD AND PRIOR BOARDS. AND I THINK BACK TO THE WORK OF MISS KELLER AND OTHERS WHO STARTED US ON THIS JOURNEY OF EXCELLENCE IN THIS DISTRICT. AND I'M REALLY SAD FOR OUR STUDENTS AND TEACHERS AND EVEN FAMILIES BECAUSE AT THE PRESENTATION WE WERE AT AND THANKS TO CENTRAL TEXAS SCHOOL BOARD ASSOCIATION FOR PUTTING THAT ON, BUT I MEAN, THEY GAVE A CONCRETE EXAMPLE OF A STUDENT WHO ACTUALLY IMPROVED SCORE WISE ON A SUBJECT MATTER. I BELIEVE IT WAS A FOURTH GRADE STUDENT THEY WERE USING THE EXAMPLE OF AND YET THEIR THEIR THEIR RATING WENT DOWN. AND SO I WOULD HAVE A HARD TIME EXPLAINING TO THAT STUDENT ABOUT ALL THE HARD WORK THEY PUT IN TO GROW, TO IMPROVE, TO GET TO A POINT THAT WAS FURTHER THAN THEY WERE LAST YEAR. AND, YOU KNOW, THEY HAD TO WORK HARD TO DO THAT. THAT REQUIRED EFFORT FROM A LOT OF PEOPLE AND THEN TO SAY, WHILE WE APPRECIATE ALL OF THAT, IT'S REALLY WORSE PERFORMANCE THAN YOU HAD BEFORE. SO THANKS FOR YOUR EFFORT. AND THAT REALLY BREAKS MY HEART TO KNOW THAT THERE'S A GROUP OF STUDENTS WHO ARE GOING TO FALL INTO THAT CATEGORY IF WE DO NOT GET SOME RELIEF BECAUSE OF THIS LAWSUIT. AND I'M GOING TO BE VERY OPTIMISTIC THAT WE ARE. I JUST FEEL LIKE ENOUGH SCHOOL DISTRICTS HAVE SIGNED ON TO BASICALLY SAY, YOU CAN'T DO THIS, YOU CANNOT DO THIS TO OUR STUDENTS AND OUR TEACHERS AND OUR FAMILIES. IT'S JUST WRONG. AND SO I'M SUPER HAPPY TO BE A PART OF THIS AS WELL. I HOPE WE GET SOME TRACTION. I WISH TEA WOULD REMEMBER WHAT THAT E IS FOR IN THE MIDDLE OF THEIR AN ACRONYM, RIGHT? I MEAN, I JUST IT'S ABOUT EDUCATION. IT'S ABOUT EVERY STUDENT AND MEETING THEM WHERE THEY ARE AND HELPING THEM TAKE ONE STEP FURTHER TO IMPROVE. AND THAT'S WHAT I BELIEVE. WE DO SO WELL IN THIS DISTRICT. AND AGAIN, I'M HAPPY TO BE A PART OF IT. SO, OKAY. WITHOUT ANY OTHER FURTHER COMMENT, ALL THOSE IN FAVOR, ANY OPPOSED MOTION CARRIES. SIX ZERO. THANK YOU, TEAM. OKAY. THAT WAS OUR ONLY ACTION FOR TONIGHT. THE REST WILL BE FOR NEXT WEEK. WE ARE ON PAGE 49. [L.1. Review and possible adoption of the Hays CISD Board Goals for 2023-2024] ARE THERE ANY DISCUSSIONS, QUESTIONS WE WOULD LIKE TO TALK ABOUT THE GOALS. I REMEMBER WE'RE ON GOALS. THERE'S ALSO L2, WHICH IS THE EVALUATION INSTRUMENT, IF IT'S SPECIFIC TO THAT. [L.2. Consideration and possible adoption of the instrument to be used to evaluate the Superintendent] YES, THERE'S STUFF. I'M SORRY. THANK YOU, DR. WRIGHT. THERE ARE COPIES OF THIS IN THE FOLDER WITH GOALS AND THE EVIDENCE OF ATTAINMENT ON THE EVALUATION INSTRUMENT, AND [00:40:05] THEY WERE POSTED ON BOARD BLOG AS WELL. MS. OROSCO. THANK YOU, DR. WRIGHT. AND IT'S TOTALLY MY FAULT, BUT I WOULD LIKE TO HAVE A 22-23 COMPARISON SO WE COULD SEE WHAT THE DIFFERENCE IS BETWEEN THAT. AND I'M TALKING SPECIFICALLY ABOUT THE FOCUS AREA AND THE GOALS PERFORMANCE GOALS. IF YOU CAN SHARE THAT, I THINK THAT WOULD BE VERY HELPFUL. YEAH, WE'LL GET THAT FOR YOU. WE HAVE THAT DOCUMENT AND I DON'T KNOW WHY IT DIDN'T GET ATTACHED, BUT I'LL MAKE SURE THAT WE GET THAT TO YOU TOMORROW. OKAY. AND THEN THE ONLY OTHER QUESTION I HAD AND I AM LOOKING AT BOARD GOALS AND I AM LOOKING AT THE AND IT ALWAYS GETS CONFUSING. THIS HAPPENED LAST YEAR, TOO, WHERE IT'S LIKE, WELL, YOU CAN'T IT'S BOARD GOALS. YOU'RE NOT LOOKING AT THE EVIDENCE OF ATTAINMENT, BUT THERE'S NO OTHER TIME FOR US TO TALK ABOUT THE EVIDENCE OF ATTAINMENT UNLESS YOU WANT ME TO SAVE IT FOR THE SUPERINTENDENT EVALUATION INSTRUMENT. DR. WRIGHT. I COULD. BRING MY QUESTION UP THEN. YEAH, IT'S NOT SPECIFIC TO BOARD GOALS. GO AHEAD. OKAY. SO JUST ONE LITTLE TWEAK I THINK THAT NEEDS TO BE MADE UNDER COMMUNITY RELATIONS GOAL. THE TOPIC EVIDENCE OF ATTAINMENT, WHERE IT SAYS THE BOARD WILL RECEIVE TIMELY UPDATES ON COMMUNITY AND STAFF OUTREACH. I DON'T KNOW EXACTLY WHAT THAT ENCOMPASSES. WHEN YOU SAY OUTREACH, RIGHT? BECAUSE I KNOW WHAT WE WANT TO KNOW IS WE WANT TO KNOW. AND YOU CAN ARGUE THAT EVENTS ARE OUTRAGE, BUT I THINK WE NEED TO BE MORE SPECIFIC IF WE HAVE THAT LISTED OUTREACH AND EVENTS OR SOMETHING TO THAT EFFECT. OKAY. SO MRS. OROSCO YOUR SUGGESTION IS THAT WE JUST SOMEHOW CAPTURE EVENTS IN THAT? YES. OKAY. ANYBODY? AND I THINK WE NEED TO BE EVEN MORE SPECIFIC BECAUSE IT SAYS THE BOARD WILL RECEIVE TIMELY UPDATES ON COMMUNITY AND STAFF OUTREACH. SO I CAN SEE MR. SAVOY THAT IT MEANS LIKE, OKAY, COMMUNITY EVENTS, MAYBE CAMPUSES ARE PUTTING ON PAGE THREE. SO OF THE BOARD BOOK. OH, IT WAS IN OUR DIOCESE FOLDER. MR. IN OUR BOARD BOOK. I THINK THAT TIMELY UPDATE THE OUTREACH WAS THE EVERY TIME SOMETHING HAPPENS WE SEND IT TO YOU. OR IS THIS A DIFFERENT. WHICH ONE IS WHICH ONE? OCTOBER. OH, THE BOARD WAS. SO LIKE I SAID, I MEAN, WHILE YOU CAN I CAN INFER SOME THINGS OFF OF THAT, I WANT TO BE MORE EXPLICIT. OH, I THINK I MEANT ON THAT, THAT Y'ALL WOULD EVERY TIME WE HAD TO DO LIKE A PARENT ALERT OR A CRISIS. TWO PARENT ALERT. THE. DO FOSTERING. YEAH. CUSTOMER SERVICE WITH TIMELY AND EFFECTIVE COMMUNICATION STARTS WITH LETTING YOU KNOW, LIKE WHENEVER WE SEND A DEAR PARENTS EMAIL, Y'ALL WOULD GET THAT IN ADVANCE. YOU'RE REALLY GOOD ABOUT THAT. ABOUT YOU'RE REALLY GOOD ABOUT LETTING US KNOW BEFORE IT GOES OUT. SO IT'S GREAT. YEAH, THAT'S WHY THAT WAS AN ONGOING IT WASN'T REALLY A. I MEAN, THAT'S JUST A CONTINUED PRACTICE THAT WE DO. SO THEN MAYBE WHAT I'M SAYING IS THAT WE NEED TO ADD ON HERE. REMEMBER, WE TALKED ABOUT THAT DOCTOR, RIGHT? WHILE WE WOULD TAKE IT OUT OF OUR GOAL ABOUT GETTING INFORMED ABOUT EVENTS, THAT WE WOULD TAKE IT OUT OF OUR MAIN GOAL AND PUT IT UNDER OUR FOCUS AREA. SO CAN WE MOVE THAT? AND I APOLOGIZE. IT'S BEEN A MINUTE SINCE I'VE LOOKED AT THE EVIDENCE ATTAINMENT THAT CAN BE ONGOING AS WELL. I THOUGHT WE HAD SOMETHING SOMEWHERE, AND IT MAY HAVE BEEN UNDER A DIFFERENT GOAL. IT SHOULD BE OUR ACTUAL GOAL. IT WAS PART OF OUR ACTUAL GOAL AND WE REMOVED IT LAST. YEAH, WHERE Y'ALL ARE NOTIFIED OF THINGS GOING ON. YES. SO IF WE CAN REWORD IT AND INCLUDE IT UNDER THE TOPIC EVIDENCE OF ATTAINMENT AND INCLUDE IT AS ONGOING. DR. RIGHT. YEAH. TIM WE USED TO HAVE IT IN THE BOARD GOALS THEMSELVES, HOW WE WOULD INVITE THE TRUSTEES TO EVENTS IN A TIMELY MANNER. AND SO WE ADDED THAT AS BASICALLY CALENDAR INVITES SO ONGOING, IF WE CAN ADD IN THERE THAT THE BOARD WILL BE INVITED TO VARIOUS CAMPUS AND DISTRICT ACTIVITIES AND EVENTS. YES, WE CAN DO THAT AND MAKE ITS OWN LITTLE BOX. YEAH, THAT'S THAT FIRST ONE IS NOT WRITTEN VERY WELL. [00:45:04] THAT DOESN'T IN MY MIND BECAUSE LIKE I SAID, IT'S BEEN A COUPLE OF WEEKS SINCE I WROTE. I THINK WHAT I WAS TALKING ABOUT WAS I WAS JUST GOING TO I WAS GOING TO COMMIT AND PLEDGE TO CONTINUE TO KEEP YOU UPDATED. EVERY TIME WE HAVE TO DO AN OUTREACH ON A ANY THING HAPPENING ON A CAMPUS. PERFECT LOVE THAT. WE WANT TO KEEP THAT ONGOING. WE JUST WANT TO ADD ANOTHER ONGOING OF BEING INFORMED OF EVENTS AND ACTIVITIES. WE'LL DO THAT. THANK YOU. ALL RIGHT. MR. TIM, DON'T GO TOO FAR. SO MY QUESTION MY COMMENT WITH THIS WAS, IS IF IT'S A COMMUNITY RELATIONS GOAL FROM AN EVIDENCE OF ATTAINMENT, CAN WE NOT INCLUDE LIKE A SURVEY THAT WE SEND OUT TO OUR COMMUNITY? LIKE, HOW ARE WE DOING WITH THIS, WITH THESE GOALS? LIKE I THAT'S WHAT I WAS KIND OF THINKING, THAT SOME EVIDENCE OF ATTAINMENT WOULD BE SOMETHING THAT WE WOULD SEND OUT AND THEN BE ABLE TO MEASURE BACK. WE USED TO HAVE THAT AS PART OF OUR ANNUAL SURVEY FOR PARENTS AND STUFF, AND IT SEEMS LIKE. IT MAY. I CAN'T REMEMBER IF WE TALKED ABOUT TAKING THAT OUT. THERE WERE A COUPLE OF THINGS THAT WE TWEAKED BECAUSE THERE WAS A LAW ABOUT 5 OR 6, SEVEN YEARS AGO THAT WE HAD TO SURVEY ON CERTAIN THINGS AND IT JUST MADE THE SURVEY LONGER. AND PEOPLE WERE WE DISCUSSED IT, TIM, THAT WE WOULD CONTINUE THAT PRACTICE WHERE WE DO THE SURVEYS AND WE WILL SHARE ALL THE INFORMATION. YEAH, SIR, I'M SORRY, I THOUGHT, YES, WE'RE GOING TO KEEP DOING THE SURVEYS, BUT K12, INSIGHT SURVEYS. YEAH, JUST LIKE HOW WE'RE DOING IT OUT BECAUSE WE'VE BEEN DOING IT FOR OVER FIVE YEARS NOW AND IT'S JUST BEEN EMBEDDED IN OUR CULTURE. AND SO WE THOUGHT WE WOULD JUST FOCUS ON SOME NEW ONES, BUT WE'LL CONTINUE TO DO THAT ONE AS WELL. WE'LL KEEP DOING THE SURVEY. YOU'RE ASKING, THOUGH, IF WE'RE GOING TO SURVEY PEOPLE ON HOW WE'RE DOING ABOUT THE BOARD GOALS. IS THAT WHAT. SORT OF. BUT WE USED TO HAVE A WE USED COMMUNITY AND WE USED SO PUBLIC IN THIS COMMENT. SO I KNOW IT'S BOARD RELATED, BUT BECAUSE WE'RE TALKING ABOUT COMMUNITY EVENTS, I JUST DIDN'T KNOW IF WE NEEDED TO HAVE SOME SORT OF EVIDENCE ATTAINMENT ATTACHED TO THIS WITH HOW WE'RE DOING AS IT RELATES TO, OH, YOU MEAN LIKE THE STATISTICS OF WHAT WE REACH, LIKE THE ANALYTICS WE'RE GOING TO KEEP DOING THE SURVEYS. IF YOU ALL WANT TO KEEP FUNDING SURVEYS, WE'RE JUST NOT PUTTING THE SURVEYS IN THIS BOX OF EVIDENCE ATTAINMENT, RIGHT? NO, IT SAYS IN THERE ON ONGOING, IT SAYS THE BOARD WILL RECEIVE TIMELY UPDATES. THE SECOND SENTENCE IN EMPLOYEE ENGAGEMENT SURVEY WILL BE GIVEN AND THE BOARD WILL SEE THE RESULTS AND HOW THE RESULTS WILL BE ADDRESSED. BUT EMPLOYEE SURVEY. OH, I'M SORRY. WE CAN CHANGE THAT. YES, WE CAN DO STAFF, COMMUNITY OR. YEAH, COMMUNITY. WELL, WE DO THREE. WE DO THE RIGHT WE DO AS MANY AS YOU ALL WILL ACTUALLY FIND THIS COMING. WE DO THE EMPLOYEE WE SHOULD PUT THAT IN THERE LIKE WE DO THE EMPLOYEE AND WE DO THE THE STUDENT AND WE DO THE COMMUNITY AND PARENT ENGAGEMENT, WHICH IS KIND OF COMBINED. WE JUST ADD THAT I WILL. WE'LL DO. THANK YOU. THAT'S ALL I HAD. THANK YOU. OKAY. GOOD. OKAY. OKAY. MOVING ON. L2. WE KIND OF DID. L1 AND L2 SORT OF A BLENDED METHOD THERE. ANYTHING SPECIFIC TO L2 THAT STILL NEEDS TO BE ADDRESSED? OKAY, WE ARE UP TO L3 PAGE 52. [L.3. Consideration and possible approval of proposed amendments to the 2023-2024 Hays CISD Compensation Plan] THIS IS CONSIDERATION AND POSSIBLE APPROVAL OF PROPOSED AMENDMENTS TO THE 2324 COMP PLAN YOU'LL SEE ON PAGE 55. THE HIGHLIGHTED CHANGE. THIS CAME AS A DIRECT REQUEST FROM A CONVERSATION THAT WE HAD AS A BOARD. ANYBODY HAVE ANY QUESTIONS, COMMENTS, DISCUSSION FOR THIS? MS. OROSCO ONCE WE VOTE ON THIS, HOW SOON WILL IT BE POSTED AND WHAT IS THE TIMELINE? THANK YOU VERY MUCH. GOOD EVENING, MR. PRESIDENT. TRUSTEES AND SUPERINTENDENT DR. WRIGHT. I INTEND TO POST THIS AS QUICKLY AS THE DAY AFTER OUR BOARD MEETING NEXT WEEK, IF APPROVED, SO THAT WE CAN QUICKLY BEGIN LOOKING FOR SOMEONE TO HELP US IN THIS CRITICAL AREA WITH SO MUCH GOING ON AND SO MANY DISCUSSIONS GOING ON AND MEETING AND PLANNING. SO THAT IS THE INTENT. OKAY. THAT'S EXACTLY WHAT I WANT TO KNOW. I JUST WANT TO MAKE SURE THAT MAX GETS THE RELIEF THAT HE NEEDS AND DESERVES OR ALL ABOUT IT, BUT MAKING SURE THAT WE GET THE BEST QUALIFIED. AND I KNOW THEY'RE GOING TO WANT TO WORK WITH MAX. SO I'M SURE WE'RE GOING TO HAVE HUNDREDS OF APPLICANTS FOR SURE. [00:50:03] ABSOLUTELY. AND I'M PROUD TO SAY THAT WE DID GET INPUT FROM THE EEOC IN THIS AS WELL. AND WE'VE HAD REALLY GOOD COLLABORATION ON DEVELOPING A JOB DESCRIPTION THAT IS VERY COMPREHENSIVE AND I THINK WILL SERVE THE DISTRICT WELL IN THE PLANNING FOR THE COMING YEARS. I LOVE THAT. THANK YOU, MISS CORSON. AND HAPPY BIRTHDAY, MISS CORSON. THANK YOU. THANK YOU. WE WILL TRY TO KEEP IT SHORT AND GET YOU OUT OF HERE ON YOUR BIRTHDAY. RIGHT. THANK YOU, MR. SEVERANCE. JUST REAL QUICK, SO I SEE THAT WE'RE YOU ADDED AN EXECUTIVE DIRECTOR OF FACILITIES, CONSTRUCTION AND BOND PROGRAMS. CORRECT. AND THEN WE ALSO HAVE A BOND PROJECT MANAGER, TOO. IS THAT ALSO HAS THAT BEEN THERE? DID I JUST MISS THAT? THAT'S ALWAYS BEEN THERE. AND IS THAT FILLED OR IS THAT JUST AN OPEN. YES, THE BOND PROJECT MANAGER TWO HAS BEEN POSTED, BEEN FILLED. THE DIRECTOR OF CONSTRUCTION HAS BEEN SUPERVISING THE PROJECT MANAGERS. I MEAN, THEY WERE JUST RECENTLY HIRED. YES. SO I JUST WANT TO CLEAR IT'S THE BOND PROJECT MANAGERS THAT WE AUTHORIZED IN THE BOND IS WITH THAT SPECIFICALLY IS LIKE, YEAH, OKAY. CORRECT. OKAY. THANK YOU. YES, SIR. OKAY. THAT WAS A ROBUST JOB DESCRIPTION FOR THIS ROLE. SO WE'VE GOT OUR SIGHTS SET HIGH. IT'S ABSOLUTELY HIGH EXPECTATIONS. ALL RIGHT. OKAY. [L.4. Consideration and possible approval of a memorandum of understanding between Hays CISD and Texas Workforce Housing Foundation regarding Affordable Housing for Hays CISD Employees] LET'S MOVE ON TO. L FOUR CONSIDERATION AND POSSIBLE APPROVAL OF A MEMORANDUM OF UNDERSTANDING BETWEEN HAYS CISD AND THE TEXAS WORKFORCE HOUSING FOUNDATION REGARDING AFFORDABLE HOUSING FOR HAYS CISD EMPLOYEES. AND WE HAVE GUESTS. YES, WE DO. BRING THEM ON UP. YES. SO, MR. PRESIDENT, TRUSTEES AND SUPERINTENDENT DR. WRIGHT, I AM PROUD TO BRING BEFORE YOU A PRESENTATION OF AN OPPORTUNITY POTENTIALLY FOR OUR STAFF AND FOR OUR DISTRICT THAT ULTIMATELY BENEFITS OUR STUDENTS. OUR BOARD HAS FOR SEVERAL YEARS NOW PROVIDED GENEROUS PAY INCREASES FOR OUR STAFF BECAUSE YOU VALUE OUR STAFF AND YOU KNOW THAT INVESTMENT IN STAFF TRANSLATES INTO A RETURN OF INVESTMENT WITH OUTSTANDING OUTCOMES FOR OUR STUDENTS. AND YOU KNOW THAT THE TWO ARE VERY CLOSELY ALIGNED. YOU ALSO, EVEN IN THE FACE OF LEGISLATIVE UNCERTAINTY, MADE A STAND AS A BOARD TO PROVIDE A LIVING WAGE TO OUR PARAPROFESSIONALS AND OUR AUXILIARY STAFF, EVEN IN THE UNCERTAINTY BECAUSE IT MEANT SO MUCH TO YOU TO TAKE CARE OF OUR PEOPLE. AND IN ADDITION TO THAT, YOU PROVIDED A GENEROUS INCREASE TO OUR STAFF. YOU ALSO HELPED TO OFFSET THE INCREASE IN HEALTH INSURANCE THAT OTHERWISE WOULD HAVE BEEN A BURDEN FOR OUR STAFF AND ONCE AGAIN SHOWED ONCE AGAIN IN YOUR ACTION THAT WE ARE TRULY AN UNRIVALED EMPLOYEE FRIENDLY ORGANIZATION. SO IT MAKES ME PARTICULARLY PROUD TO BRING FORWARD TO YOU FOR DISCUSSION, FOR INFORMATION THE POSSIBILITY THAT WE COULD TAKE CARE OF OUR STAFF EVEN MORE POTENTIALLY BY ENTERING INTO A PARTNERSHIP WITH AN ORGANIZATION THAT COULD HELP PROVIDE MORE AFFORDABLE HOUSING OPPORTUNITIES FOR OUR HARD WORKING STAFF. AND TONIGHT, TO SHARE THIS INFORMATION WITH YOU ABOUT THE TEXAS WORKFORCE HOUSING FOUNDATION, WE HAVE ADAM HARDIN AND JOHN HALL, AS WELL AS RUDY MEJIA. THEY ARE HERE TO TALK ABOUT THE TEXAS WORKFORCE HOUSING FOUNDATION AND ALSO HERE IN ATTENDANCE, ALTHOUGH NOT PRESENTING. WE HAVE FROM THE FOUNDATION TIM ALCOTT, WHO IS AN ADVISER AND GENERAL COUNSEL TO THE FOUNDATION, AS WELL AS KRISTIN MASSEY, WHO IS DIRECTOR OF THE FOUNDATION. SO I WILL NOW TURN THIS OVER TO THEM. COME ON UP. MAKE SURE YOU INTRODUCE YOURSELF AS WELL. ABSOLUTELY. WELL, GOOD EVENING, PRESIDENT MCMANUS, DR. WRIGHT, TRUSTEES. IT'S A PLEASURE TO BE HERE TONIGHT. MY NAME IS RUDY MEJIA. I'M A FINANCIAL ADVISOR WITH NICOLE HAYDEN. I REPRESENT THE TEXAS WORKFORCE HOUSING FOUNDATION AS THEIR PHARR. AND I'M ADAM HARDEN, THEIR ATTORNEY. ADAM SAID. I WAS IN CHARGE OF CLICKING THE BUTTON. BEFORE WE START, THOUGH, I DID WANT TO SAY THANK YOU ALL FOR YOUR SERVICE. MY MOTHER RETIRED FROM HAYS CISD ABOUT A YEAR AND A HALF AGO. SHE WAS VERY FOND OF THE DISTRICT, STILL IS VERY FOND OF THE DISTRICT AND WE APPRECIATE AS A FAMILY ALL THE HARD WORK AND LOVE YOU SHOWED HER OVER HER TENURE. I THINK SHE DID ABOUT 30 YEARS. NOW. I'LL PASS IT OFF TO ADAM. YEAH, A LITTLE LESS UNDERWHELMING. SO MY SISTER TAUGHT HERE ALSO AT DAHLBERG. [00:55:03] AND PLEASE MAKE SURE YOU'RE RIGHT IN FRONT OF THE MIC SINCE WE'RE RECORDING. I'M SORRY. MY SISTER WAS A TEACHER HERE AS WELL AT. AT DAHLSTROM. THERE YOU GO. I KNOW IT'S BY THE YMCA. AND THEN MY NIECE WENT TO NEGLEY. SO, YEAH, UNFORTUNATELY, THOUGH, THEY. THEY MOVED OUT TO FREDERICKSBURG. SO NO LONGER IN THE DISTRICT, BUT MAYBE THEY'LL COME BACK. SO A LITTLE BIT ABOUT THE ORGANIZATION. THE FOUNDATION WAS CREATED IN 2021 WITH A MORE BROAD FOCUS ON GENERAL WORKFORCE HOUSING. SO WHAT THEY CONSIDER THAT TO BE IS SOMEBODY WHO'S MAKING SOMEWHERE BETWEEN 30% OF THE AREA MEDIAN INCOME AND 80% OF THE AREA MEDIAN INCOME. THEY DID NOT. WELL, LET ME CONTINUE GOING THROUGH. SO FOR THIS REGION, THAT WOULD BE SOMEBODY IF THEY'RE MAKING BETWEEN 60% OF THE AMI AND 80%, THEY'RE EARNING ABOUT 73,090 $7,000. THIS IS A VERY HIGH AMI REGION, WHICH IS WHY PEOPLE ARE STRUGGLING TO AFFORD HOUSING. THE FOUNDATION'S PURPOSE. THEY WERE CREATED IN PART TO SUPPORT ECONOMIC DEVELOPMENT, EDUCATION AND WORKFORCE HOUSING FOR TEXAS RESIDENTS. LIKE I SAID, THAT WAS FOR THE GENERAL POPULATION. BUT IN NOVEMBER OF 22, THEY ADOPTED A RESOLUTION THAT AUTHORIZED US TO START TALKING TO SCHOOL DISTRICTS. SPECIFICALLY, WHEN YOU THINK ABOUT WORKFORCE HOUSING, THE SAME KIND OF CAST OF CHARACTERS ALWAYS COMES UP. IT'S TEACHERS, NURSES, FIRST RESPONDERS. AND SO THEY FIGURED IF WE GO TO THE LARGEST EMPLOYER OF TEACHERS, THAT MAKES SENSE. AND IF A PROPERTY COMES OFF THE TAX ROLLS DUE TO THE PROPERTY TAX EXEMPTION FOR WORKFORCE HOUSING, THE SCHOOL DISTRICT IN THEORY IS THE MOST IMPACTED BECAUSE YOU GENERALLY HAVE THE HIGHEST TAX MILL RATE. SO TALK TO THE PEOPLE WHO EMPLOY THE MOST TEACHERS AND ALSO COULD POTENTIALLY BE THE MOST IMPACTED. WHAT THIS FOUNDATION OFFERS. IN ADDITION TO PROVIDING PRIORITY ACCESS FOR THE WORKFORCE THAT THE DISTRICT EMPLOYEES, THEY ALSO WILL CONTRIBUTE AN INITIAL UPFRONT CONTRIBUTION TO THE TEXAS EDUCATOR HOUSING AFFORDABILITY FUND IN THE AMOUNT OF $250,000. AND THEN THERE'S ONGOING PAYMENTS EACH YEAR OF AT LEAST $50,000 TO MAKE SURE THAT YOU NEVER RUN OUT OF MONEY AND THAT YOU ALWAYS HAVE SOMETHING THERE TO PROVIDE ESSENTIALLY AN ADDITIONAL SUBSIDY FOR THE EMPLOYEES OF THE DISTRICT. AND I ALWAYS SAY EMPLOYEES. IT'S NOT NECESSARILY JUST TEACHERS. IT'S, YOU KNOW, SOMEBODY MAKING 30% OF AMI THAT'S GOING TO BE A BUS DRIVER OR CAFETERIA STAFF. YOU KNOW YOUR PERSONNEL BETTER THAN I DO. BUT IT'S THAT FULL RANGE OF DISTRICT EMPLOYEES THAT THEY WANT TO TRY TO HELP SUPPORT. SO LIKE I MENTIONED, THE AFFORDABILITY FUND IS SET UP. IT'S WHAT WE'RE TRYING TO DO IS CREATE A TURNKEY SOLUTION SO YOU DON'T HAVE TO BE A LANDLORD, YOU DON'T HAVE TO RUN A LEASING OFFICE AND YOU DON'T HAVE TO MAKE PAYMENTS ON BEHALF OF YOUR EMPLOYEES IN LARGE PART ALSO BECAUSE IF THEY PAY THAT THAT SUBSIDY ON BEHALF OF THE TEACHER, IF IT DOESN'T COME FROM THEIR EMPLOYER, IT'S NOT TAXED AS TAXABLE INCOME. SO IF IT COMES FROM YOU, IT WOULD BE TAXED. IT'D BE INCLUDED ON THEIR PAY STUBS AND THEY'D PAY TAXES ON IT AT THE END OF THE YEAR. IF IT COMES FROM THIS 501. C THREE NONPROFIT, THAT'S NOT THE CASE. BUT THE IDEA IS THAT DISTRICT PERSONNEL CAN USE THIS ACCESS TO EITHER BUY DOWN RENT. AND WE'RE KIND OF LOOKING FOR YOU TO TELL US WHAT YOU WANT TO PROVIDE TO YOUR EMPLOYEES. BUT IT WOULD BE BUY DOWN RENT, POTENTIALLY COVER SECURITY DEPOSITS, PET DEPOSITS, MOVING COSTS. AND THEN FOR PEOPLE WHO ARE LIVING IN THESE APARTMENTS, IF THEY ARE ATTEMPTING TO PURCHASE THEIR FIRST OR THEIR NEXT HOME, MAYBE DOWN PAYMENT ASSISTANCE FOR THEM TO HELP THEM ACTUALLY MOVE OUT OF THAT PHASE OF THEIR LIFE AND PURCHASE THEIR HOME HERE IN THE DISTRICT. LIKE I MENTIONED, THEY ALSO PROVIDE PRIORITY ACCESS. SO IF, LET'S SAY SOMEBODY MOVES OUT AND BEFORE THEY HAVE TURNED OVER THAT APARTMENT UNIT, THEY WOULD POTENTIALLY HAVE A WAITING LIST OF PEOPLE THAT THEY COULD SHOW THE PROJECT TO AND SAY, YOU KNOW, IF YOU WANT TO PUT YOUR APPLICATION IN FIRST, YOU'RE PERMITTED TO DO SO. IF YOU CAN GO BACK, JUST. SURE. I THINK THIS IS VERY IMPORTANT BECAUSE THE FINAL BULLET HERE, THE FOUNDATION WILL OWN, OPERATE FINANCE, MAINTAIN REPAIR AND REHABILITATE THE WORKFORCE, HOUSING MULTIFAMILY DEVELOPMENTS WITH NO FINANCIAL ASSISTANCE OR OTHER OBLIGATIONS, FINANCIAL OR OTHERWISE, FROM THE DISTRICT TO THE FOUNDATION OR TO THE MULTIFAMILY DEVELOPMENT. SO LIKE I SAID, THIS IS SUPPOSED TO BE A TURNKEY SOLUTION THAT YOU JUST SAY, YES, WE WANT TO PARTICIPATE IN THIS, BUT YOU'RE NOT GOING OUT ISSUING TAX EXEMPT BONDS, YOU'RE NOT PUTTING YOUR BOND RATING OUT THERE. YOU'RE NOT LEVYING ADDITIONAL TAXES ON YOUR CITIZENS OR YOUR, YOU KNOW, THE PEOPLE IN THE DISTRICT TO AFFORD THIS. THIS IS ALL DONE FOR YOU. THERE'S A LOT OF DETAIL HERE, BUT YOU CAN KIND OF WALK THROUGH IT AT YOUR CONVENIENCE. BUT THIS IS ATTEMPTING TO SHOW THE BENEFIT THAT CAN BE RECEIVED BY SOMEBODY WHO'S IN THAT 30% AND THE 60% AMI BRACKET. [01:00:03] WE HAVE AN EXAMPLE WITH ROUND ROCK ISD OF SOMEBODY WHO'S IN THAT 30% BRACKET AND THEY'RE SAVING OVER $1,000 A MONTH IN A TWO BEDROOM APARTMENT IN AN EXISTING OPPORTUNITY THAT'S IN ROUND ROCK. SO WE'VE SEEN TANGIBLE, REAL BENEFITS ALREADY, AND WE WENT LIVE WITH THAT AUGUST 1ST. AND SO WE'RE ALREADY YOU KNOW, THERE'S SOME WRINKLES TO IRON OUT, BUT THERE'S SOME VERY POSITIVE IMPACT THAT'S ACTUALLY TAKING PLACE IN OCCURRING. SO I THOUGHT THAT WAS IMPORTANT TO HIGHLIGHT FOR SURE THING. WE'RE GOING TO KIND OF TOUCH ON THIS. YEAH. SURE. SO WHEN THE FOUNDATION IS TARGETING WHICH PROPERTIES TO LOOK INTO, YOU KNOW, THESE PICTURES REALLY DON'T DO IT JUSTICE. BUT WE'RE LOOKING AT CLASS A SPACES. SPACES THAT WE CAN ALL BE PROUD TO LIVE IN. SPACES THAT ARE FULL OF AMENITIES FULL NEAR, YOU KNOW, NEAR THE CAMPUSES WHERE THE DISTRICT'S EMPLOYEES ARE WORKING AT. YOU KNOW, ONE THING WE'VE SEEN OVER THE PAST COUPLE OF MONTHS WHERE ADAM AND I HAVE BEEN TRAVELING AROUND THE STATE MAKING THIS THIS PRESENTATION IS A LOT OF THE TEACHERS, CUSTODIANS, BUS DRIVERS ARE COMMUTING INTO THE DISTRICT ABOUT AN HOUR EACH WAY. RIGHT. AND SO WE TRY TO CUT DOWN ON COMMUTE TIME FOR OUR EMPLOYEES AND WE TRY TO ACCOMMODATE THEM IN CLASS A SPACES, YOU KNOW, THESE ARE JUST EXAMPLES OF THE [INAUDIBLE] THAT'S ACTUALLY OVER HERE. IT'S ACTUALLY IN THE DISTRICT RIGHT BY THE COSTCO AND THE OWNERS OF THIS OWN A COUPLE OTHER PROPERTIES THAT WERE ALSO IN TALKS WITH AT OTHER DISTRICTS. SO WE'VE SEEN FIRSTHAND WHAT THEY LOOK LIKE. THEY'RE ABSOLUTELY GORGEOUS. I THINK ANY OF US WOULD BE PROUD TO LIVE THERE IF WE WERE IN THAT STAGE OF OF LIFE. HERE'S ANOTHER ONE RIGHT HERE. ARBORETUM OAKS AUSTIN ISD GOES LIVE WITH THIS PROGRAM OCTOBER 1ST. THEY HAVE CURRENTLY FIVE PROPERTIES IN THEIR PORTFOLIO. AND OF THOSE FIVE PROPERTIES, THERE'S 125 UNITS AVAILABLE TO AUSTIN ISD EMPLOYEES. NOW, FOR A DISTRICT THE SIZE OF AUSTIN ISD, 125 UNITS ISN'T GOING TO BE ENOUGH. AND SO WE'RE ALSO EXPLORING OTHER OPTIONS, JUST LIKE WE WOULD DO HERE IN HAYS CISD TO FIT THE NEED THAT THE DISTRICT CURRENTLY HAS. RIGHT? SO HAYS CISD MAY NOT HAVE MAY NOT NEED 100 UNITS. YOU MAY NEED 50 OR 75. WE'LL WORK WITH YOUR SUPERINTENDENT AND YOUR STAFF TO FIGURE OUT WHAT THAT APPROPRIATE NUMBER IS. AND THEN YOU WILL TASK THE WORKFORCE HOUSING FOUNDATION TO GO OUT AND LOOK FOR THOSE PROPERTIES. BUT WE WANT TO MAKE IT CLEAR THIS IS NOT A SECTION EIGHT TYPE HOUSING PROGRAM. THIS IS A CLASS A SPACE THAT WE WOULD ALL BE PROUD TO LIVE IN. SO WITH THAT, I THINK WE'RE READY FOR QUESTIONS. I KNOW THAT'S A LOT OF INFORMATION, SO THANKS, GENTLEMEN. SO QUESTIONS, DISCUSSION. MRS. OROSCO. OKAY, SO WHAT DISTRICTS HAVE SIGNED ON ALREADY? OH, ESPERANZA, THAT'S A BEAUTIFUL NAME. LOVE THAT NAME. IT MEANS HOPE. YES, I KNOW. RIGHT NOW WE HAVE FOUR DISTRICTS THAT ARE SIGNED UP THAT'S INCLUDING AUSTIN ISD, ROUND ROCK ISD, PFLUGERVILLE ISD AND SEGUIN ISD. WE DO HAVE A FEW MORE COMING ONLINE THIS MONTH TO INCLUDE ALIEF, ISD, FREDERICKSBURG ISD AND POSSIBLY EANES ISD. OKAY. AND THEN HAVE WE GAUGED MAYBE THIS IS FOR YOU, CHRISTINA, HAVE WE GAUGED THE INTEREST OR NEED IN OUR DISTRICT? AND I KNOW YOU SAID YOU WOULD DO A SURVEY AND SUCH, BUT HAVE WE GAUGED LIKE WHAT THE NEED IS? NO, WE'VE NOT YET SURVEYED OUR TEACHERS TO FIND OUT ABOUT INTEREST. WHAT WE DO KNOW IS THAT THE COST OF LIVING HAS SKYROCKETED. AND EVEN WITH THE GENEROUS PAY INCREASES MADE POSSIBLE BY THE BOARD, WE SEE THOSE COSTS CONTINUING TO RISE. AND SO WHAT'S EXCITING FROM AN HR STANDPOINT IS THE IDEA AND WE CAN CERTAINLY GET DATA, BUT AS WE START LIKE HOW CAN WE USE THIS TO HELP OUR STAFF WHO MOST NEED IT, BUT ALSO WHAT CAN WE DO? HOW CAN WE USE THIS OPPORTUNITY TO ALSO HELP RECRUIT OR RETAIN FOR THOSE CAMPUSES THAT MAY BE HARDER TO STAFF OR IN JOBS AND ROLES THAT ARE HARDER TO FILL. AND SO THERE ARE SOME DIFFERENT WAYS TO LOOK AT THIS. SO GAUGING INTEREST IS ONE. BUT ALSO, I THINK WE NEED TO INVENTORY THE DISTRICT NEED IN WHAT OUR STUDENTS NEED AND SEE HOW WE CAN POTENTIALLY MARRY THOSE TWO. SURE. AND I UNDERSTAND WITH OUR HAYS COUNTY NEEDS ASSESSMENT THAT HAS ALWAYS COME UP HIGH IS A NEED FOR AFFORDABLE HOUSING. [01:05:04] SO THAT'S A NO BRAINER FOR SURE. I JUST WANTED TO KNOW IF WE HAD AN IDEA OF WHAT THE INTEREST IS, BUT I LOOK FORWARD TO SEEING THAT KIND OF INFORMATION. NOW FOR THE $250,000 INVESTMENT THAT WE WOULD MAKE, WHAT DOES THAT GET US EXACTLY? I'M SORRY, I SHOULD CLARIFY THAT. SO THE $250,000 COMES FROM THE FOUNDATION, NOT FROM THE SCHOOL DISTRICT. THAT MAKES ME NERVOUS. THANK YOU FOR CLARIFYING. SURE. INITIAL UPFRONT CONTRIBUTION OF $250,000. RIGHT. SO WHAT ARE WE PAYING OR WHAT ARE WE DOING? TELL ME THE FINANCIAL IMPACT TO THE DISTRICT. SURE. SO THE IDEA THERE, AT LEAST, YOU KNOW, FROM OUR SIDE IS THAT WE'RE TAKING THIS MONEY AND WE'RE PUTTING IT INTO THE AFFORDABILITY FUND THAT CAN BE ACCESSED BY DISTRICT EMPLOYEES. WE TRY TO CAP THE AMOUNT THAT CAN BE CHARGED FOR A WORKFORCE UNIT AT 30% OF THEIR INCOME, BECAUSE ABOVE THAT'S SORT OF THE DEFINITION OF COST BURDEN OR RENT BURDENED. SO WE TRY TO MAKE IT AFFORDABLE JUST OUTRIGHT. AND THEN IN ADDITION TO THAT, WE ALLOW THE DISTRICT'S EMPLOYEES TO GET AN ADDITIONAL SUBSIDY THAT WOULD BE PAID OUT OF THAT $250,000 FUND. SO YOU MAY GET ADDITIONAL SAVINGS BEYOND THAT 30% RENT CAP. THE I GUESS THE ASK ON BEHALF OF THE DISTRICT IS IF YOU FIND A PROJECT LIKE THE CHLOE, FOR EXAMPLE, THEN YOU WOULD SAY, YES, WE DO APPROVE OF YOU GUYS GOING AND TRYING TO ACQUIRE THAT BECAUSE WE DON'T OWN IT RIGHT NOW. WHEN WE WHEN THE FOUNDATION ACQUIRES THAT ASSET, IT BECOMES TAX EXEMPT. AND SO THERE'S PROPERTY TAX SAVINGS. AND BASICALLY, IF YOU THINK ABOUT IT, YOU'RE USING THOSE PROPERTY TAX SAVINGS TO RECYCLE THEM BACK INTO THE PROJECT TO BUY DOWN RENTS FOR JUST SORT OF THE GENERAL POPULATION OF THE WORKFORCE. AND IN ADDITION TO THAT, THERE WOULD BE AN ADDITIONAL DISCOUNT FOR DISTRICT EMPLOYEES. OKAY, I GET YOU NOW I KNOW WHERE YOU'RE GOING WITH THIS. OKAY. SO LET ME ASK YOU, HOW DO YOU DETERMINE THE AMOUNT OF UNITS I KNOW YOU SAID YOU WOULD DO LIKE KIND OF LIKE A SURVEY OR SOMETHING, BUT IS THERE A GUARANTEED MINIMUM SLOTS THAT WE WOULD HAVE FOR OUR PEOPLE? RIGHT. THAT'S A GREAT QUESTION. AND THERE'S NO SCIENCE TO THIS MADNESS. IF WE HAVE AN APARTMENT COMPLEX THAT HAS 300 UNITS AVAILABLE, MAYBE WE COULD OFFER 25 TO 50 UNITS TO YOUR EMPLOYEES. AND THE REASON WHY WE KEEP IT AROUND THAT NUMBER IS SOMEWHERE BETWEEN 25 AND 50 IS BECAUSE WE HAVE TO BE MINDFUL OF THE AFFORDABILITY FUND AND HOW MUCH MONEY IS ACTUALLY IN THERE THAT WE COULD USE TO PAY DOWN RENT. AND SO GIVE YOU A ROUND ROCK ISD FOR AN EXAMPLE. THERE'S FOUR APARTMENT COMPLEX THERE WITH 100 UNITS AVAILABLE TO THEIR EMPLOYEES RIGHT NOW, EACH EMPLOYEE WHO TAKES ADVANTAGE OF THE PROGRAM AND MOVES INTO A UNIT IS RECEIVING IS RECEIVING $250 A MONTH REDUCTION OF THEIR RENT. THAT $250 IS COMING OUT OF THE AFFORDABILITY FUND TO PAY THE APARTMENT COMPLEXES ON THE EMPLOYEES BEHALF. AND SO THEY'RE REPLENISHING OF THE AFFORDABILITY FUND ON AN ANNUAL BASIS THAT THE WORKFORCE HOUSING FOUNDATION IS GOING TO DO WILL HELP, YOU KNOW, MINIMIZE THE DECREASE OF THE AFFORDABILITY FUND. BUT IT'S IMPORTANT THAT WE DON'T DRAW SO MUCH ON IT TO WHERE WE DEPLETE IT. SO IF THE NUMBER IS 25 UNITS, THEN THAT'S ABOUT $250. IF THE NUMBER GOES UP FROM THERE, IT'S PROBABLY GOING TO REDUCE THE MONTHLY SUBSIDY TO ABOUT $200. OKAY, GREAT. AND THEN MY LAST QUESTION IS, WHAT IF THE EMPLOYEE NO LONGER WORKS FOR OUR DISTRICT, WHETHER THEY WERE TERMINATED OR THEY QUIT? I WANT TO MAKE SURE THAT WE HAVE OUR EMPLOYEES IN THOSE UNITS. SO DO YOU HAVE A CLAUSE IN THE CONTRACT THAT WILL GUARANTEE THAT IF THEY'RE NO LONGER WITH US, THEY'RE OUT? YES. SO IT'S A GREAT QUESTION ALSO, AND WE'VE HEARD IT FROM THE OTHER SIDE WHEN WE'RE REPRESENTING OR WHEN WE'RE TALKING TO THE SCHOOL DISTRICTS, THEIR COMMUNITY FEEDBACK IS IF I RESIGN FROM MY POSITION, IS MY STUFF ON A BOX ON THE CURB BY THE TIME I GET HOME FROM SCHOOL. AND SO THAT ANSWERS NOT THAT EXACTLY RIGHT. SO SO THAT ANSWERS. NO. SO THERE'S LIKE I SAID, THERE'S A GENERAL WORKFORCE, YOU KNOW, AMOUNT OF UNITS. AND SO THEY WOULD JUST BE MOVED OUT OF THE THE DISTRICT'S UNITS INTO THE GENERAL WORKFORCE UNITS. AND SO THEY WOULD STILL HAVE THEIR RENT CAPPED AT THAT 30% NUMBER, BUT THEY WOULD LOSE ACCESS TO THE AFFORDABILITY FUND. AND SO THEY WOULD YEAH, THEY GOT IN, THEY GOT PRIORITY ACCESS BECAUSE OF THEIR STATUS AS A DISTRICT EMPLOYEE AND THEY WERE PREVIOUSLY ALLOWED TO TAKE ADVANTAGE OF THE OPPORTUNITY TO GET THE ADDITIONAL SUBSIDY. BUT ONCE THEY LEAVE THE DISTRICT, THE SUBSIDY GETS SHUT OFF AND THEY JUST GET COUNTED ON THE OTHER SIDE OF THAT LEDGER, BUT THEY WOULDN'T GET EVICTED. SO YEAH, THEY WOULD. THEY WOULD BE THERE'LL BE SPACE FOR ANOTHER ONE OF OUR. THAT'S RIGHT. OKAY. FANTASTIC. WELL, THOSE ARE SOME QUESTIONS THAT I HAVE. [01:10:01] I'M SURE I'LL HAVE MORE QUESTIONS. BUT THANK YOU. I REALLY APPRECIATE YOU COMING UP WITH AN INNOVATIVE SOLUTION FOR THE HOUSING CRISIS THAT WE FACE. THANK YOU. YOU'RE WELCOME. MR. VELA, GENTLEMEN, THANK YOU FOR THE PRESENTATION. YOU'VE HEARD, OF COURSE, THAT WE ARE VERY FRIENDLY, EMPLOYEE FRIENDLY, VERY EMPLOYEE FOCUSED. AND SO I THINK IT'S GREAT THAT WE CAN DISCUSS SOME OPTIONS. YOU GUYS HAVE BEEN AROUND SINCE 2000. SINCE 2022, THE FUND HAS BEEN AROUND SINCE 2020 TO 2021 WAS WHEN THE FOUNDATION WAS STARTED. AND THEN IN 22 THEY STARTED TALKING TO SCHOOL DISTRICTS. OKAY, SO HOW LONG ARE THE LEASE AGREEMENTS OR THE UNIT AVAILABILITY AVAILABILITY AGREEMENTS? HOW LONG ARE THOSE IN PLACE? THE PARTNERSHIP BETWEEN THE SCHOOL DISTRICT AND THE FOUNDATION OR THE ACTUAL THE ACTUAL UNIT, THE ACTUAL APARTMENT COMPLEX? OH, IT JUST BE A TYPICAL ANNUAL LEASE, I WOULD IMAGINE, FOR 12 MONTHS, ALTHOUGH I'M SURE THEY WOULD CONSIDER EXTENDING THAT AND RENEWING. BUT IT WOULD JUST BE IF YOU DROVE PAST ONE OF THESE, YOU WOULD NOT KNOW THAT IT WAS WORKFORCE HOUSING. YOU WOULDN'T KNOW THAT NECESSARILY THERE WAS AN AFFORDABLE UNIT THERE. THEY DON'T ADVERTISE IT LIKE THAT. SO IT WOULD BE LIKE A TYPICAL APARTMENT COMPLEX. OKAY. AND SO, I MEAN, THERE'S APARTMENT COMPLEXES THAT ARE POPPING UP ALL OVER. AND WE KNOW THAT THIS AREA CONTINUES TO GROW. FASTEST GROWING AREA IN TEXAS. WHAT'S IN PLACE TO MAKE SURE THAT WE HAVE THE NUMBER OF UNITS THAT ARE NEEDED FOR OUR STAFF? OROSCO'S QUESTION LIKE, HOW DO WE KNOW THAT AGAIN, WE'RE THE FASTEST GROWING AREA HERE IN TEXAS, SO HOW DO WE KNOW THAT WE'RE GOING TO CONTINUE TO HAVE THAT MARKET SHARE, IF YOU WILL? I THINK WE COULD ADD THAT INTO THE INTERLOCAL AGREEMENT, THE GUARANTEE THAT YOU WOULD HAVE ACCESS TO THAT. CERTAINLY SOMETHING THAT THEY WANT TO PROVIDE. SO MEMORIALIZING IT IN WRITING IS NOT AN ISSUE. OKAY. AND THEN THE I GUESS JUST DEPENDING ON WHERE SOMEBODY FALLS ON THE INCOME SCALE, IS THAT WHAT KIND OF AS THEY GET PROMOTED OR GET A BIGGER JOB OR WHAT HAVE YOU, THAT YOU KNOW, WITHIN THE DISTRICT, OBVIOUSLY THERE'S OBVIOUSLY A CUT OFF POINT WHERE THEY'RE NO LONGER PART OF THE OF THE FUND. YES. AND SO THAT'S A GREAT POINT ALSO, BECAUSE IN SOME OF THESE HOUSING OPPORTUNITIES, IF YOU MAKE TOO MUCH MONEY, YOU WILL BE MOVED OUT OF THE COMPLEX. SO THEY IN A REAL SENSE THEY PUNISH SUCCESS. THEY PUNISH UPWARD MOBILITY. IN THIS CASE, IF YOU'RE MOVING FROM 30% AMI UP TO, LET'S SAY 35%, YOU'RE STILL THERE, YOU'RE STILL ALLOWED TO LIVE THERE. YOU'RE JUST IN A DIFFERENT CATEGORY AT THAT POINT. AND EVEN IF YOU GO ABOVE 80% AMI, THEN THEY JUST COUNT YOU AS PART OF THE MARKET RATE. AND SO YOU CAN KIND OF SUCCEED IN PLACE, IF YOU WILL. IT'S JUST KIND OF HOW THEY BACKOFFICE ACCOUNT FOR, YOU KNOW, THAT PERSON. AND THEN ONE MORE QUESTION. SO HOW SUSTAINABLE IS THIS FOR THE FUND? I MEAN, HOW DOES THIS GET YEAR OVER YEAR? HOW DO WE CONTINUE TO SAY, HEY, THIS IS STILL A BENEFIT OF, YOU KNOW, EMPLOYEES? SURE. THAT'S WHY I BROUGHT UP US HAVING TO BE MINDFUL OF HOW MUCH WE DRAW ON THE AFFORDABILITY FUND EVERY YEAR. THE ANNUAL REPLENISHMENT DEFINITELY WILL HELP. BUT WE ALSO HAVE TO REMEMBER, YOU KNOW, WE'RE TAKING A PROPERTY OFF THE TAX ROLL AND THEN USING THAT TAX SAVINGS AND PUTTING IT BACK INTO THE PROJECT, RIGHT? SO THERE'S GOING TO BE SEVERAL OPPORTUNITIES DOWN THE ROAD TO EITHER REQUEST MORE FUNDING FROM THE AFFORDABILITY FUND, FIND WAYS TO FUND RAISE. IF WE START GETTING INTO DIRE STRAITS WHERE WE NEED TO REPLENISH THE FUND EVEN FURTHER, I WILL ADDRESS SOMETHING YOU BROUGHT UP ABOUT THE 30% AMI FOLKS. THOSE ARE YOUR CUSTODIANS, YOUR JANITORS, OR THAT'S THE SAME, RIGHT? YOUR CAFETERIA WORKERS, YOUR BUS DRIVERS. WE'RE SEEING THE LARGEST IMPACT ON THAT DEMOGRAPHIC RIGHT NOW WITH OUR EXISTING SCHOOL DISTRICT PARTNERS. IN ONE INSTANCE, ROUND ROCK ISD, WE HAVE WE HAVE A CUSTODIAN SAVING OVER $1,000 A MONTH JUST BASED ON THE AMI LEVELS AND THEN THE $250 A MONTH FROM THE AFFORDABILITY FUND. SO COMBINED THEY'RE SAVING WELL OVER $1,000. BUT TO YOUR POINT, IT'S IMPORTANT THAT WE ARE MINDFUL OF THE AFFORDABILITY FUND AND THAT'S WHY YOU HAVE A FINANCIAL ADVISOR WHO'S MONITORING THAT, INVESTING THE UNUSED PROCEEDS AND KIND OF EARNING SOME ADDITIONAL MONEY AS IT SITS THERE. OKAY. THANK YOU. SURE. MR. SEVERANCE. HI. THANKS FOR BRINGING THIS TO US. SO I HAVE A QUESTION TO THE CHLOE. THE TARGET OPPORTUNITY, IS THAT SOMETHING THAT THEY CAME TO YOU AND SAID, HEY, DO THEY HAVE TO SAY YES. THAT YOU WANT. THEY WANT TO WORK WITH YOU ALL ON THIS? OR DO YOU CAN YOU GO TO ANY COMPLEX AND DO THIS? OKAY. IN THEORY, WE COULD GO TO ANY COMPLEX AND DO THIS. BUYING APARTMENT COMPLEXES IS A LITTLE MORE DIFFICULT THAN US GOING AND BUYING A HOUSE THAT'S ON THE MARKET. [01:15:04] AND I WANT TO SAY THAT CHLOE IS NOT A MARKETED PROPERTY AT THE MOMENT. SO A LOT OF THESE TRANSACTIONS THAT WE'RE CONTEMPLATING OR THAT WE'RE EXPLORING RIGHT NOW ARE OFF MARKET DEALS JUST BECAUSE IT HELPS US WITH NEGOTIATIONS AND THEN IT HELPS US IDENTIFY PROPERTIES THAT WON'T NECESSARILY, YOU KNOW, BECOME AVAILABLE TO THE PUBLIC, RIGHT? SO IT LIMITS OUR COMPETITION WHEN WE TRY TO GO PURCHASE IT. SO YOU'RE BUYING THE ENTIRE COMPLEX OR YOU'RE JUST BUYING A CERTAIN NUMBER OF UNITS. WE'RE BUYING THE ENTIRE COMPLEX. SO LET ME LET ME KIND OF GO OVER HOW WE BUY THE COMPLEX, BECAUSE I DON'T THINK WE'VE COVERED THAT YET. SO THE TEXAS WORKFORCE HOUSING FOUNDATION IS A PUBLIC FACILITY CORPORATION. IT'S OWN NONPROFIT GOVERNMENT ENTITY. AND SO WHEN THEY GO OUT AND ACQUIRE A PROPERTY, IT COMES OFF THE TAX ROLLS. THE WAY WE ACQUIRE THE PROPERTY IS BY ISSUING TAX EXEMPT BONDS UNDER THE TEXAS WORKFORCE HOUSING FOUNDATION. SO JUST LIKE HAYS, CISD ISSUES BONDS AND YOU GUYS HAVE BOND ELECTIONS AND BUILD SCHOOLS, WE'RE USING A SIMILAR TOOL TO GO OUT AND ACQUIRE APARTMENT COMPLEXES. AND THE REASON WHY WE DO SO IS BECAUSE WE CAN HAVE A LOWER COST OF FINANCE USING TAX EXEMPT BONDS THAN WE COULD GO INTO A PRIVATE LENDER. SO IT'S MORE ECONOMICAL FOR US TO USE THE BONDS TO BUY THE COMPLEX. SO WE'RE BUYING THE WHOLE THING. IT GOES THE DEED WILL GO UNDER THE TEXAS WORKFORCE HOUSING FOUNDATION AND THAT'S HOW WE PURCHASE IT. YEAH, THANKS. LIKE, HOW'S THE MONEY WORK? THAT'S GREAT. GREAT EXPLANATION. SO MY QUESTION THEN IS BACK TO IF YOU'RE BUYING THE UNIT, YOU GET THE ENTIRE TAX ROLL WASH GONE, THEN WHY WOULDN'T WE HAVE MORE ACCESS TO MORE UNITS THAN JUST 25 IF THEY'RE GOING TO HAVE EVERY SINGLE UNIT NOT PAYING TAXES? NOW, THAT'S ANOTHER GREAT QUESTION AND IT'S A VERY COMPLEX MATHEMATICAL EXCEL SHEET THAT WE HAVE TO USE PROJECTIONS FOR 30 OR 40 YEARS. AND IN ORDER TO MAKE THE CASH FLOWS WORK, EVEN THOUGH WE'RE TAKING A PROPERTY OFF THE TAX ROLLS, THAT SAVINGS ISN'T GOING TO BE ENOUGH TO OFFER, YOU KNOW, 100 UNITS IF WE ONLY HAVE A 300 UNIT APARTMENT COMPLEX. SO IT'S A MATH EQUATION. IT'S, YOU KNOW, OUR REVENUE MINUS EXPENSES, YOU KNOW, ALL THAT. AND WHEN WE SELL BONDS, THE INVESTOR IS GOING TO BE LOOKING FOR A CERTAIN AMOUNT OF COVERAGE. AND SO WE CAN'T JUST MAX OUT THE NUMBER OF UNITS WITHOUT THEN THEN THE PROJECT JUST WON'T BE FEASIBLE FOR THE FOUNDATION. SO YEAH, IF I COULD ADD, I MEAN, YOU COULD CONCEIVABLY SORRY, YOU COULD CONCEIVABLY TAKE ALL 100% OF THE UNITS. IT WOULD JUST DROP THAT PAYMENT, THE ADDITIONAL SUBSIDY DOWN FROM $250 TO MAYBE $20 A MONTH. AND SO IT'S JUST IT'S A MATH EQUATION ON YOUR SIDE TO HOW MUCH IS ENOUGH BENEFIT FOR A GIVEN EMPLOYEE? RIGHT. WELL, THAT'S ALL BACK TO TRUSTEE OROSCO QUESTION ABOUT WHAT'S OUR, YOU KNOW, OR THE NEED FOR IT RIGHT NOW. LIKE YOU HAVE TO UNDERSTAND, IF IT'S A 200 PEOPLE THAT NEED IT, I DON'T KNOW IF ONE TRANSACTION IS GOING TO BE ENOUGH TO SUPPORT US IN THE DISTRICT, RIGHT? I WOULD AGREE WITH YOU. I DON'T THINK ONE APARTMENT COMPLEX IS GOING TO MAKE A DENT IN THE OVERALL ISSUE. LIKE I SAID, ROUND ROCK ISD HAS FOUR. THEY'RE LOOKING AT ADDING A FEW MORE. AUSTIN ISD HAS FIVE. THEY'RE GOING TO NEED A FEW MORE. ONE IS NOT GOING TO BE THE ANSWER HERE. AND BECAUSE OF YOUR DISTRICT, HOW LARGE IT IS AS FAR AS LAND MASS, YOU MAY WANT TO HAVE ONE NEAR THIS ELEMENTARY SCHOOL, ONE NEAR LEHMAN, ONE NEAR HAYS. AND WE'LL WORK WITH YOUR SUPERINTENDENT TO DETERMINE WHICH LOCATIONS ARE THE MOST FEASIBLE AND PUT, YOU KNOW, EITHER BUILD ONE OR ACQUIRE ONE IN THAT AREA. GOT IT. OKAY. THANK YOU, MR. FLORES. YEAH. THANKS FOR COMING. YOU ANSWERED A LOT OF MY QUESTIONS AS FAR AS WHAT YOU'RE DOING IN ROUND ROCK ISD IS IN ADDITION TO PFLUGERVILLE ISD. WE ARE WORKING WITH APARTMENT COMPLEXES IN THE AREA IN ORDER TO LOWER RENT FOR OUR EMPLOYEES, WHICH I THINK IT'S FANTASTIC TO REMOVE THAT BARRIER AND ALLEVIATE SOME OF THOSE COSTS. AS YOU KNOW, IN A DURING A TIME OF INFLATION AND RISING COSTS. BUT MY QUESTION IS REALLY RIGHT NOW, WHAT'S THE QUANTITY OF WORKFORCE HOUSING DEVELOPMENTS IN HAYS COUNTY OR IN THE AREA AS WE SPEAK RIGHT NOW? HOW MANY APARTMENT COMPLEXES I KNOW YOU SHOWED US, A COUPLE ARE EXISTING RIGHT NOW IN PLACE THAT THE FOUNDATION OWNS OR THAT ARE ACTUALLY ON THIS PROGRAM ON BOARD. I KNOW YOU MENTIONED ZERO RIGHT NOW. OKAY. SO THE PROCESS WOULD BE TO GET APARTMENT COMPLEXES ON BOARD. CORRECT. IN THE AREA. OKAY. IS THAT A DIFFICULT PROCESS OR WHAT DOES THAT ENTAIL? I WOULD SAY IT'S ABOUT A FOUR MONTH PROCESS. YOU KNOW, TODAY, COUNTING TODAY. FIRST WE NEED. BOARD APPROVAL TO GO OUT AND START EXECUTING. WE HAVE TO IDENTIFY THE PROJECT. LUCKILY, WE'VE ALREADY IDENTIFIED ONE AND THEN WE HAVE TO GO THROUGH THE WHOLE BOND PROCESS, WHICH I KNOW YOUR CFO IS VERY FAMILIAR WITH, BUT YOU'VE GOT TO DO DUE DILIGENCE. [01:20:06] WE'VE GOT TO TALK TO UNDERWRITERS. WE'VE GOT TO GO OUT AND MARKET THE BONDS, SELL THE BONDS, CLOSE ON THE BONDS, AND THEN THAT'S WHEN WE'LL HAVE MONEY TO ACTUALLY EXECUTE THE CLOSING. SO I WOULD SAY REALISTICALLY, WE'RE LOOKING AT THE CHLOE EITHER END OF DECEMBER, JANUARY, FEBRUARY TIME FRAME BEFORE IT COMING ONLINE. IT'S JUST IT JUST TAKES A IT'S, YOU KNOW, A GOVERNMENT ENTITY BUYING SOMETHING USING TAX EXEMPT BONDS. AND IT JUST IT CAN TAKE A LITTLE WHILE. YES, SIR. AND AS YOU MENTIONED, THIS IS QUALITY HOUSING WE'RE TALKING ABOUT, RIGHT? ABSOLUTELY. SO EVERYBODY'S CLEAR THAT'S LISTENING. AND YOU SHOWED US SOME OF THE PHOTOS. I MEAN, THOSE LOOK LIKE A LOT OF APARTMENT COMPLEXES IN THE AREA. MY OTHER QUESTION IS, WHAT'S THE PROCESS FOR A DISTRICT EMPLOYEE THAT WANTS TO UTILIZE THIS AND HOW DO THEY FIND OUT ABOUT THIS? THEY MAY NOT BE AWARE THAT IT'S EXISTS. YOU KNOW, THEY'RE NEW TO THE AREA. WHAT'S THE PROCESS FOR AN EMPLOYEE WHEN THEY'RE LOOKING FOR AN APARTMENT OR HOUSE TO RENT? SURE THING. WELL, IT'S GREAT THAT HAYS C-I-S-D HAS AN EXCELLENT HR DIRECTOR OVER HERE BEHIND ME BECAUSE IT'S VERY HR DRIVEN. AND AS SHE MENTIONED EARLIER, THIS IS A RETENTION AND RECRUITMENT TOOL. AND SO IN MY MIND, THERE'S TWO WAYS TO DO IT RIGHT. WHEN A TEACHER COMES IN AND DOES AN INTERVIEW AND RECEIVES A JOB, THERE'S A PACKET AND THERE'S A FLIER IN THERE THAT SHOWS ALL THE DETAILS AND THE PROPERTIES THAT ARE CURRENTLY IN THE PROGRAM IN THAT FLIER. IT ALSO SAYS HOW TO SIGN UP. IT'S VERY SIMPLE FOR EMPLOYEES TO GO AND APPLY. AND IT'S LITERALLY YOU GO TO TIHAR ORG, YOU GO TO THE APPLY BUTTON, YOU SELECT YOUR SCHOOL DISTRICT, A DROPDOWN MENU WILL COME DOWN. YOU SELECT THE APARTMENT COMPLEX THAT YOU'RE INTERESTED IN. YOU PUT YOUR BASIC INFORMATION IN THERE, SUBMIT IT. IT GOES TO THE AFFORDABILITY FUND AND THE AFFORDABILITY FUND WILL MAKE CONTACT WITH THAT PARTICULAR APARTMENT COMPLEX AND THE APARTMENT COMPLEX WILL MAKE CONTACT WITH THE EMPLOYEE AND THEN THEY WILL FINALIZE THE APPLICATION PROCESS. IT COULD TAKE MAYBE A DAY OR TWO AT THE MOST. GREAT. THANK YOU. AND MY LAST QUESTION IS JUST SO EVERYBODY'S CLEAR, THAT'S THAT'S LISTENING IS THE DISTRICT WILL TAKE IN TAKE ON NO ADDITIONAL DEBT, CORRECT? THAT'S RIGHT. WE'RE NOT LEVERAGING CISD'S NAME, NOT LEVERAGING YOUR YOUR INS TAX RATE, NOT LEVERAGING ANY O BUDGETS. THIS HAS ZERO FINANCIAL RESPONSIBILITY TO THE DISTRICT. THANK YOU. AND AGAIN, THANK YOU FOR YOUR PRESENTATION. I'M EXCITED ABOUT THIS POSSIBILITY. ABSOLUTELY. APPRECIATE IT, MR. RUNKLE. THANK YOU GUYS VERY MUCH. SO YOU GUYS MENTIONED THAT ROUND ROCK, PFLUGERVILLE AND SEGUIN ARE CURRENTLY A PARTNER WITH YOU GUYS. AND MAYBE MISS CORSON, YOU'LL HAVE TO HELP WITH PROVIDING THIS TO THE BOARD. BUT CAN YOU PROVIDE US THE NUMBER OF AVAILABLE UNITS THAT YOU CURRENTLY HAVE THAT IS CURRENTLY BEING HOUSED BY EMPLOYEES FROM AISD, ROUND ROCK, PFLUGERVILLE AND SEGUIN? SO BASICALLY JUST SAY HERE'S THE PROPERTY, HERE'S HOW MANY EMPLOYEES ARE AT EACH PROPERTY. CAN YOU PROVIDE THAT TO US? SURE. I CAN GIVE YOU SOME ROUGH ESTIMATES. THERE'S SO YOU DON'T HAVE TO DO IT TONIGHT. I MEAN, IF YOU WANT TO JUST TAKE SOME TIME, SHE'LL BE ABLE TO SUBMIT IT TO US AND WE'LL GET IT PRETTY QUICKLY AS SOON AS YOU TURN IT AROUND. BUT THAT WOULD BE HELPFUL TO SEE JUST WHAT IT LOOKS LIKE IN OTHER DISTRICTS AND HOW MANY UNITS ARE AVAILABLE. SURE. UM, I'M ALL ABOUT EMPLOYEE FRIENDLY. WE ALL ARE. SO ANY INITIATIVES TO, YOU KNOW, SERVE OUR EMPLOYEES AND OUR STAFF? WE CERTAINLY WANT TO DO. I DO QUESTION WHAT YOU KNOW, WHAT THAT LOOKS LIKE FOR OUR TAX REVENUE LOSS AS THE SCHOOL DISTRICT. SO I AM A LITTLE BIT CONCERNED ABOUT THAT PIECE OF IT. AND THEN I'D ALSO AND MAYBE, DR. WRIGHT, YOU IF SOMEBODY WANTS TO TALK ABOUT THAT PIECE. BUT I ALSO WANT TO KNOW WHY. HOW WAS THE CHLOE TARGETED? WHAT OUT OF ALL OF THE COMPLEXES IN HAYS C-I-S-D WHAT WHAT WAS IT ABOUT THE CHLOE THAT YOU SAID? THIS IS OUR FIRST TARGETED COMPLEX? SO AGAIN, THERE'S NOT A LOT OF SCIENCE TO THE MADNESS THERE. THEY HAD A PREEXISTING RELATIONSHIP WITH THE CURRENT OWNER AND THE DEVELOPER FOR THE CHLOE. WE'RE LOOKING AT ONE OF THEIR PROJECTS OR THEIR THEIR APARTMENT COMPLEXES IN A DIFFERENT DISTRICT. AND SO THEY SAID, IF WE DO IT HERE, WOULD YOU CONSIDER DOING IT IN HAYS CISD AND I HAVE ANOTHER ONE IN NORTH AUSTIN, YOU KNOW, WOULD YOU BE, YOU KNOW, WOULD YOU CONSIDER DOING THAT ONE AS WELL? AND SO THAT'S JUST WHERE WE STARTED. I KNOW WE'VE HAD DISCUSSIONS WITH STAFF ABOUT MAYBE FINDING SOMETHING ON THE EAST SIDE OF THE DISTRICT, AND SO WE'RE OPEN TO THAT AS WELL. THIS WAS JUST YOU HAVE TO START SOMEWHERE. AND THEY ALREADY KNEW THE OWNER AND THE OWNER SAID, IF YOU GUYS ARE INTERESTED, LET'S HAVE THE CONVERSATION. OKAY. THANK YOU. I APPRECIATE THAT. AND IF MISS CORSON, IF YOU'LL JUST PROVIDE US THAT INFORMATION WHEN YOU CAN, THAT'D BE GREAT. [01:25:01] THANK YOU GUYS VERY MUCH FOR PRESENTING TONIGHT. I APPRECIATE IT. THANK YOU. THANK YOU. OKAY. JUST A COUPLE FOR ME. ONE IS I FIND THAT PEOPLE WHO BUY THINGS ALSO SELL THINGS. SO WHAT DOES THE PROCESS LOOK LIKE IF YOU WERE EVER TO DECIDE TO SELL A UNIT OR ARE YOU BOUND BY SOME SORT OF, I DON'T KNOW, CONTRACT OR OBLIGATION THAT YOU ALWAYS OWN THAT COMPLEX ONCE IT'S PURCHASED? YEAH. SO THE FOUNDATION ISN'T LOOKING AT, I'LL SAY, TURNING A PROFIT ON THIS. AND SO THEIR BUY AND HOLD, THEY WANT TO OWN THIS FOR AS LONG AS IT'S UP AND STANDING. AND SO TARGETING NEWER VINTAGE PROJECTS LIKE THIS ONE IS PART OF THEIR INVESTMENT STRATEGY. BUT THEIR, I THINK THEIR LONG TERM GOAL, IF YOU THINK ABOUT ONCE THE DEBT IS PAID OFF, IS TO PROVIDE DEEPER AFFORDABILITY ACROSS ALL THE UNITS, BECAUSE AT THAT POINT, YOU'RE NOT FOCUSING ON DEBT SERVICE REPAYMENT. IT'S ALREADY PAID OFF. SO AS LONG AS YOU'RE KEEPING IT UP TO, YOU KNOW, STANDARD, THEN THEY'RE NOT LOOKING AT NECESSARILY, YOU KNOW, TURNING A BIG PROFIT. SAME THING WITH, YOU KNOW, MOST DEVELOPERS WHO COME IN ARE LOOKING AT A 5 TO 7 YEAR EXIT STRATEGY AND THEY'RE NOT LOOKING AT DOING THAT, IN PART BECAUSE THEY'RE PARTNERING WITH YOU AND THEY DON'T WANT TO PULL THE RUG OUT FROM UNDERNEATH THE DISTRICT AND SAY YOU HAD YOUR TEACHERS AND YOUR EMPLOYEES HERE, BUT NOW IT'S SOLD. SO MARKET RATE RENT FOR EVERYBODY. OKAY. THANK YOU FOR THAT. SO I'VE HEARD AVAILABILITY FUND MENTIONED A COUPLE OF TIMES AND ALSO SOMETHING ABOUT BEING AN INDEPENDENT GOVERNMENT AGENCY OR I WANT TO MAKE SURE I HEARD THAT CORRECTLY. BUT MY QUESTION, WHO FUNDS THE FUND? LIKE WHERE WHERE DOES THAT BASE THAT FIRST SET OF MONEY COME FROM? IS IT TAX STATE TAX DOLLARS OR WHAT? WELL, THERE WAS TWO MODELS. AND INITIALLY, LIKE, FOR INSTANCE, THE ROUND ROCK PROPERTIES, THOSE PROPERTIES WERE ALREADY IN THE FOUNDATION'S PORTFOLIO. AND SO THAT WAS A FEE SPLIT WITH THE DEVELOPER. THE, YOU KNOW, YOU TAKE THE PROPERTY OFF THE TAX ROLLS, THERE'S SOME MONEY THAT'S LEFT IN ESCROW THERE. THAT MONEY WAS GIVEN TO THE FOUNDATION IN OUR PARTICULAR CASE HERE, WHERE WE GO OUT AND ACQUIRE THE PROPERTY, WE WILL FUND THE AFFORDABILITY FUND USING BOND PROCEEDS. SO THAT WILL BE A LINE ITEM IN THE COST OF ISSUANCE THAT GOES DIRECTLY TO THE AFFORDABILITY FUND. OKAY. THANK YOU. SO, DR. WRIGHT, WHAT I WOULD ASK IS THAT IF WE COULD GET ON BOARD BLOG ON LAST YEAR'S TAX PAYMENT FROM THE CHLOE, I'M JUST CURIOUS WHAT THAT IS. I'M ALL FOR THIS. I JUST WANT TO MAKE. I DIDN'T SAY THAT RIGHT UP FRONT, BUT I THINK THIS IS GREAT. I THINK THAT OUR FOUNDATION OR OUR FOCUS ON BEING EMPLOYEE FRIENDLY IS I MEAN, WE'RE THE BEST, RIGHT? SO WE WANT TO KEEP DOING IT. MEAN I WOULD JUST LIKE TO KNOW WHAT THAT AMOUNT WAS. AND I KNOW THEY SAID THEY WOULD WORK DIRECTLY WITH YOU. AND IS THERE ANYTHING YOU WOULD LIKE TO ADD TO THIS DISCUSSION? WELL, CURRENTLY THE WAY WE'RE FUNDED IN THE STATE OF TEXAS IS IF YOUR PROPERTY VALUE GOES DOWN, THEN THE STATE PROCEEDS GO UP. AND SO MR. RAUL AND I WILL. DISCUSS IT AND GET THAT GET YOU THE ANSWERS THAT YOU'RE LOOKING FOR. BUT THAT'S TYPICALLY HOW. SO IF A PROPERTY COMES OFF THE VALUES, THEN THAT AMOUNT IS DECREASED, SO YOUR LOCAL SHARE GOES DOWN, BUT YOUR STATE SHARE WOULD WOULD INCREASE TO COVER THAT DIFFERENCE. SO IT'S I THINK IT'S A GREAT OPPORTUNITY FROM MY PERSPECTIVE AND VISITING WITH THEM BECAUSE I WOULD LOVE TO BE ABLE TO OFFER THIS TO OUR CUSTODIANS, OUR BUS DRIVERS AND GOLLY, LIKE IF WE WERE ABLE TO ACQUIRE THE CHLOE, THEY'RE RIGHT THERE AT EVO, AT COSTCO, ALL THE RESTAURANTS. AND IT'S A GREAT LOCATION. AND I THINK IT WOULD HELP MISS CORSON SHARE THE PERK AND THE BENEFITS WITH FUTURE AND CURRENT EMPLOYEES. AND SO I THINK IT'S A GOOD DEAL. OKAY. ANYTHING ELSE? ALL RIGHT. THANKS. THANKS FOR THANKS FOR BEING HERE. WE REALLY APPRECIATE IT. AND THIS IS A GREAT PROGRAM. THANK YOU. THANK YOU. OH, YES. AND TELL YOUR MOM WE ALL SAID HI. AND SISTERS, I'M SURE. I DON'T KNOW. OKAY, LET'S. ANYBODY NEED A BIO BREAK? KEEP GOING. KEEP GOING. OKAY. I DON'T THINK SO. ALL RIGHT. WE ARE ON L FIVE MR. [L.5. Consideration and possible approval of the 2023 Bond Schematic Design Package for Improvements at Johnson High School] MAX CLEAVER. COME ON DOWN. OKAY. GOOD EVENING. THE SDS ARE BACK. YES, SIR. OKAY, SO FIRST ONE UP FOR CONVERSATION IS JOHNSON HIGH SCHOOL. THAT'S RIGHT. AND JASON FROM HUCKABEE WILL COME UP HERE IN JUST A SECOND AND TALK ABOUT JUST THE NEW THINGS THAT THAT HAVE CHANGED. [01:30:06] BUT BEFORE BEFORE HE DOES THAT, I JUST WANT TO SAY WE DO APPRECIATE THE EXTRA TIME FOR THE DESIGN. I REALLY DO APPRECIATE THAT WE GOT ADDITIONAL FEEDBACK FROM CAMPUS STAFF AND WE DIDN'T JUST GET FEEDBACK. WE'RE GOING TO ACTUALLY MEMORIALIZE IT. AND SO THE WAY THAT'S GOING TO WORK IS GOING FORWARD. THE ARCHITECT HUCKABEE IN THIS CASE, AND O'CONNELL ROBERTSON IN THE CASE OF SOME OTHER PROJECTS GOING FORWARD, THEY WILL ACTUALLY POST ON A SHAREPOINT, THE MOST RECENT DESIGN. SO THERE WILL ALWAYS BE AVAILABLE. AND SO FROM THERE, WHAT WE'RE GOING TO DO IS THE CAMPUS STAFF AND I REALLY APPRECIATE MARIBEL AND SUSIE MITCHELL. THEY PUT TOGETHER A PROCESS ON THE GOOGLE DRIVE OR MADE A GOOGLE FORM WHERE THE CAMPUS STAFF WILL ACTUALLY SIGN OFF THAT YES, WE'VE PARTICIPATED IN THIS PROCESS. AND SO THAT'S COMING UP. AS OF TODAY, WE'VE IDENTIFIED, I BELIEVE, EITHER 23 OR 24 STAFF MEMBERS AT JOHNSON HIGH SCHOOL. AND WE'VE GOTTEN ABOUT HALF OF THOSE ELECTRONIC SIGNATURES SO FAR. AND SAME THING AT HAYS HIGH SCHOOL, EITHER 23 OR 24. IT'S ONE OR THE OTHER. WE'VE ALREADY GOT ABOUT HALF OF THOSE SIGNATURES AS WELL. AND NOW AS WE ROLL FROM SD INTO D INTO DESIGN DEVELOPMENT, WE'RE GOING TO GO AHEAD AND KEEP THAT PROCESS ROLLING. AND WHEN WE HAVE THE M AND O STAFF OR ANYBODY ELSE, LOOK AT MEP, YOU KNOW, LOOK AT ELECTRIC OR MECHANICAL OR PLUMBING OR LOCKS OR WHAT HAVE YOU, THEY'LL SIGN OFF AS WELL. SO IT DOESN'T JUST HAVE TO STOP AT SD. AND SO THAT'S ALL I HAVE TO SAY ABOUT THAT. AND SO WE'LL TURN IT OVER TO JASON TO GO OVER THE SD FOR JOHNSON HIGH SCHOOL. GOOD EVENING. SO WE'VE SAT DOWN WITH A LOT OF PEOPLE AND TALKED THROUGH GETTING THEIR THOUGHTS AND QUESTIONS AND FEEDBACK ON WHAT WE CAN DO TO IMPROVE THIS. SO I'M HAPPY TO REPORT THAT THE CHANGES HAVE NOT BEEN SIGNIFICANT, WHICH MEANS THAT WE ARE HEADED IN THE RIGHT DIRECTION TO START WITH. BUT THERE HAVE BEEN SOME REALLY NICE LITTLE TWEAKS THAT HAVE BEEN DONE TO THIS THAT I THINK ARE GOING TO MAKE EVERYBODY EVEN THAT MUCH MORE EXCITED ABOUT WHAT THEY'VE ALREADY BEEN EXCITED ABOUT FROM THE BEGINNING. SO. AND MAX, I GOT ONE OF YOUR FANCY DANCY, SUPER POWERFUL LASERS HERE. SO ON THE FLIGHT PLAN FOR JOHNSON ACTUALLY MIGHT BE EASIER IF I POINT OVER HERE INSTEAD OF BACK THERE. BUT ALL WE'VE REALLY DONE ON THIS ONE IS WE'VE CLARIFIED THAT THE BACK DRIVE IS GOING TO BE DESIGNED FOR 18 WHEELERS. SO BAND FOLKS HAVE BEEN THINKING ABOUT HOW THEY WANT TO GET FROM WHERE THEY'RE GOING TO PARK THEIR TRAILERS OVER TO THE STADIUM. THEY WANT TO DO THE LOOP AND UTILIZE THAT NEW DRIVE THAT WE'VE INSTALLED. AND THEN WE'VE JUST CLARIFIED WHAT WE'VE BEEN TALKING ABOUT HERE AS FAR AS WHERE THE 18 WHEELERS ARE GOING TO PARK. SO THEY'RE GOING TO GO IN THIS LITTLE NICHE RIGHT HERE IN THE CORNER NEXT TO THE ADDITION. WE'VE GOT IT SET UP THERE WHERE THEY ACTUALLY HAVE MULTIPLE OPTIONS FOR HOW THEY CAN BACK THE TRAILER UP. SO THERE'S BEEN A LOT OF QUESTIONS ABOUT HOW THAT CAN WORK. SO WE'VE GIVEN THEM THE ABILITY TO BACK UP CLOSE TO WHERE THE EXTERIOR DOOR IS FOR THE EXISTING BAND HALL, AS WELL AS WHERE THE OUTDOOR STORAGE AND EXTERIOR DOORS WILL BE FOR THE NEW BAND HALL. SO IT SHOULD BE NICE AND CONVENIENT FOR THEM. AND THEN WE'VE ADDED A LITTLE BIT OF PARKING HERE. THIS IS ACTUALLY GOING TO BE A LITTLE BIT MORE PARKING THAN THEY CURRENTLY HAVE RIGHT NOW IN THIS AREA FOR STAFF. SO THOSE ARE THE CHANGES ON THE SITE PLAN. ON THE FLOOR PLAN. SO WE'VE ACTUALLY PREVIOUSLY BEEN SHOWN KIND OF A ROUGH LAYOUT FOR COSMETOLOGY EXPANSION. WE'VE NOW TAKEN A FULL SHOT AT THAT AND WE ARE GOING TO BE TAKING OVER THE EXISTING ICE ROOM, WHICH IS HERE. THE RESTROOM OFF THE ICE WILL NOW BE A PART OF THE COSMETOLOGY LAB. WE'VE BEEN ABLE TO CREATE A 1200 SQUARE FOOT LAB SPACE, CLASSROOM SPACE, WHICH WILL BE SIGNIFICANTLY BIGGER THAN ANY SPACE THEY HAVE RIGHT NOW TO UTILIZE, EXCEPT FOR THE ART ROOM THAT THEY'RE THEY'RE BORROWING. WE HAVE ENOUGH ROOM TO BE ABLE TO PUT BACK A STORAGE ROOM THAT WE HAD TO TAKE OUT THAT CURRENTLY RESIDES RIGHT HERE. WE TOOK IT OUT BECAUSE THAT WOULD ACTUALLY ALLOW THE COSMETOLOGY SUITE TO BE ONE CONTIGUOUS SPACE RATHER THAN FEELING LIKE IT'S DIVIDED UP. THE REQUEST THAT WAS MADE WAS FOR SEVEN ADDITIONAL SALON STATIONS, THREE ADDITIONAL SHAMPOO STATIONS. WE'RE ACTUALLY ABLE TO GET THEM EIGHT ADDITIONAL SALON STATIONS, SO ONE MORE THAN THEY ASKED FOR AND WE'RE ABLE TO GET THEM. FOUR. SO SHAMPOO STATIONS, SO ONE MORE THAN THEY ASKED FOR. THEY CURRENTLY HAVE TWO NAIL STATIONS. WE ACTUALLY ABLE TO GET THEM TWO MORE. SO WE'VE DOUBLED THE NUMBER OF NAIL STATIONS THEY HAVE. WE STILL HAVE A LOT OF CASEWORK SPACE FOR STORAGE ALONG THE WALLS. AND THEN THESE DASHED BOXES HERE ARE SOME EXISTING FURNITURE PIECES THAT THEY HAVE IN THE SPACE RIGHT NOW. THEY'RE CURRENTLY OUT IN THE MIDDLE OF THE SPACE, SO WE PUT THEM BACK OUT IN THE MIDDLE OF SPACE LIKE THEY HAVE IT RIGHT NOW. SO I THINK COSMETOLOGY IS VERY WELL TAKEN CARE OF. WE'RE ABOVE AND BEYOND WHAT THEY'VE ASKED FOR IN THE CULINARY SPACE. REALLY. NOT A LOT HAS CHANGED IN THIS. THEY TOOK OUT TWO WORKSTATIONS AND PUT IN SOME HAND SINKS AND SOME PREP SINKS THAT CAN BE UTILIZED BY ALL STATIONS. [01:35:04] WHAT'S NOT REFLECTED JUST YET IS THAT'S GOING TO ALLOW US TO TAKE THE SINKS OUT OF EACH INDIVIDUAL STATION. THEY ACTUALLY PREFER TO HAVE THE COUNTERTOP SPACE. THE SINKS ARE NOT UTILIZED THAT HEAVILY ALSO SAVES US A LITTLE BIT OF MONEY. SO THAT'S NEVER A BAD THING. AND THEN WE'RE STARTING TO LAY OUT THE BACK. BACK OF HOUSE SPACE HERE WHERE WE'RE GOING TO HAVE SOME PREP SPACE, SOME DISHWASHER SPACE AND SOME DRYING RACKS ALONG WITH COOLERS AND FREEZERS. WE USED TO HAVE TWO PANTRIES. NOW WE HAVE ONE OF THEM HAS BECOME A JANITOR CLOSET WITH A WASHER DRYER. OVER ON FLORAL. THE ONLY THING THAT'S REALLY CHANGED HERE IS THAT THIS USED TO BE AN OPEN STORAGE ROOM. NOW IT'S CLOSED WITH A DOOR, AN EXTRA WIDE DOOR THAT'S SO THEY CAN GET THE COOLERS IN AND OUT AND IT'S NOW LOCKABLE. I CAN'T REMEMBER IF WE HAD DONE THIS LAST TIME WE HAD TALKED, BUT WE ACTUALLY FLIPPED THE WHOLE FLORAL LAB. THE REASON IS THAT WE NOW HAVE THE ENTRY TO THE FLORAL LAB BEHIND THIS AFTER HOURS ACCESS DOOR. SO NOW FLORAL, IF THEY WANT TO DO SOME SALES AFTER HOURS, HAVE THE ABILITY TO DO THAT AS WELL. I'LL TAKE THEM OUT. OKAY. SO ONE OF THE THINGS THAT WE'RE TALKING ABOUT RIGHT HERE. THE RESTROOMS ARE SET UP HERE WITH THE FULL HEIGHT PRIVACY STALLS. SO THERE ARE NO URINALS, FOR EXAMPLE, IN THE MEN'S ROOM. EVERYTHING IS A PRIVACY STALL. THERE HAS BEEN A REQUEST TO POTENTIALLY TAKE THESE DOORS OUT, WHICH WOULD ACTUALLY PROVIDE A LOT MORE SUPERVISION ABILITY IN THOSE RESTROOMS. AND THE SECOND FLOOR. NOTHING'S CHANGED. EVERYTHING HERE IS GOOD. ONE THING I DO WANT TO POINT OUT, WE HAVE WIDENED THE STAIRS ON BOTH ENDS. SO BOTH OF THEM ARE NOW A FULL SEVEN FEET WIDE. SO THAT'LL HELP WITH THE CIRCULATION CONCERN THAT HAS BEEN BROUGHT UP. AND THE THIRD FLOOR HAS NOT CHANGED. AND THEN WE'VE GOT THE THE FINE ARTS EDITION. SO YOU CAN SEE A LOT OF NOTES ON HERE. THAT WAS FEEDBACK THAT WE'VE RECEIVED AND WE'VE ACTUALLY HAD A LITTLE BIT MORE SINCE THEN. SOME THINGS THAT HAVE CHANGED SINCE THE LAST TIME YOU SAW IT IS THAT WE'VE GOT TWO OFFICES THAT HAVE BEEN ADDED AND THEN THE PRACTICE ROOMS HAVE TO BE THE SAME SIZE AS THE ONES UPSTAIRS. SO THIS CREATED A LITTLE NICHE WHERE WE'RE GOING TO PUT SOME DRINKING FOUNTAINS, WHICH WILL SERVE BOTH THE BAND HALL AND THE MULTI-PURPOSE INDOOR SPACE. THERE'S ACTUALLY A LITTLE BIT OF EXTRA ROOM HERE TO CREATE A SMALL STORAGE CLOSET FOR SOME CLEANING, SOME CLEANING SUPPLIES. WE HAVE SOME REQUESTS FOR SOME STORAGE ON THE BACK WALL BACK HERE FOR THE OUTDOOR STORAGE. WE'VE BEEN TALKING THROUGH HOW TO MAKE THE STORAGE IN THE MULTIPURPOSE INDOOR SPACE THE MOST FUNCTIONAL. SO THEY HAVE A VARIETY OF THINGS THAT THEY WANT TO STORE IN THERE. THEY HAVE THESE CARTS THAT HAVE TARPS ON THEM. THEY'VE GOT VOLLEYBALL STANDARDS ON THEIR OWN RACK AND THEN MAYBE SOME MATS IN THERE AS WELL. SO WE'VE CHANGED THAT FROM THE SWING DOORS, THE DOUBLE DOORS TO GARAGE DOORS AND HAVE ONE SWING DOOR SO PEOPLE CAN GET IN AND OUT OF THAT. AND THAT DOOR WILL BE SIZED TO ALLOW THE VOLLEYBALL CART TO GET IN AND OUT. THIS HAS ACTUALLY CHANGED SINCE THEN. SO WE HAD DIRECTION AT ONE POINT TO ONLY HAVE TWO BASKETBALL GOALS IN THE MULTI-PURPOSE INDOOR SPACE. THAT HAS SINCE CHANGED BACK TO HAVING THE FOUR SIDE GOALS AS WELL. SO THERE WILL BE SIX GOALS. BUT WHAT HAS CHANGED IS THAT WE ARE NOT GOING TO DO THE STRIPING ON THE FLOOR FOR THE SIDE COURTS FOR BASKETBALL. WE WILL HAVE THE TWO PRACTICE COURTS FOR VOLLEYBALL, WHICH ACTUALLY COULD SERVE AS COMPETITION COURTS IF YOU NEEDED TO, BECAUSE THEY DON'T TAKE UP A LOT OF SPACE. WE'VE GOT A WALL OF WINDOWS I'M SORRY, A WALL OF MIRRORS ON ONE SIDE. AND THERE'S BEEN A LOT OF DISCUSSION ABOUT HOW TO PROTECT THOSE MIRRORS WHEN THE SPACE IS BEING USED FOR OTHER THINGS, PARTICULARLY THINGS THAT INVOLVE THROWING BALLS AROUND. AND SO WHERE WE'VE LANDED IS IS A ROLL DOWN SCREEN. IT'S A TRANSLUCENT SCREEN. YOU'VE PROBABLY SEEN THEM ON LIKE DIFFERENT GYMS. THEY USE IT TO DIVIDE OFF COURTS WHEN THEY'RE TRYING TO HAVE GAMES GOING ON TWO DIFFERENT COURTS. SO WE'RE GOING TO USE IT TO IT'S TRANSLUCENT SO YOU CAN SEE THROUGH IT SO KIDS CAN'T HIDE BEHIND IT. IT'LL PROTECT THE MIRRORS. AND THEN IT ALSO ALLOWS FOR THIS SPACE TO BE UTILIZED. SO IF SOMETHING'S GOING ON THE MAIN COURT, BUT SOMEBODY WANTS TO WORK AT THE MIRRORS, YOU CAN ACTUALLY HAVE TWO DIFFERENT GROUPS GOING AT THE SAME TIME. SO MULTI-PURPOSE. AND THEN WE'VE ADDED THE GARAGE DOOR DIRECTLY OFF THE DRIVE THAT WE'VE TALKED ABOUT PREVIOUSLY INTO THE SCENE SHOP. SO THAT WILL HELP SERVE THE THEATRICAL FOLKS. AND THEN THERE WAS A REQUEST TO SWAP OUT THE EXISTING RESIDENTIAL WASHER DRYER FOR COMMERCIAL WASHER DRYER IN THE THEATER AREA. YOU KNOW, ON THE SECOND FLOOR. THE ONLY THING THAT REALLY CHANGED SINCE THE LAST TIME. WELL, I GUESS WE ADDED THIS WHOLE SECTION OF STORAGE OR PRACTICE ROOMS AT THIS END. AND THEN THE PREVIOUS LARGER ENSEMBLE ROOM, IT WAS DETERMINED THAT WASN'T NECESSARY BECAUSE THEY HAVE PLENTY OF ENSEMBLE ROOM SPACE IN THE EXISTING FINE ARTS WING. [01:40:08] SO THEY PREFER TO HAVE MORE PRACTICE ROOMS OR THE SMALLER PRACTICE ROOMS. AND THEN THE FORMER ENSEMBLE ROOM BECOMES A STORAGE ROOM. OKAY. THANKS, JASON. ANY DISCUSSION ON JOHNSON? MR. RUNKLE THANK YOU SO MUCH, JASON. I KNOW THAT THERE WERE A LOT MORE CONVERSATIONS AND MEETINGS HAD SINCE OUR LAST MEETING AND A LOT OF THOUGHT AND MORE CONVERSATION WENT INTO THIS. SO THANK YOU VERY MUCH. I JUST HAVE A QUESTION. WELL, I'M GOING TO SAY I KNOW THAT FGOC IS MEETING THIS WEEK, SO I'M REALLY GOING TO HOLD ALL OF MY QUESTIONS ABOUT ANYTHING AS IT RELATES TO THESE PLANS UNTIL AFTER YOU GUYS MEET, BECAUSE THEY HAVEN'T SEEN ANY OF IT. BUT I DO HAVE ONE QUESTION ABOUT THE FRONT OF JOHNSON. THERE WAS A TIME WHERE WE WERE TALKING ABOUT A SIDEWALK FROM THE STUDENT PARKING LOT TO THE FRONT OF THE SCHOOL. IS THAT SOMETHING THAT WE'VE AND JERRY, MAYBE YOU WANT TO HAVE SOME INPUT ON THIS, BUT I REMEMBER BECAUSE WHAT HAPPENS AT JOHNSON IS WE HAVE OUR STUDENT PARKING IS ON. WELL, IF YOU WANT TO SHOW THE DI, IT'S ON THE FAR LEFT SIDE OF THE SCHOOL AND THEN THE FRONT OF THE SCHOOL. SO WHAT WOULD HAPPEN IS WE HAVE A LOT OF STUDENTS THAT HAVE OFF PERIODS THAT DO NOT COME THE FULL DAY. SO ALL OF OUR DOORS ARE LOCKED. SO WHAT OUR STUDENTS ARE HAVING TO DO IS HAVING TO WALK FROM THE PARKING LOT TO THE FRONT OF THE SCHOOL TO GET IN AND BE CHECKED IN. AND THERE'S NO WALKWAY FOR THAT TO HAPPEN. AND UNLESS THAT'S BEEN UPDATED. THAT'S AMAZING. OKAY. ALL RIGHT. I'M GOING TO ADD IT TO MY QUESTIONS THEN, MAX, TO CHECK ON THAT. OKAY. THAT'S ALL I HAD. THANK YOU VERY MUCH. I'M GOING TO RESERVE ALL MY QUESTIONS UNTIL AFTER YOU GUYS MEET WITH FOLK. THANK YOU. OKAY. ANYBODY ELSE ON JOHNSON? OKAY. NEXT UP IS L SIX LEHMAN HIGH SCHOOL. [L.6. Consideration and possible approval of the 2023 Bond Schematic Design Package for Improvements at Lehman High School] OKAY. LEHMAN AGAIN, SAME THING. MET WITH A LOT OF DIFFERENT PEOPLE. FEEDBACK HAS BEEN ON THE MINOR SIDE, WHICH IS GREAT ON THE SITE PLAN. THIS IS REALLY MORE NOT NECESSARILY ANYTHING THAT CHANGED. THIS IS REALLY SORT OF DIGGING INTO THE DETAILS OF WE HAVE A LIMITED AMOUNT OF SPACE BACK BEHIND THE EXISTING STADIUM. WE'RE TRYING TO CRAM A BUNCH OF STUFF BACK THERE. SO WE'VE REALLY SAT DOWN WITH THE FINE ARTS FOLKS, THE ATHLETIC FOLKS, AND SAID, OKAY, WHAT DO YOU NEED? WHAT DO YOU WANT? LET'S DRAW IT UP. NOT EVERYTHING. WE CAN'T HAVE EVERYTHING THAT TOTALLY FITS. SO JUST KIND OF FINDING OUT WHAT PEOPLE'S TRUE NEEDS ARE. WHAT WE DETERMINED IS THAT WE CAN ACTUALLY GET A FULL GOAL LINE TO GOAL LINE BAND PRACTICE AREA WITH SIDELINE SPACE, WITH A BAND TOWER AND A STORAGE BUILDING IN THE FUTURE. AND WE'RE LOOKING AT WE'RE ESTIMATING RIGHT NOW WE CAN GET SOMEWHERE AROUND ABOUT 4000 SEATS ON THE HOME SIDE RIGHT NOW. SO I'VE BEEN WORKING WITH ONE OF THE BLEACHER COMPANIES THAT ARE HELPING ME DO LIKE A REALLY ROUGH LAYOUT BECAUSE WE'RE NOT REALLY DESIGNING IT RIGHT NOW, BUT WE'RE DOING ENOUGH TO BE ABLE TO, YOU KNOW, INTELLIGENTLY SPEAK TO WHAT WE THINK A ROUGH NUMBER OF SEATS WOULD BE. SO, YOU KNOW, LANCE HAS TOLD ME THAT HE'S LOOKING FOR 6500 SEATS IN THE STADIUM. SO 4000 ON THE HOME SIDE, 3500 TO 4000 ON THE HOME SIDE. SHOULD BE A PRETTY GOOD NUMBER TO ALLOW THEM TO HIT THAT NUMBER WITH, YOU KNOW, SOME EXPANSION ON THE VISITOR SIDE AS WELL. THAT WILL ALSO INCLUDE A PRESS BOX AS WELL AND THE BLUE LINE AND STUFF THAT YOU SEE IN HERE, THAT'S JUST US TALKING ABOUT LINE OF SIGHT. SO IF YOU'RE STANDING IN THE BAND TOWER MAKING SURE THAT THE BAND THAT THE BLEACHERS DON'T BLOCK YOUR LINE OF SIGHT TO A PORTION OF THE BAND PRACTICE AREA. SO WE'VE DETERMINED THAT THAT'S NOT GOING TO BE AN ISSUE. SO THEY'VE ASKED FOR A FEW LITTLE THINGS, LIKE THEY WANT TO COVER AT THE TOP OF THE BAND. THEY WANT POWER, WATER AND DATA THERE AND THEY WANT TO BUFFER SPACE HERE BETWEEN THE BAND PRACTICE AREA AND WHERE FOLKS ARE ALLOWED TO PARK SO THAT THERE'S A SORT OF A SAFETY SPACE THERE FOR THEM TO BE ABLE TO MANEUVER THEIR KIDS AROUND AND GET PEOPLE OFF THE FIELD WITH A PLACE TO STAND INSIDE THE BUILDING. SO AT THIS OFFICE UP HERE IN THE LOBBY SPACE, WE SHRUNK THE IDF DOWN TO YOUR DISTRICT. STANDARD MINIMUM GAVE THAT EXTRA SPACE BACK TO THE OFFICE AND THE ADJACENT STORAGE ROOM. AND THEN PATTY WANTS TO MAKE THAT STORAGE ROOM PULL DOUBLE DUTY. SO IT'S ACTUALLY GOING TO BE A STORAGE SLASH OFFICE SPACE. AND SO THAT'S GOING TO IT GOT A LITTLE BIT BIGGER, WHICH IS GOING TO ALLOW A COUPLE OF FOLKS TO BE ABLE TO WORK IN THERE IN THE CONCESSIONS. THE WALL THAT WE USED TO HAVE BETWEEN THE CONCESSIONS AND THE STORAGE IS NOW GONE. STORAGE IS STILL GOING TO BE THERE, BUT IT'S ALL GOING TO BE ONE BIG SPACE. AND THEN THEY ACTUALLY WANT IT LAID OUT WITH LIKE A LITTLE SMALL KITCHENETTE KIND OF SPACE. [01:45:03] AND THEY'RE GOING TO USE IT FOR JUDGES AND FOLKS TO BE ABLE TO HANG OUT WHEN THEY NEED TO BE ABLE TO GET AWAY FROM ALL THE PEOPLE THAT ARE YELLING AT THEM FOR WHAT THEY SAID IN THEIR JUDGING. SO SO A NICE LITTLE PLACE FOR THEM TO RELAX. YOU KNOW, WE TALKED ABOUT REMOVING A FEW EXTRA CHAIRS HERE FOR THE CONDUCTOR TO STAND WHEN THE BAND IS UP HERE. THIS WALL HERE BETWEEN COSTUME STORAGE AND PROP STORAGE, THEY WANT THAT TO BE A LOW WALL WITH AN OPENING NEXT TO IT SO THEY CAN MOVE BACK AND FORTH BETWEEN PROP STORAGE AND COSTUME STORAGE AND HAVE VISUAL LINE OF SIGHT BETWEEN THE TWO ADDING A JANITOR SINK AND A FAUCET INTO THE SCENE SHOP. WE DID MAKE THE OFFICE A LITTLE BIT BIGGER SO THEY CAN HAVE MORE FOLKS IN THERE. SO BOTH OFFICES GOT BIGGER IN RESPONSE TO THE CONCERN ABOUT HAVING ENOUGH OFFICE SPACE, STARTED POINTING OUT WHERE THEY WANT THE TEACHER WALL. THIS WHOLE MAKEUP SECTION DOWN HERE HAS BEEN REVISED BASED ON FEEDBACK FROM THE FINE ARTS FOLKS. AND WE'VE HAD SEVERAL PEOPLE SAY THAT THEY LOVE WHERE THIS IS HEADED. SO MAINLY THEY WANTED TO HAVE MORE SPACE HERE AT THE FRONT FOR RACKS OF CLOTHING AND OTHER THINGS THAT THEY NEED TO BRING IN FOR SETUP. SO THIS WORKS REALLY NICELY. OKAY. UPSTAIRS, NOTHING CHANGED AT CTE. THE ONLY CHANGES THAT HAPPENED HERE ARE ENCLOSED. THE STORAGE ROOM AND COOLER SIMILAR TO JOHNSON, SNUCK IN AN OFFICE SPACE HERE. SO CURRENTLY THERE'S AN OFFICE IN THE MAIN BUILDING THAT'S VERY FAR AWAY THAT'S BEING USED AS SORT OF A HOTELING TYPE SPACE. NOW THEY'VE GOT ONE HERE IN THE CTE THAT'S DEDICATED FOR THAT. IT'S STILL GOING TO BE A FLEXIBLE HOTELING SPACE, BUT NOW IT'S A LOT CLOSER, MORE CONVENIENT, AND THEN IT'S NOT SHOWN ON THIS PLAN RIGHT HERE. BUT WE DID GO AHEAD AND ACTUALLY CHANGE THIS WINDOW TO A GARAGE DOOR. SO THE SPACE IS ACTUALLY GOING TO BE MUCH EASIER IF YOU EVER DECIDE YOU WANT TO MAKE THAT INTO A SHOP BAY. AND THEN THE TEACHERS ACTUALLY LIKED IT BECAUSE THEY COULD ACTUALLY BRING STUFF IN AND OUT WITHOUT HAVING TO GO THROUGH THE SHOP AND AROUND. SO SOME REALLY GOOD BENEFITS TO THAT CHANGE. AND THEN AN ORCHESTRA AND MARIACHI, REALLY THE LAYOUT HASN'T CHANGED AT ALL. WE DID CHANGE ALL THE DOORS TO FOUR FEET WIDE. THERE'S AN ELECTRICAL ROOM HERE THAT WE'RE GOING TO HAVE TO PROBABLY KEEP. THAT'S REALLY NOT GOING TO IMPACT THE FUNCTION OF THE SPACE VERY MUCH AT ALL. AND WE'RE CURRENTLY WORKING WITH AN INSTRUMENT STORAGE COMPANY TO TELL US WHAT WE NEED TO DO IN THE STORAGE ROOM SO WE CAN LAY ALL THAT STUFF OUT. OKAY. MR. VELA. ALL RIGHT, JASON, THANK YOU. CAN WE GO BACK TO THE FACILITY, TO THE MULTI-PURPOSE BAND AND STADIUM, I GUESS. I DON'T RECALL ASKING THIS BEFORE, BUT JUST THAT LOWER FIELD RIGHT THERE WHERE WE'RE TALKING ABOUT PUTTING THE BAND AND THE BAND TOWER. WHAT'S THAT FLOOD ZONE LIKE THERE? I KNOW THAT THE FIELD RIGHT NEXT TO IT, YOU KNOW, NOT THAT WE'VE HAD RAIN IN SUCH A LONG TIME, BUT WHEN IT DOES RAIN AND THAT WHOLE AREA CAN GET PRETTY SWAMPY. YEP. THAT'S ALL GOING TO BE ADDRESSED. SO OUR CIVIL ENGINEER IS CURRENTLY WORKING ON HOW WE'RE GOING TO CHANGE THE SLOPES. SO WE'RE GOING TO HAVE TO BUILD SOME OF IT UP. WE'RE GOING TO HAVE TO SLOPE THINGS SO THE WATER GOES WHERE WE WANT IT TO GO AND THEN OBVIOUSLY WE'RE GOING TO BE PAVING ALL OF THAT. THAT'S GOING TO BE A PAVED PARKING LOT, PAVED BAND PRACTICE AREA, SIMILAR TO WHAT YOU HAVE RIGHT NOW. OKAY, GREAT. THANK YOU. YEAH. MISS OROSCO. YES. QUICK QUESTION. I KNOW AT OUR TAXPAYER THURSDAY THIS PREVIOUS WEEK THAT WE HAD AT LEHMAN, ONE OF THE QUESTIONS THAT CAME UP WAS IF WE WERE GOING TO HAVE ANY TYPE OF BUFFER BETWEEN THE BAND PRACTICE AND TENNIS. RIGHT. AND TENNIS IS USUALLY QUIET AND WE HAVE BAND THAT'S GOING TO BE RIGHT THERE PRACTICING. AND I KNOW THE LIMITATIONS THAT WE HAVE WITH BECAUSE OF THE LAND SIZE THAT WE HAVE AND WE'RE LANDLOCKED AND ALL OF THAT. BUT WHAT CAN WE DO TO MITIGATE SOME OF THAT NOISE? THAT'S GOING TO BE A TOUGH ONE BECAUSE BAND SOUND, I MEAN, EVEN IF WE PUT UP A WALL, IF WE PUT UP A SOUND WALL, IT'S STILL GOING TO GO UP AND OVER THE WALL. SO THAT ONE'S GOING TO BE A CHALLENGE. WE ACTUALLY HAVE LOOKED AT DIFFERENT OPTIONS FOR THE BAND PRACTICE AREA. WE EVEN LOOKED AT MAYBE MOVING IT DOWN TO THIS END. THAT WAS ACTUALLY NOT AN IMPROVEMENT. IT ACTUALLY MADE THINGS A LITTLE BIT WORSE, PARTICULARLY BECAUSE FOLKS ARE HAVING TO GO AROUND THE BAND PRACTICE AREA TO GET TO THE PARKING. SO THAT MAKES THE PARKING A WHOLE LOT LESS FUNCTIONAL. WE'VE TALKED ABOUT TRYING TO MOVE THE BAND PRACTICE AREA FURTHER DOWN. THERE WAS ACTUALLY A HOPE THAT WE COULD MAYBE PUT THE BAND TOWER INTEGRATED INTO THE BLEACHERS, WHICH I THINK IS A REALLY COOL IDEA. BUT THE FURTHER THAT WE MOVE THIS DIRECTION, THE MORE THAT THE SO THE PRESS BOX IS AN ELEMENT THAT GOES ALL THE WAY DOWN TO THE GROUND BECAUSE IT HAS AN ELEVATOR IN IT AND STAIRS. AND SO THAT BECOMES A LINE OF SIGHT PROBLEM FROM THE BAND TOWER. SO WE HAD LIMITATIONS ON HOW FAR WE COULD MOVE IT THIS WAY. SO REALLY THE WAY WE HAVE IT SHOWN RIGHT NOW IS THE OPTIMUM FOR WHAT EVERYBODY WANTS EXCEPT I GUESS FOR TENNIS BECAUSE IT IS GOING TO PUT THEM CLOSEST TO THE BAND. I MEAN, I KNOW MOVING IS NOT AN OPTION. I JUST WANTED TO KNOW IF THERE'S ANY WAY TO MITIGATE SOME OF THAT SOUND. [01:50:03] I DON'T KNOW, BY DOING SHRUBS OR I DON'T KNOW, I'M NOT THE EXPERT, BUT I JUST WANTED TO BRING THAT TO YOUR ATTENTION AND DO WITH IT WHAT YOU WILL AND DISCUSS IT OR WHAT HAVE YOU. BUT I KNOW THAT WAS A CONCERN THAT WAS BROUGHT UP DURING OUR TAXPAYER THURSDAY. THE OTHER QUESTION THAT I HAVE ON THESE NEW AUTOTECH BAYS THAT WE'RE PUTTING ON HERE, I JUST WANTED TO MAKE SURE THAT THEY WILL HAVE CEILING FANS FOR CIRCULATION. WE'RE ACTUALLY DOING AUTOTECH CLASSROOMS AND THEY'RE GOING TO BE AIR CONDITIONED. OKAY. SO THEY'RE ALL GOING TO BE AIR CONDITIONED, EVEN THE ONES. BUT THEIR CLASSROOMS, THEY'RE NOT BAYS. OKAY. SO EVEN THE ONE THAT HAS A ROLL UP GARAGE DOOR. YEAH, WE'LL DO AN INSULATED GARAGE DOOR. OKAY. YEAH. THAT IS A THING. I JUST WANT TO MAKE SURE BECAUSE I KNOW THAT IS SOMETHING THAT IS AN ISSUE CURRENTLY AND I JUST WANT TO MAKE SURE WE'RE GOING TO DO IT AGAIN. THAT WE GET IT FIXED. YES. THANK YOU. SO YOU'LL CHECK ON THAT TENNIS THING? YES. YEAH, IT'S THAT ONE'S GOING TO KNOW. YOU HAVE GREAT IDEAS, JUSTIN. SO MAYBE I WILL PULL IN PEOPLE THAT ARE SMARTER THAN ME TO SEE IF THEY CAN COME UP WITH A BETTER IDEA. OKAY, GREAT. THANK YOU. MR. FLORES ALSO DIRECTING ATTENTION TO THE SOUTH END OR THE BAND PRACTICE AREA AND THE PARKING IMPROVEMENTS. I LOVE THAT YOU ADDED THE PARKING IMPROVEMENTS TO OVERFLOW PARKING NEAR THE BASEBALL FIELD SO THAT COACHES AND PLAYERS HAVE DIRECT ACCESS TO THE FIELD. I LOVE THAT YOU ADDED THAT, BUT THE STORAGE BUILDING, I BELIEVE, WAS ON THE 2023 BOND, IF I'M NOT MISTAKEN. WHAT'S THE DATE OF CONSTRUCTION ON THAT? I MEAN, THAT WILL BE AVAILABLE FOR INSTRUMENTS AND, YOU KNOW, BAND GEAR AT THE TIME OF THIS CONSTRUCTION OF THE BAND PRACTICE AREA. CORRECT. UNFORTUNATELY, THAT ONE DID NOT MAKE IT INTO THE 2023 BOND. THAT WAS ONE OF THE THINGS THAT WAS TAKEN OUT WHEN WE WERE TRYING TO PAR BACK THE OVERALL COST OF THE BOND AND THE ROADWAY THAT LEADS BEHIND THE BASEBALL FIELD. I MEAN, TO THE BAND PRACTICE AREA IS GOING TO BE ACCESSIBLE FOR 18 WHEELERS, CORRECT, TO JUST FOR EQUIPMENT AND ALL THAT. IT'S GOING TO BE WIDE ENOUGH, CORRECT? YES, WE WILL. WE WILL. I'M A LITTLE CONCERNED ABOUT THAT CORNER RIGHT THERE, BUT WE CAN FLATTEN THAT OUT. THIS ONE, I FEEL GOOD ABOUT THIS ONE. I THINK WE MAY HAVE TO WORK ON. BUT YES, WE'LL MAKE SURE THAT THOSE ARE ALL TAKEN INTO CONSIDERATION. OKAY. AND THANK YOU FOR CLARIFYING THE ISSUE WITH THE STORAGE BUILDING. I APPRECIATE THAT. BUT THOSE ARE MY ONLY OH, ACTUALLY, I FORGOT THE WALKWAY FROM BETWEEN THE TENNIS AND THE I GUESS IT WOULD BE THE END ZONE OF THE FOOTBALL FIELD OR SOCCER FIELD. THERE WILL BE A WALKWAY FOR THE KIDS TO GET FROM THE MAIN CAMPUS TO THE BAND PRACTICE AREA, CORRECT, SIR? ABSOLUTELY. AND IT'LL BE ALL HANDICAPPED ACCESSIBLE. YES, SIR. THANK YOU. I DO WANT TO POINT OUT THAT THE AMOUNT OF PARKING THAT WE'RE SHOWING HERE IS PROBABLY GOING TO HAVE TO GET REDUCED FOR THOSE THAT DON'T KNOW, THIS RIGHT HERE IS ACTUALLY A FLUME WITH A LOT OF WATER THAT COMES OUT OF IT. SO THE ONE CHALLENGE THAT WE ARE HAVING IN THIS AREA IS TRYING TO MITIGATE THAT WATER BECAUSE RIGHT NOW IT FLOWS RIGHT DOWN HERE AND THEN COMES DOWN AND GOES OFF YOUR PROPERTY AT THAT LITTLE CORNER RIGHT THERE. SO WE'RE HAVING TO WORK THROUGH THOSE CHALLENGES. SO DON'T COUNT THE NUMBER OF PARKING SPACES JUST YET. THERE WILL BE SOME PARKING. OKAY. ANYTHING ELSE ON THIS ONE? ALL RIGHT, LET'S JUMP DOWN TO SIX. [L.7. Consideration and possible approval of the 2023 Bond Installation of Artificial Turf at Softball and Baseball fields at Lehman High School] NO, WE ARE ON SIX SEVEN ARTIFICIAL TURF FOR SOFTBALL AND BASEBALL AT LEHMAN HIGH SCHOOL. GOOD EVENING AGAIN. SO Y'ALL SHOULD HAVE A FEW ITEMS IN YOUR DICE FOLDER THAT WOULD BE REPLACING THE ITEMS ON PAGE 67 AND 68. UM, WE JUST GOT SOME ADDITIONAL BUDGET NUMBERS AND I HAD TO CORRECT. WE PUT SOME THINGS IN THERE AND THEN WE CAUGHT THE MISTAKE. BUT THE BOARD HAD ALREADY THE BOARD BOOK HAD ALREADY GONE. AND I ALSO, I MIGHT HAVE GOT MY WIRES CROSSED WITH BARBARA. Y'ALL MIGHT NOT HAVE A DIAGRAM, A SITE PLAN. IF YOU DON'T, I APOLOGIZE NOT. AND WE WILL GET IT TO YOU IMMEDIATELY. UM, SO I WILL GO THROUGH THIS AS BEST I CAN WITHOUT HAVING ANYTHING FOR Y'ALL TO LOOK AT. BUT Y'ALL DO HAVE THE BUDGET. UM, BASICALLY, IT IS THE ARTIFICIAL TURF FOR BOTH BASEBALL SOFTBALL. IT IS THE BRINGING IN THE FENCE AT SOFTBALL. IT'S IN RAISING THE FENCE AT BASEBALL. THERE'S A CONCRETE PLAZA AREA. IT'S THE BLEACHERS AND THE PRESS BOXES AND EVERYTHING, JUST LIKE IT. HAYS HIGH SCHOOL. HAYS HIGH SCHOOL IS THE ONE WE ACTUALLY USED AS THE DRAWING. SO I WILL GET THAT TO YOU FIRST THING IN THE MORNING. A MATTER OF FACT, WE MIGHT EVEN GET IT TO YOU IN YOUR MAILBOXES TONIGHT. UM, THE BUDGET FOR THAT. YOU LIKE I SAID, YOU HAVE THE NEW DOCUMENTS FOR PAGE 67. [01:55:01] THE COST DID NOT CHANGE. THE COST FOR THIS PROJECT IS 7,366,972. THAT INCLUDES BOTH KNOWN AND AND EXCUSE ME EXACT NUMBER ITEMS AND THEN ALLOWANCES FOR THE ITEMS, THE PRESSBOX, THE BLEACHERS AND THE PLAZA. AND THOSE NUMBERS. THE ONLY THE FIRM NUMBERS ARE THE ACTUAL TURF NUMBERS. UM, SO THE BUDGET, AS YOU CAN SEE ON THE REPLACEMENT DOCUMENT, WE'RE GOING TO BE OVER BUDGET. UH, IF WE WERE TO ACCEPT THIS OFFER BY PARAGON SPORTS FOR THE 7.3 MILLION AND IF THE SPORTS LIGHTING COMES IN WHERE IT NEEDS TO, WE WILL THIS PACKAGE WILL COME IN ABOUT 3 MILLION OVER BUDGET OVERALL. AND SO I TOTALLY APOLOGIZE FOR NOT HAVING THE SITE PLAN FOR YOU. WE WILL WE'LL GET THAT TO YOU FIRST THING IN THE MORNING. OKAY. ANYBODY HAVE ANY QUESTIONS? WE HAVE TALKED ABOUT THIS. YES, SIR. Y'ALL, THE PLAN. YOU'VE SEEN THE PLANS, RIGHT? WE JUST APOLOGIZE. THEY'RE NOT IN THE BOOK. THAT'S OKAY. I HAVE A FEELING WITHOUT SEEING THOSE, WE'RE GOING TO PROBABLY WAIT ON QUESTIONS FOR THIS ONE, SO. OKAY, SO THAT TAKES US TO L EIGHT, WHICH IS BEING PULLED FOR DISCUSSION AT A LATER TIME. [L.8. Consideration and possible approval of the 2023 Bond Bid Package 5 Schematic Design for Long-Lead Items for Improvements at Dahlstrom Middle School and Wallace Middle School] [L.9. Consideration and possible approval of the Release of a Surface Easement on property located between Hays High School and Barton Middle School] THAT TAKES US TO L NINE ON PAGE 74. YES, SIR. SO BASICALLY THIS IS THIS AGENDA ITEM IS ABOUT THE RELEASE OF A SURFACE EASEMENT BETWEEN HAYS HIGH SCHOOL AND BARTON MIDDLE SCHOOL. THE BEST PLACE TO LOOK IS ON PAGE 76. THERE'S A LITTLE YELLOW HIGHLIGHTED BLURB THERE. IF YOU TURN YOUR BOOK SIDEWAYS, IT'S A LANDSCAPE DOCUMENT. YOU CAN SEE FM 2770 RIGHT BELOW THAT YELLOW DOT AND YOU OR THAT BLURB AND YOU CAN SEE THERE'S ACTUALLY TWO SEPARATE EASEMENTS THERE. THE EASEMENT CLOSEST TO THE ROAD, THAT'S THE EASEMENT FOR UTILITIES. AND THAT WILL REMAIN IN PLACE. THE EASEMENT THAT'S CALLED THAT'S DESCRIBED AS 0.148 ACRES. NON-EXCLUSIVE ACCESS EASEMENT TO HAYS C-I-S-D V 1311 PAGE. GOSH, I CAN'T EVEN READ THAT TO 82. THAT IS THE EASEMENT THAT WE'RE TALKING ABOUT TONIGHT. PREVIOUS ADMINISTRATION GOT THAT EASEMENT PRIOR TO PLUM CREEK. HAVING THE SIDEWALKS INSTALLED BETWEEN THE TWO SCHOOLS AND THE HOMEOWNER HAD TALKED WITH THE PREVIOUS ADMINISTRATION. THEY HAD THE CONVERSATION THAT WHEN THE PLUM CREEK SIDE DEVELOPMENT INSTALLED THE SIDEWALKS BETWEEN HAYS AND BARTON, THE SURFACE EASEMENT WOULD NO LONGER BE NEEDED. AND THOSE SIDEWALKS, OF COURSE, HAVE BEEN INSTALLED. SO THIS IS TO JUST ABANDON THE SURFACE EASEMENT, BUT NOT THE UNDERGROUND UTILITY EASEMENT. HEY, DISCUSSION. ANY QUESTIONS ON THIS ONE? OKAY, WE ARE ON L TEN, WHICH IS OUR ONE PAGE 102. [L.10. Consideration and possible adoption of a Resolution Nominating Directors for the Hays County Appraisal Board] YOU GOT TO FLIP QUITE A FEW PAGES BECAUSE THE EASEMENT AGREEMENT IS LENGTHY. SO RIGHT NOW WE HAVE A COUPLE OF PEOPLE SERVING IN THESE SPOTS. I BELIEVE THAT ONE IS OPTING TO NOT BE CONSIDERED. SO NEXT WEEK WHEN WE VOTE ON THIS, WE'LL ACTUALLY SAY THAT WE NEED TO CONFIRM, BUT WE'LL SAY THEIR NAMES AND THEN WE'LL VOTE AND WE'LL HAVE TWO PEOPLE ON THERE. THE DIFFERENCE IS WHAT'S HAPPENED WITH THIS IS WITH THE APPRAISAL BOARD IS NORMALLY THOSE HAVE BEEN TWO YEAR COMMITMENTS. IT'S NOW A ONE YEAR AND THEN WE'LL RE-UP AGAIN AND SOME OF THE SEATS WILL BE ONE YEAR, SOME WILL BE TWO YEARS SO THAT THEY CAN GO TO STAGGERED TERMS. AND IT'S JUST FOLLOWING SOME NEW STATE LAW REGARDING APPRAISAL BOARDS. SO AGAIN, WHEN WE APPROVE THESE NEXT WEEK, IT'LL BE FOR ONE ONE YEAR AND WE'LL DO THIS AGAIN NEXT YEAR. OKAY. SO THAT WILL BE ANY QUESTIONS ON THAT? I'M SORRY, MISS RUNKLE. NOT A QUESTION. I JUST WANTED TO JUST SHARE THAT I SPOKE WITH JANE A LOVE. WHO? SHE'S THE ONE THAT'S NOT WANTING TO RETURN THIS YEAR BASED OFF OF OBLIGATIONS WITH HER CHILDREN. BUT SHE WANTED ME TO SHARE WITH THE BOARD JUST HOW APPRECIATIVE SHE WAS TO BE NOMINATED TO SERVE ON THAT COMMITTEE OR THAT BOARD, AND THAT SHE REALLY WANTED TO THANK ALL OF YOU FOR GIVING HER THAT OPPORTUNITY. WELL, WE APPRECIATE HER SERVICE. ANYBODY ELSE? OKAY. THAT IS ALL OF OUR ACTION ITEMS FOR NEXT WEEK. [02:00:04] GREAT JOB, EVERYBODY. WE'RE NOW ON AGENDA ITEM M INFORMATION ITEMS. [M.1. Update on Bond, Construction, and Renovation Projects in the district] AND FIRST UP IS SOME MORE TIME WITH MR. CLEAVER. AND WE'RE GOING TO TALK ABOUT BID BOND BID PACKAGE THREE SCHEMATIC DESIGN FOR IMPROVEMENTS AT HAYS HIGH SCHOOL, BARTON MIDDLE SCHOOL AND HAYS C-I-S-D PERFORMING ARTS CENTER. MR. CLEAVER YES, SIR. THIS IS REALLY GOING TO FOCUS ON THE HAYS HIGH SCHOOL PART. THE BARTON MIDDLE SCHOOL IS JUST SPORTS LIGHTING. THAT'S WILL BE A ONE FOR ONE REPLACEMENT. AND THEN THE PERFORMING ARTS CENTER IS ROOFING. SO THOSE ARE INCLUDED IN HERE. BUT WE'LL MAINLY BE FOCUSING ON HAYS HIGH SCHOOL TONIGHT. AND THIS IS AN ATTEMPT TO SORT OF GET IN THE RIGHT CYCLE, IF YOU WILL. SO NOTICE WE'RE JUST TALKING ABOUT THIS TONIGHT, TEAM. THERE IS A PACKET IN IN HERE FOR THIS ONE. SO. YES, SIR. AND SO WE'RE JUST TALKING ABOUT THIS TONIGHT AND WE'LL BE IN THE RIGHT CYCLE TO THEN TAKE THIS AGAIN TO THE BOC AND THEN BEFORE WE KNOW, AND THEN WE'LL HAVE A WHOLE NOTHER MONTH WITH THE STAFF AND WITH CAMPUS STAFF TO TALK THROUGH THIS BEFORE WE COME TO YOU ALL FOR APPROVAL. SO WE'RE TRYING TO GET IN THE IN THAT CYCLE, ESPECIALLY ON THINGS THAT HAVE SUCH A HEAVY DESIGN COMPONENT WHEN WE'RE DOING, YOU KNOW, ROOF REPLACEMENT AND HVAC, WE MIGHT NOT HAVE THAT KIND OF LEAD TIME. OKAY. SO WITH THAT SAID, JASON IS GOING TO PRESENT SOME CONCEPTS FOR THE NEW WEIGHT ROOM. AND THEN ALSO, IN CASE YOU ALL DON'T KNOW, HAYS HIGH SCHOOL HAS ABOUT 17 DIFFERENT BUILDINGS AND ABOUT 17 DIFFERENT ARCHITECTURAL STYLES. AND WE'RE GOING TO TRY TO PULL THAT TOGETHER FOR THIS WEIGHT ROOM, AND THEN USE THAT TO INFORM OUR PLAN GOING FORWARD FOR THAT MASTER PLAN. SO, JASON, TAKE IT AWAY. ALL RIGHT. SO WE'RE GOING TO SKIP THROUGH ALL THE NARRATIVE STUFF AND GET TO THE FUN STUFF. ALL RIGHT. SO THIS IS A WORK IN PROGRESS. SO THE IMAGES AREN'T QUITE AS PRETTY AS SOME OF THE OTHER ONES THAT WE'RE WORKING WITH. BUT GENERAL SCOPE THAT WE'RE DOING ON THE SITE BACK HERE IN THE BACK, WE'RE ADDING PARKING FOR BASEBALL AND SOFTBALL EVENT PARKING. UM, WE ARE CURRENTLY LOOKING AT DOING A DRIVE TO COMPLETE THE LOOP HERE AT THE BACK AT THIS POINT RIGHT NOW, THAT PROBABLY IS GOING TO BE AN ALTERNATE IN THE PROJECT BECAUSE IT WASN'T ORIGINALLY A PART OF THE SCOPE, BUT WE'RE HOPEFUL WE CAN MAKE IT HAPPEN WITH THE MULTI-PURPOSE PAVILION NOT MAKING IT THROUGH THE THROUGH THE ELECTION CYCLE. WE SAT DOWN WITH STAFF AND TALKED TO THEM ABOUT, OKAY, WE DON'T WANT TO HAVE A WEIGHT ROOM JUST KIND OF FLOATING OUT IN THE MIDDLE OF YOUR PRACTICE FIELD. THAT WOULD BE WEIRD. SO WE ACTUALLY FOUND AN ALTERNATE LOCATION FOR IT THAT'S REALLY GOING TO WORK IN MANY WAYS BETTER THAN WHAT THE OTHER ONE WOULD HAVE DONE. SO IT'S ACTUALLY GOING TO BE LOCATED HERE. SO RIGHT NOW, THIS IS YOUR BALES GYM AND THIS IS, I THINK MOST PEOPLE CALL IT THE FIELDHOUSE, BUT IT'S YOUR GYM AND AUDITORIUM BUILDING. AND THIS IS THE BASEBALL PRACTICE FIELD RIGHT NOW. THERE'S JUST KIND OF LIKE A DRIVE AND SOME TREES AND A LOADING DOCK HERE. SO WE'RE NOT REALLY TAKING OVER TOO MUCH FUNCTIONAL SPACE AND IT'S GOING TO REST RIGHT NEXT TO THE EXISTING WEIGHT ROOM. WE'RE ACTUALLY GOING TO PUT SOME GARAGE DOORS IN HERE THAT YOU'LL SEE SO THAT COACHES CAN STAND THERE AND ACTUALLY KEEP AN EYE ON BOTH WEIGHT ROOMS AT THE SAME TIME. WE'RE GOING TO DO A CANOPY THAT CONNECTS THE BALES GYM TO THE WEIGHT ROOM AS WELL AS TO THE FIELDHOUSE BUILDING. SO WE'RE NOT ACTUALLY DOING AN ENCLOSED CONNECTION, BUT IT IS A NICE PROTECTED CONNECTION. SO WE'RE STARTING TO MAKE THOSE STEPS TO TRYING TO CONNECT THE BUILDINGS TOGETHER AND WE ARE HAVING TO ADJUST THE OUTDOOR THE OUTFIELD FENCE FOR THE PRACTICE. BASEBALL FIELD COACHES HAD NO ISSUE WITH THAT. WE HAVEN'T TALKED ABOUT MAYBE JUST TAKING IT DOWN TO AN INFIELD ONLY AT ONE POINT, BUT THEN WHEN THEY SAID YOU DON'T HAVE TO GO THAT FAR, SO WE'LL JUST MOVE THE INFIELD FENCE IN OR THE OUTFIELD FENCE IN. WE'RE DOING A LOT OF PARKING IMPROVEMENTS, IMPROVING SOME OF THE EXISTING PARKING LOTS. WE'RE DOING SOME MECHANICAL WORK HERE AND SOME ROOFING WORK AS WELL. AS FAR AS THE WEIGHT ROOM ITSELF. SO WE'RE LOOKING AT A LITTLE UNDER OR A LITTLE UNDER 14,000 SQUARE FOOT STRUCTURE. OBVIOUSLY, THE MAJORITY OF THAT IS GOING TO BE A WEIGHT ROOM. WE'VE STARTED LAYING OUT SOME DOUBLE SIDED RACKS AND FREE WEIGHTS AND THAT KIND OF STUFF TO SHOW HOW MUCH WE CAN GET IN HERE. WE'VE ACTUALLY ENGAGED PRO MAXIMA, WHO IS A VENDOR FOR WEIGHT EQUIPMENT, AND THEY'VE STARTED DOING LAYOUTS FOR US AS WELL. SO I CAN TELL YOU THAT THEY HAVE GOTTEN MORE RACKS IN THAN WE'RE SHOWING, BUT THEY HAVE YET THEY HAVE NOT SAT DOWN WITH THE COACHES YET. SO THE PRELIMINARY STUFF IS STILL VERY MUCH IN FLUX. WE HAVE A VERY GENEROUS STORAGE ROOM. THIS IS ACTUALLY GOING TO HAVE GARAGE DOORS ON IT. SO GARAGE DOORS TO THE WEIGHT ROOM SO THEY CAN MOVE EQUIPMENT IN AND OUT, GARAGE DOOR ON THE OUTSIDE SO THEIR GATOR CAN GO IN AND OUT SO THEY'LL HAVE A SECURE PLACE TO PARK THEIR GATOR. RIGHT NOW, THIS PATH RIGHT HERE, THERE'S ABOUT A SIX FOOT SIDEWALK THAT RUNS BETWEEN THE PRACTICE FIELDS ON THIS SIDE AND THE STADIUM ON THIS SIDE. WE'RE GOING TO MAINTAIN THAT, BUT WE ARE GOING TO BE PUTTING IN SOME FENCES AND GATES SO THAT STUDENTS CAN MOVE BACK AND FORTH BETWEEN THESE BUILDINGS WITHIN A SECURE AREA. [02:05:07] AS YOU ALL KNOW, JERRY IS BIG ABOUT THAT. THIS LITTLE BOX RIGHT HERE IS AN EXISTING ELECTRICAL TRANSFORMER THAT WE DON'T WANT TO HAVE TO MOVE BECAUSE THAT COSTS A LOT OF MONEY. AND THERE'S ALSO SOME MECHANICAL EQUIPMENT OVER HERE. WE DON'T WANT TO HAVE TO MOVE BECAUSE THAT COSTS A LOT OF MONEY. SO THAT'S KIND OF WHAT'S DEFINING THE PATH OF THE CANOPY THAT YOU SEE IN THE DASH LINES. AND THEN WE TALKED ABOUT THE GARAGE DOORS. SO IF THEY WANT TO OPEN UP THE THE WEIGHT ROOM ON A ON A NICE DAY, THEN THEY CAN WE'RE GOING TO ADD A GARAGE DOOR OVER HERE ON THE OPPOSITE SIDE SO THE COACHES CAN STAND HERE AND KEEP AN EYE ON BOTH SIDES. WE ARE LOOKING AT GARAGE DOORS THAT WOULD HAVE SOME GLASS IN THEM SO THEY'LL BE SEE THROUGH RATHER THAN SOLID. OOPS. WE ARE DOING A COUPLE OF RESTROOMS HERE SO STUDENTS DON'T HAVE TO GO ALL THE WAY BACK INTO THE OTHER BUILDINGS IN ORDER TO GO TO THE RESTROOM. AND THEN WE'LL HAVE SOME ICE MACHINES AND REFRIGERATORS AND SOME COUNTERTOP SPACE. AND THEN. SO THIS IS ONE OF I THINK THE ONE I SAW TODAY ACTUALLY HAD LIKE 12 DIFFERENT OPTIONS FOR THE EXTERIORS ON THIS. WE HAD A MEETING WITH DIFFERENT STAKEHOLDERS WHERE WE TOOK PICTURES OF ALL THE DIFFERENT BUILDINGS AND WE THUMBED THROUGH THEM AND SAID, OKAY, HERE'S ALL THE STYLES THAT ARE ON YOUR CAMPUS RIGHT NOW. WHICH OF THESE DO YOU LIKE BEST THAT YOU THINK WOULD BE THE MAKE THE MOST SENSE? OBVIOUSLY, THIS IS NOT A SIGNIFICANT BUILDING. IT'S NOT IN A SIGNIFICANT LOCATION, BUT IT IS A BEGINNING OF TRYING TO MAKE THE WHOLE CAMPUS MORE COHESIVE. THIS PARTICULAR IMAGE, ACTUALLY, AS MOST OF YOU ALL PROBABLY KNOW, PLAYS OFF THE MUSIC BUILDING, WHICH IS THE NEWEST ONE OF THE NEWEST BUILDINGS ON CAMPUS. DEFINITELY A DIFFERENT STYLE, BUT EVERYBODY SEEMS TO THINK THAT STYLE IS THE MOST MODERN. AND SO WE'RE PLAYING OFF OF THAT. THERE WAS A REQUEST TO TRY TO WORK IN SOME BLUE, SOME HAYS BLUE. SO WE'VE GOT SOME OPTIONS FOR THAT. BUT WE'RE WORKING THROUGH THIS RIGHT NOW. WE'RE ACTUALLY GOING TO SET UP A MEETING HERE OR HAVE A MEETING THIS WEDNESDAY TO GO THROUGH SEVERAL DIFFERENT OPTIONS FOR THIS. SO JUST A COUPLE OF THIS REALLY GIVES YOU MORE OF THE BUILDING FORM SINCE WE'RE STILL WORKING ON THE MATERIALS THAT WE START TO GET AN IDEA OF WHAT THAT COURTYARD SPACE IS GOING TO LOOK LIKE BETWEEN THE BUILDINGS. AND THAT'S IT. OKAY. MR. FLORES MY ONLY QUESTION IS JUST THE CAPACITY OF THE WEIGHT ROOM. WHAT'S THE CAPACITY THERE? I KNOW, ESPECIALLY WITH THE LARGE THE FOOTBALL TEAM AND HOW MANY ATHLETES YOU CAN HAVE IN THERE AT ONE TIME. AND THAT WOULD BE MY ONLY QUESTION IS HOW MANY FOLKS CAN ACTUALLY FIT IN THERE AT ONE TIME? I'LL BE ABLE TO ANSWER THAT A LOT BETTER ONCE MAXIMO FINISHES THEIR LAYOUT AND IT'S ALL DEPENDENT ON THE NUMBER OF RACKS. AND WE NEED TO SIT DOWN WITH THE COACHES BECAUSE IT'S WE COULD PACK THE WHOLE PLACE FULL OF OF RACKS. BUT THEN THEY ALSO WANT TO DO SOME, SOME DIFFERENT PLIABILITY STUFF AND, AND CARDIOVASCULAR STUFF AND THINGS LIKE THAT. SO I'VE GOT TO FIND THAT BALANCE BETWEEN WHAT TYPES OF EQUIPMENT AND HOW MUCH, AND THEN THAT WILL DEFINE HOW MANY KIDS THEY CAN GET IN THERE AT ONE TIME. BUT IT IS A IN THE WORDS OF PRO MAXIMA IN THE EMAIL THEY JUST SENT ME TODAY, IT IS A VERY LARGE SPACE, SO I THINK THEY'RE GOING TO BE PRETTY HAPPY. YES. COACH GOAD, HE WOULD MAKE IT THE SIZE OF A GYM. HE THAT'S WHAT HE KEEPS SAYING OVER AND OVER AGAIN IS JUST MAKE IT BIGGER. MAKE IT BIGGER. BUT OBVIOUSLY, WE HAVE A LIMIT ON OUR BUDGET. SO THANK YOU. I LOOK FORWARD TO SEEING THE FINAL DESIGN. MS. RUNKLE. OKAY. SO, JASON, WITH ALL OF THAT GLASS IN THE FRONT OF THE BUILDING, ARE WE GOING TO HAVE TO PUT CURTAINS AND BLINDS ON THAT GLASS SINCE WE'RE GOING TO STUDENTS RIGHT THERE? IF WE CAN, IF YOU WANT TO. THAT'S WHAT WE END UP HAVING TO DO WITH ALL OF THE GLASS AND ALL OF THE CLASSROOMS WITH ALL OF THESE PANELS THAT KEEP GETTING ADDED AS WE KEEP HAVING TO ENCLOSE THEM WITH BLINDS AND CURTAINS. SO I JUST WANT TO MAKE SURE THAT JERRY HAS INPUT ON THIS AND WE'RE NOT GOING TO HAVE TO COVER ALL OF THIS GLASS WITH BLINDS AND CURTAINS BECAUSE IF THAT'S THE CASE, THEN WHY DO WE CONTINUE TO ADD SO MUCH GLASS TO THESE BUILDINGS? AND I KNOW THIS IS A CONVERSATION I SAY AND I TALK ABOUT ALL THE TIME, SO I JUST KIND OF WANT TO KNOW WHERE WE ARE WITH THAT. SO OBVIOUSLY WE'RE PUTTING IN GLASS WITH THE DESIRE OF HAVING NATURAL LIGHT COMING IN. WE CAN PA BACK TO AS LITTLE GLASS AS Y'ALL ARE COMFORTABLE WITH. I'M ALL ABOUT THE LIGHT AND THE NATURAL LIGHT. I WANT STUDENTS TO BE ABLE TO SEE OUT. I WANT TEACHERS TO FEEL LIKE THEY'RE NOT IN CLOSED AND COACHES, I WANT THAT. BUT I ALSO DON'T WANT TO HAVE TO PUT BLINDS AND SPEND THE MONEY FOR BLINDS AND CURTAINS WHEN WE MIGHT AS WELL JUST FIGURE OUT LESS GLASS WITH STILL LIGHT. YEAH, AND WE CAN ALSO TALK ABOUT MAYBE PUTTING THE WINDOWS UP HIGHER RATHER THAN BRING THEM DOWN TO THE FLOOR. THINGS LIKE THAT. WE'VE BEEN WE'VE STARTED CONVERSATIONS WITH JERRY ON SOME OF THE OTHER PROJECTS. WE HAVEN'T HAD A CHANCE TO SIT DOWN WITH HER AND TALK ABOUT THIS ONE YET BECAUSE IT'S STILL EARLY, BUT WE WILL CERTAINLY DO THAT. I JUST KNOW THAT I WOULD IMAGINE THAT GLASS IS EXPENSIVE. AND AS WE CONTINUE TO HAVE ALL OF THESE PROJECTS WITH SO MUCH GLASS, WE JUST NEED TO TAKE IN TO ACCOUNT THAT WE'RE HAVING TO COVER THOSE UP. [02:10:08] SO AGAIN, MY POINT IS WHY SO MUCH GLASS IF WE'RE HAVING TO COVER THEM UP? UNDERSTOOD. THANK YOU. WE WILL HAVE THAT CONVERSATION. MS. OROSCO AND NOT ONLY COVERING THEM UP, BUT ARE THEY REALLY SAFE? RIGHT. THAT'S THE CONVERSATION WE KEEP HAVING. AND I KNOW IN THE ADMIN BUILDING WE LOOKED AT DOING THAT, MAKING THE GLASS NOT FLOOR LENGTH BUT DOING HALF INSTEAD. SO THERE ARE OTHER OPTIONS AND WAYS AROUND IT THAT WE'LL LET YOU FIGURE OUT. JUST KNOWING THAT WE DO RELY ON JERRY'S INPUT FOR SAFETY AND SECURITY AND IT IS VERY MUCH A CONCERN OF OURS. YES. THANKS. YEAH, I'M GOING TO ADD ON TO THAT AND JUST SAY THAT, I MEAN. REGARDLESS OF HOW MUCH WE LIKE, THE WAY THAT THIS LOOKS, THE STUDENTS SAFETY AND SECURITY IS PARAMOUNT. AND SO BIG METAL ROLL UP DOORS WITH SOME WINDOWS AT THE TOP PROBABLY IS A BETTER, SAFER WAY TO DO THAT. THAT'S MY $0.02 AND NO ONE ELSE'S. SO I'M SURE YOU'LL COME UP WITH SOME GOOD STUFF. JASON SO OKAY, ANYBODY ELSE ON THIS ONE? ALL RIGHT. THANK YOU VERY MUCH. OKAY, THANKS. [M.2. Quarterly Investment Reports] WE ARE ON M2. ANY DISCUSSION ON QUARTERLY INVESTMENT REPORT? M3. FINANCIAL STATEMENTS. [M.3. Hays CISD Financial Statements] ALL RIGHT. WE ARE UP TO RFI. [N. REQUESTS FOR INFORMATION FROM THE BOARD OF TRUSTEES] ANYBODY WANT TO GET ANYTHING DOWN? MS. RUNKLE YES. I'M GOING TO ASK MAX IF YOU CAN PLEASE PROVIDE THE BOARD WITH AN UPDATE OF THE BOND PROJECT MANAGERS THAT WERE HIRED IN THEIR NAMES, PLEASE. THAT WOULD BE GREAT.
