AT THIS TIME I'D LIKE TO BEGIN OUR MEETING WITH A TRIBUTE TO BELOVED LONGTIME COMMUNITY MEMBER, ADVOCATE FOR PUBLIC EDUCATION AND THE NAMESAKE OF CHAPA MIDDLE SCHOOL.

WE LEARNED LAST LAST WEEK THAT ARMANDO CHAPA PASSED AWAY.

HE SPENT 30 YEARS HERE IN OUR DISTRICT.

HE SERVED AS A COUNSELOR AND A MIDDLE SCHOOL PRINCIPAL.

PLEASE JOIN ME IN A MOMENT OF SILENCE TO HONOR MR. CHAPA.

TONIGHT, I WANT TO GIVE YOU AN UPDATE FROM OUR BOARD AND STUDENT AND SUPERINTENDENT STUDENT ADVISORY PANEL.

WE GOT TO MEET LAST THURSDAY, AND IT'S USUALLY MY BEST TIME OF THE MONTH WHEN I GET TO MEET WITH ALL OUR KIDS THERE.

THEY ARE SO HONEST AND I CAN ASK THEM ANYTHING AND THEY WILL GIVE ME A REAL RESPONSE.

AND SO AS WE'RE MOVING FORWARD INTO NEXT YEAR, WE WERE TALKING ABOUT THE BLOCK SCHEDULING SYSTEM THAT WE'RE CURRENTLY USING AT THE HIGH SCHOOLS, AND WE HAVE A SEVEN PERIOD SCHEDULE AND YET WE HAVE EIGHT PERIODS WITH AN ADVISORY BUILT IN.

AND A LOT OF THE KIDS WERE TELLING ME THEY FELT LIKE THAT THAT ADVISORY 90 MINUTE PERIOD WAS A WASTE OF TIME AND THAT WE COULD USE IT BETTER.

AND SO AS WE WORKED ON POSSIBLE SOLUTIONS, WE DECIDED THAT BECAUSE WE DO HAVE SOME KIDS THAT BECAUSE OF THE COVID YEARS THAT ARE CREDIT DEFICIENT, WE PRESENTED THE POSSIBILITY OF ADDING ONE MORE CLASS, AN EIGHTH PERIOD SO THAT STUDENTS COULD GET EIGHT CREDITS OR WHEN THEY NEED TO DOUBLE BLOCK THEIR FINE ARTS OR THEIR ATHLETICS, THEY WOULD HAVE THE ABILITY TO DO SO, AND THAT WOULD ALLOW SOME STUDENTS TO CATCH UP AND OTHERS TO DOUBLE BLOCK, AND YET OTHERS THAT WANT JUST TO HAVE TIME TO STUDY FOR AN AP CLASS OR SAT PREP OR ACT PREP, THEY COULD DO THAT.

AND SO WE HAVE AGREED THAT WE'LL HAVE PRETTY MUCH A COLLEGIATE MODEL SO THAT THEY WOULD GO TO THE SAME CLASS ON MONDAY AND WEDNESDAY AND THEN ON TUESDAY AND THURSDAY.

SO THEY WOULD GO, AND I KNOW DR.

WATSON'S BEEN WORKING ON THIS, SO I'M NOT GOING TO USE ALL THE PROPER LANGUAGE.

I'LL LET HIM GIVE YOU GUYS A SCHEDULE, BUT SO IT'LL BE ALTERNATING.

SO IT'LL BE LIKE MONDAY, WEDNESDAY CLASSES AND TUESDAY THURSDAY CLASSES.

AND THEN ON FRIDAY WE'RE STILL TRYING TO ASCERTAIN WHAT'S GOING TO BE THE BEST AT EACH

CAMPUS. THE STUDENTS SUGGESTED AND IT WAS LIKE AN 8 TO 6 VOTE THAT WE HAVE A C DAY ON FRIDAYS WHERE THAT EACH OF THE CAMPUSES WOULD MEET WITH ALL EIGHT OF THEIR CLASSES THAT WAY IF THEY HAVE A PEP RALLY SCHEDULE OR JUST A CHECK IN DAY.

BUT THEY ALSO WANTED TO MAKE SURE THAT WE UNDERSTOOD NOT TO ALLOW THE TEACHERS TO ALL HAVE TESTS ON FRIDAY.

AND AND SO WE TOLD THEM WE WE WOULD WORK THAT OUT.

AND, AND THEN THE OTHER THE THE OTHER OPTION WOULD BE JUST CONTINUE WITH.

SO IF YOU GO A, B, A, B, NEXT, YOU WOULD GO A AND THEN WHATEVER IT ENDS UP.

AND SO, YOU KNOW, THEY WERE DEBATING ON WHETHER WE SHOULD HAVE A COMPROMISE BETWEEN THE TWO AND IT SHOULD BE A C OR A ROTATION.

AND SO THAT'S THE RECOMMENDATION.

WE'RE GOING TO LET THE PRINCIPALS MAKE THE DECISION ABOUT WHAT ACTUALLY HAPPENS ON THAT FRIDAY. BUT PRINCIPALS, IF YOU'RE LISTENING, THEY DID VOTE IN FAVOR OF THE C, BUT WERE WILLING TO COMPROMISE BECAUSE THEY ALSO TOOK INTO CONSIDERATION THAT WITH THE BLOCK SCHEDULE THAT IF A TEACHERS CONFERENCE PERIOD DOESN'T LINE UP WITH THAT DAY, THEY MAY MISS THEIR CONFERENCE PERIOD AND SO ON.

SOME WEEKS THEY MAY ONLY HAVE TWO CONFERENCE PERIODS A WEEK, BUT IF YOU HAD A C PERIOD, THEY WOULD HAVE THEIR CONFERENCE PERIOD AT LEAST THREE TIMES A WEEK.

AND THE KIDS RECOGNIZED THAT THAT WAY THE TEACHERS WOULD BE BETTER ABLE TO SUPPORT THEIR NEEDS AND BE AVAILABLE FOR THEM IF THEY HAD MORE PREPARATION TIME AND THOUGHT THE QUALITY MIGHT MIGHT BE ENHANCED AS WELL.

AND SO IT'S AMAZING HOW THOUGHTFUL THESE KIDS ARE.

AND, YOU KNOW, IF YOU EVER WANT TO KNOW THE TRUTH, YOU JUST NEED TO ASK THE PEOPLE THAT ARE IN THE TRENCHES. AND SO WE DID.

SO KIDS THAT ARE JUNIORS AND SENIORS, IF THEY HAVE ALL OF THEIR CREDITS AND THEY'RE CAUGHT UP, THEY WOULD BE ABLE TO TAKE A PERIOD OFF DEPENDING ON WHERE IT FALLS IN THEIR SCHEDULE. AND SO I KNOW WE'LL HAVE TO GO BACK TO THE DRAWING BOARD TO ADD THAT EIGHTH CLASS. AND SO I'M SURE WE'LL BE COMMUNICATING THAT SOON.

AND THE NEXT THING THAT WE DISCUSSED WITH THEM IS WITH OUR 100% HAYS INITIATIVE.

WE'RE ALWAYS LOOKING FOR WAYS TO GET KIDS MORE AND MORE INVOLVED.

AND ONE OF THE THINGS THAT WAS PRESENTED SEVERAL MONTHS AGO WAS THE.

ABILITY TO ALLOW KIDS TO BE A PART OF CLUBS OR VOLUNTEER FOR COMMUNITY SERVICE.

AND I KNOW RIGHT NOW YOU CAN EARN A GRADUATION CORD FOR A CERTAIN NUMBER OF COMMUNITY SERVICE HOURS.

BUT WE ARE THINKING ABOUT, AND THE KIDS SAID THAT THEY BELIEVE WE SHOULD MANDATE THIS AND ASK FOR EACH KID TO HAVE AT LEAST A MINIMUM OF 10 HOURS A YEAR VOLUNTEER SERVICE.

AND THAT COULD BE ON THEIR CAMPUS.

THAT COULD BE FOR A CIVIC ORGANIZATION.

IT COULD BE DISTRICT WIDE LIKE AT HAYS HOPE TO GO OR CLOTHES CLOSET.

IT COULD BE FOR THE ROTARY CLUB, THE KIWANIS CLUB, THE LIONS CLUB, WHATEVER IT MAY BE, BECAUSE WE BELIEVE THAT IT'S IMPORTANT TO TO GIVE BACK TO THE COMMUNITY THAT'S GIVEN EACH ONE OF US SO MUCH. SO THAT'S SOMETHING THAT WE'RE DEBATING AND THEY ALL VOTED.

AND IT WAS UNANIMOUS THAT WE WOULD DO TEN VOLUNTEER HOURS PER YEAR.

AND THEY ASK, WHAT HAPPENS IF YOU DON'T GET IT, SAY, YOUR FRESHMAN YEAR, COULD YOU DO 20 YEAR SOPHOMORE YEAR? AND WE AGREED THAT, YEAH, YOU COULD DO THEM ALL AT ONE TIME IF YOU WANTED TO, OR YOU COULD WAIT TILL YOUR SENIOR YEAR LIKE A LOT MAY DO AND PROCRASTINATE AND DO ALL 40 AT ONE TIME. SO WE'RE GOING TO BE FLEXIBLE WITH THAT, BUT THERE WILL HAVE TO BE A DIFFERENT TYPE OF CORD. ADRIANNA, IN ORDER TO DIFFERENTIATE BETWEEN THE 150 AND THE 40.

BUT I KNOW YOU GUYS ARE SMART ENOUGH TO FIGURE THAT OUT, SO THAT'S EXCITING.

THE NEXT THING THAT WE TALKED ABOUT, I POINT BLANK, ASK THEM THE QUESTION, HOW COME HIGH SCHOOL KIDS DON'T LIKE WEARING THEIR ID BADGES? AND ONE YOUNG LADY RAISED HER HAND AND SHE SAID, DR.

AND I SAID, WHAT DO YOU MEAN? SHE GOES, I JUST DON'T LIKE MY PICTURE, SO I'M NOT GOING TO WEAR MY ID.

AND CAN YOU ALL DO A BETTER JOB OF TAKING PICTURES OR GIVE US AN OPPORTUNITY TO SUBMIT OUR OWN PICTURE? AND I SAID, WELL, LET ME CHECK ON THAT.

SO WE ARE VISITING WITH LIFE TOUCH AND SEEING WHAT WE CAN DO.

TIM HAD A GREAT IDEA AND IT'S KIND OF LIKE CUSTOMIZING AND LIKE YOU DO YOUR LICENSE PLATES WHERE YOU HAVE CUSTOM LICENSE PLATE YOU CAN ENHANCE AND THEN MIGHT BE GOOD FOR THE CAMPUS ACTIVITY FUND AS WELL.

BUT WE'RE GOING, TO LOOK INTO THAT AND SEE WHAT WE CAN DO TO MAKE SURE THAT THEY HAVE A PICTURE THAT THEY LIKE. SO, FOR EXAMPLE, WHEN ONE YOUNG LADY SAID IF AND I THINK SHE WAS A JUNIOR, BUT SHE MISSED PICTURE DAY.

AND SO THEY WENT BACK TO THE PICTURE FROM THE YEAR BEFORE.

AND SO IT WAS LIKE HER SOPHOMORE PICTURE AND SHE DIDN'T THINK SHE LOOKED SO GOOD OR SOPHOMORE YEAR, BUT SHE LOOKS GOOD NOW.

SO SHE WANTED TO MAKE SURE THAT THAT GOT UPDATED.

SO WE TOLD THEM WE WOULD LOOK AT THAT.

AND THE LAST THING THAT THEY WANTED US TO TAKE A LOOK AT IS COME UP WITH A SOLUTION FOR THE VAPING PROBLEM THAT WE HAVE IN OUR HIGH SCHOOLS.

THEY THINK THAT CLOSING RESTROOMS AT EACH OF OUR HIGH SCHOOLS TO PREVENT VAPING IS CAUSING PEOPLE TO BE REALLY UNCOMFORTABLE AS FAR AS GOING TO THE RESTROOM.

AND THEY WANT US AS AN ADMINISTRATIVE TEAM TO COME UP WITH A PLAN TO OPEN THE RESTROOMS DURING PASSING PERIODS SO THAT IF YOU'RE ON THE SECOND FLOOR, YOU DON'T HAVE TO GO ALL THE WAY DOWN TO THE FIRST FLOOR OR VICE VERSA.

SO I TOLD THEM WE WOULD LOOK INTO A SOLUTION FOR THAT.

BUT ONCE AGAIN, IT WAS GREAT CONVERSATIONS AND I ENJOYED VISITING WITH THEM AND I'LL ENTERTAIN ANY QUESTIONS THE BOARD MAY HAVE AT THIS TIME.

THAT'S GOING TO BRING THAT NUMBER DOWN.

SO IT'LL BRING THE WORKLOAD DOWN? CORRECT? WITH THESE OTHER SCHEDULE DEFINERS? YES. RIGHT.

SO AT JONSSON HIGH SCHOOL, FOR EXAMPLE, BEEN WORKING THERE QUITE A BIT AND JUST ENSURING THAT THE NUMBERS OF THE STUDENTS AND LEVELING AND.

OH, YEAH. AND THEN WE ARE GOING TO HAVE TO HAND SCHEDULE THOSE STUDENTS.

BUT WE DO KNOW THAT IT'S GOING TO BE PROBABLY THIS FIRST YEAR, ABOUT 30% OF THE STUDENTS.

AND THEN WE'LL HAVE A LIST OF THE STUDENTS THAT ARE LEFT OVER, AND THEN WE'LL REACH BACK OUT TO THEM TO SEE IF THEY WANT TO TAKE AN EIGHTH PERIOD CLASS.

WELL, ARE YOU ALLOWED TO JUST NOT DOUBLE BLOCK YOUR ATHLETICS OR FINE ARTS? I THINK THERE'S GOING TO BE SOME SITUATIONS THAT THAT COULD BE THE CASE.

SO HE'S PROBABLY NOT GOING TO GET TO TAKE ENVIRONMENTAL SCIENCE OR AP PSYCHOLOGY.

THERE JUST ISN'T ROOM FOR ALL OF THAT.

SO I KIND OF WANT TO FLIP THE SCRIPT ON WHAT THAT SOUNDS LIKE BECAUSE IT'S NOT A GAME.

AND THE PERFORMANCES HAVE TRADITIONALLY INVOLVED LOCAL PERFORMERS, INCLUDING HAYS CISD FINE ARTS FACULTY, THROUGH ITS FREE PUBLIC CONCERTS, WHICH HAVE ALWAYS FEATURED THE INVOLVEMENT OF LOCAL INSTRUMENTAL CHOIR AND DANCE STUDENTS FROM OUR SCHOOLS.

THE ORCHESTRA HAS BEEN INSTRUMENTAL IN HELPING EDUCATE THE COMMUNITY AND BUILD THE LOCAL SUPPORT THAT PROVIDED FOR THE INCLUSION OF ORCHESTRA IN OUR DISTRICT.

FINE ARTS OFFERINGS.

THE MEMBERS OF THE HAYS ORCHESTRA TEAM FEEL IT'S IMPORTANT TO OUR ONGOING EFFORT THAT THE DISTRICT RESUME ITS SUPPORT FOR THE STARLIGHT SYMPHONY'S REHEARSALS AND PERFORMANCES BY PICKING UP WHERE WE LEFT OFF AND RENEWING THE RESIDENCY FOR THE SYMPHONY.

WHILE IT'S PERFECTLY UNDERSTANDABLE THAT THE SYMPHONY WAS NOT ALLOWED TO REHEARSE OR PERFORM IN THE PARK DURING THE 2021 SEASON, THE ORGANIZATION WAS INEXPLICABLY DENIED REHEARSAL OR PERFORMANCE SPACE FOR 2122 HERE THIS YEAR, WITH NO PARTICULAR EXPLANATION, THOUGH, THERE WERE STILL YEARS LEFT ON THE SYMPHONY'S RESIDENCY CONTRACT WITH THE DISTRICT AND TRYING TO DISCOVER WHY THIS VALUABLE COMMUNITY ARTS ASSETS BEEN DENIED REHEARSAL AND PERFORMANCE SPACE IN THE PARK.

I'VE HAD A CHANCE TO HEAR CONCERNS EXPRESSED BY LOCAL STAKEHOLDERS IN THE FINE ARTS REGARDING THE SYMPHONY'S FACILITY USE AND HAVE DIALOGED WITH THE SYMPHONY BOARD AS WELL.

ON EXAMINATION, I FEEL OUR LOCAL CONCERNS EXPRESSED REGARDING THE SYMPHONY'S USE OF THE FACILITIES ARE NOT CONGRUENT WITH MY EXPERIENCE WITH THE SYMPHONY AND UNDERSTANDING OF THE PERFORMING ARTS CENTER CALENDAR AND OR STARLIGHT SYMPHONY OPERATIONS.

THE SYMPHONY'S ACTUAL PERFORMANCE FACILITY NEEDS THROUGH A TYPICAL SEASON ARE EXTREMELY MINIMAL AND DON'T CONFLICT WITH LOCAL PERFORMING ARTS ORGANIZATIONS PREFERRED PERFORMANCE DATES. WHILE THE ORGANIZATION'S REHEARSAL NEEDS, FORMALLY SUPPORTED BY THE PACT, CAN EASILY BE ACCOMMODATED ON A LOCAL CAMPUS WHERE I'VE ALREADY SECURED THE WILLING COOPERATION OF LOCAL FINE ARTS PERSONNEL, I FEEL STRONGLY THAT ANY MISGIVINGS ON THE PART OF DISTRICT FINE ARTS STAFF REGARDING THE STARLIGHT SYMPHONY'S USE OF PERFORMING ARTS CENTER ARE LARGELY BASED ON ERRONEOUS INFORMATION AND A LACK OF COMMUNICATION.

HOUSE BILL 4545 WAS THE LEGISLATION THAT HAD NEW REQUIREMENTS FOR ACCELERATED LEARNING, AND IT REALLY PUT IN PARAMETERS AND DEFINE THOSE FOR US ABOUT WHAT CONSTITUTED ACCELERATED INSTRUCTION, WHO COULD PROVIDE THAT INSTRUCTION, HOW MANY HOURS AND SO FORTH.

AND SO I'LL START WITH JUST KIND OF A BRIEF OVERVIEW AND THEN MOVE IN TO THE REQUIREMENTS AND WHAT WE'VE DONE OVER THE PAST YEAR.

SO HOUSE BILL 4545 ELIMINATED THE STUDENT SUCCESS INITIATIVE, WHICH WAS THE RETEST OPPORTUNITY FOR FIFTH AND EIGHTH GRADE IN MATH AND READING.

IT ALSO ELIMINATED THE AUTOMATIC RETENTION OF STUDENTS WHO DID NOT PASS ANY OF THE THREE ADMINISTRATIONS FOR FIFTH GRADE, EIGHTH GRADE MATH AND READING.

SO IT ELIMINATED STUDENT SUCCESS INITIATIVE.

GRADE PLACEMENT COMMITTEES, WHICH WERE A PART OF SSI, GOT TRANSFORMED INTO ACCELERATED LEARNING COMMITTEES, AND ACCELERATED INSTRUCTION IS NOW REQUIRED FOR ANY STUDENT WHO DID NOT PASS A STAAR OR AN EOC ASSESSMENT FOR ANY CONTENT AREA FOR 30 HOURS WAS THE MINIMUM AMOUNT OF TIME REQUIRED FOR STUDENT ACCELERATED INSTRUCTION, SO A FEW OF THE ADDITIONAL REQUIREMENTS INSTRUCTION MUST INCLUDE TARGETED INSTRUCTION OF THE TEKS AND MEET STUDENTS INDIVIDUAL NEEDS. BASICALLY SAYING YOU NEED TO USE DATA TO CREATE A STUDENT'S LEARNING PLAN. IT HAD TO SUPPLEMENT NORMAL INSTRUCTION.

SO IF I PULLED A SMALL GROUP OF STUDENTS IN MY CORE CLASS, THAT DID NOT CONSTITUTE ADDITIONAL MINUTES.

AND UNLESS THE PARENT AGREES TO A LARGER GROUP, ACCELERATED INSTRUCTION MUST BE PROVIDED INDIVIDUALLY OR IN A 3 TO 1 STUDENT TO TEACHER RATIO.

IT MUST BE PROVIDED BY A PROFESSIONAL WITH TRAINING.

SO YOU COULDN'T HAVE A STUDENT MENTOR GROUP, RIGHT? LET'S GO HAVE PARTNER TUTORING.

THAT DID NOT CONSTITUTE HOURS THAT COUNTED TOWARDS HOUSE BILL 4545.

AND STUDENTS MAY NOT BE REMOVED FROM ANY CORE OR ENRICHMENT CLASS TO RECEIVE THAT ACCELERATED LEARNING OR RECESS.

RIGHT. SO I COULDN'T REMOVE A KID FROM PE OR A SPANISH CLASS OR FROM A SCIENCE CLASS TO RECEIVE MATH INSTRUCTION.

IT HAD TO BE IN ADDITION TO ALL OF THOSE OTHER OTHER CORE CURRICULUM.

SO WHAT DID WE DO? HOW DID WE MEET THIS? SO TO MEET OUR STUDENT'S INDIVIDUAL NEEDS AND THE NEW REQUIREMENTS SET FORTH, THE FIRST THING WE DID WAS WE HIRED ADDITIONAL INTERVENTIONIST WITH OUR ESSER FUNDS.

WE TRAINED THOSE TEACHERS, THEY WERE ASSIGNED GROUPS, AND THEY IMMEDIATELY STARTED WORKING WITH STUDENTS, TRACKING DATA PROGRESS, MONITORING AND PROVIDING THAT INSTRUCTION THROUGH OUR INTERVENTION CLASSES.

TEACHERS ALSO PROVIDED INSTRUCTION BEFORE AND AFTER SCHOOL, SO THOSE THAT TUTORING HOURS DID COUNT BECAUSE THAT WAS IN ADDITION TO WHAT THEY RECEIVED IN THE CORE INSTRUCTION.

AND WE DID OUR ACCELERATED LEARNING COMMITTEES IN AUGUST, SEPTEMBER AND OCTOBER, WHICH WAS THE STUDENT, THE PARENT, THE TEACHER AND ADMINISTRATOR AND SO ON WERE NOW PART OF THE ACCELERATED LEARNING COMMITTEE.

A FEW OF THE CHALLENGES THAT WE FACED WITH HOUSE BILL 4545, SUMMER SCHOOL OF 2021 DID NOT COUNT TOWARDS OUR HOUSE BILL 4545 HOURS.

WE, THAT LEGISLATION CAME DOWN AFTER WE HAD COMPLETED OUR SUMMER SCHOOL.

SO THAT WAS A BIG CHALLENGE BECAUSE WE WEREN'T ABLE TO TAP INTO SUMMER SCHOOL.

THE 30 HOURS OF ACCELERATED INSTRUCTION PER STUDENT PER TEST WAS A SIGNIFICANT INCREASE THAN YEARS PRIOR.

DUE TO THE PANDEMIC, THE SHEER NUMBER OF STUDENTS REQUIRING ACCELERATED LEARNING WAS GREATER THAN ANYTHING THAT WE HAD SEEN BEFORE.

THE MAJORITY OF OUR STUDENTS, IT WAS ABOUT 6 TO 10 STUDENTS IN THOSE SESSIONS FOR ACCELERATED LEARNING AND THEN SCHEDULING AND COMPLETING ALL OF THE ACCELERATED LEARNING COMMITTEE MEETINGS WAS QUITE A CHALLENGE THAT OUR CAMPUSES HAD TO THINK THROUGH IN EARLY ON IN THE YEAR. SO OUR NEXT STEPS MOVING FORWARD, THE BIG ONE IS SUMMER SCHOOL.

SUMMER SCHOOL WILL BE COUNTED FOR ACCELERATED INSTRUCTION FOR OUR STUDENTS THIS YEAR.

IT'S GOING TO HELP US OUT QUITE A BIT THAT WE CAN IMMEDIATELY MEET THOSE STUDENTS NEEDS AND GET THEM READY FOR THE UPCOMING SCHOOL YEAR.

DATA FROM CBA'S UNIVERSAL SCREENERS, OUR INTERIMS AND OUR BENCHMARKS ARE CURRENTLY BEING USED TO PREDICT AND IDENTIFY STUDENTS WHO ARE POSSIBLE CANDIDATES THAT NEED SUMMER SCHOOL ACCELERATED LEARNING.

AND CAMPUSES ARE KIND OF LEARNING WHAT WORKED AND WHAT DIDN'T WORK WITH OUR MASTER SCHEDULES AND GETTING CREATIVE WITH HOW DO WE FIND THAT TIME.

BECAUSE ONCE AGAIN, WE CAN'T PULL THEM OUT OF FOUR CLASSES.
