MY NAME IS HEIDI MUSGROVE, AND I'M HERE ON BEHALF OF MANY PARENTS FROM THE JOHNSON BAND COMMUNITY, BOTH BAND AND GUARD, AND OUR DIRECTOR, MR. LUISITA. I'M THE PRESIDENT OF THAT GROUP, AND I'M HERE TO AND I'VE HAD THE PRIVILEGE OF ACTUALLY BEING IN THAT POSITION SINCE THE SCHOOL OPENED.

SO I BRING THAT UP ONLY BECAUSE I THINK I'M HERE TO TO THANK YOU IN ADVANCE FOR YOUR VOTE FOR I BELIEVE IT'S ITEM FOUR, WHICH ARE THE THREE GUARD POSITIONS, TEACHING POSITIONS AT EACH OF THE HIGH SCHOOLS.

I'M HERE. MY DAUGHTER IS PART OF THE GUARD, AND I'M HERE SAYING THAT BECAUSE I KNOW THAT SINCE I'VE BEEN WITH JOHNSON, THIS IS A CONVERSATION THAT ALL OF US HAVE BEEN HAVING FOR A LONG TIME, AND FOR THIS BOARD TO FINALLY MAKE IT COME TO FRUITION FOR EACH OF THE SCHOOLS WE'RE VERY EXCITED ABOUT.

AND WE JUST REALLY WANTED TO THANK YOU FOR THAT.

I DO WANT TO SAY AN ON RECORD, A PARTICULAR THANK YOU TO MS..

PATTY MORENO, WHO I THINK HAS BEEN VERY HELPFUL IN COMING OUT AND TALKING TO US, TALKING TO YOU ALL, AND HELPING CONNECT A LITTLE BIT MORE OF THE INFORMATION THAT WE WERE PROBABLY STRUGGLING WITH CONVEYING BEFORE NOW.

AND I DO WANT TO SAY TO OUR MR. LUCIDO, OUR HEAD BAND DIRECTOR, THAT WE'VE TALKED ABOUT THIS PLAN FOR THIS FOR THIS LONG PERIOD OF TIME. AND WE HAVE BECAUSE WE KNOW THAT COLOR GUARD IS A VERY CHALLENGING SPORT.

YOU HAVE TO BE ATHLETIC.

YOU HAVE TO HAVE DANCE. YOU HAVE TO HAVE MAYBE, MAYBE SOME GYMNASTICS ABILITIES, SOME ACROBATIC ABILITY, AND IN ORDER TO BE COMPETITIVE.

AND SO REALLY, WHILE AND THAT'S OH, I'M SORRY.

THAT'S ALSO WHILE THEY HAVE TO SPIN A FLAG AND TOSS RIFLES AND SABERS.

SO THEY ALL DO THAT AT THE SAME TIME AND GET SOME STUDENTS OUT HERE.

SO MOST OF OUR STUDENTS DON'T HAVE THAT BACKGROUND.

THEY DON'T COME IN WITH THAT KIND OF SKILL SET.

AND IN FACT, OUT OF THE CURRENT 47 MEMBERS THAT WE HAVE, ONLY ABOUT SIX OF THEM HAVE SOME DANCE BACKGROUND. SO WHAT THAT MEANS IS THAT WE REALLY DO NEED SOMEONE WITH EXPERTIZE AND SKILL TO HELP THAT TEAM.

YOU KNOW, EACH OF THESE TEAMS GET TO THAT LEVEL OF SUCCESS THAT I KNOW THAT YOU ALL VERY MUCH SUPPORT.

AND I GUESS THE LAST THING I'D SAY IS, YOU KNOW, I WILL AND I I'LL ALSO THANK YOU FOR ACKNOWLEDGING RECOGNIZING OUR JV AND VARSITY TEAMS RATHER RECENTLY WITH THE COIN OF EXCELLENCE. I KNOW THE DISTRICT IS VERY PROUD OF THE FACT THAT THIS BOTH THESE TEAMS WENT TO STATE THIS YEAR.

OUR JV TEAM WAS THE ONLY JV TEAM THAT COMPETED AT THEIR DIVISION AND THEY CAME IN THIRD. THEY PLACED WITH BRONZE AND OUR VARSITY TEAM ACTUALLY CAME IN FIRST IN STATE AND ACTUALLY PLACED SIXTH IN THE NATION.

AND I'LL TELL YOU THAT I KNOW THERE'S A LOT OF THINGS THAT GO INTO A GUARD BEING ANY GUARD PROGRAM BEING THAT SUCCESSFUL.

BUT IT CERTAINLY STARTS AND ENDS WITH SOMEONE THAT'S HIGHLY SKILLED, SOMEONE THAT'S FULL TIME. AND SO, AGAIN, WE THANK YOU FOR SUPPORTING THESE POSITIONS AT EACH OF THE THREE CAMPUSES HERE.

MY HUSBAND DAVID AND I HAVE LIVED HERE IN KYLE FOR 20 YEARS.

WE ARE THE PARENTS OF FOUR CHILDREN, THREE OF WHICH HAVE ALREADY GRADUATED FROM HAYS, AND OUR YOUNGEST IS SET TO GRADUATE IN 2024.

I'M HERE TONIGHT TO ADD MY VOICE TO THE DISCUSSION REGARDING THE CREATION OF THE COLOR GUARD DIRECTOR POSITIONS AT THE THREE HIGH SCHOOLS.

I SERVED AS THE BAND BOOSTER PRESIDENT AT HAYS FROM FALL OF 2018 TO SPRING 2021.

TO HAVE A LOT OF BACKGROUND EXPERIENCE WITH THE DIRECTORS AND WITH THE PROGRAM AS A VOLUNTEER AND AS A GUARD PARENT FOR THE LAST THREE YEARS.

MISS ELLIE MARTINEZ HAS WORKED AS THE DIRECTOR OF OUR COLOR GUARD.

SHE HOLDS A DEGREE IN DANCE, AND OVER TWO DECADES OF DANCE AND COLOR GUARD EXPERIENCE WITH NO OFFICIAL GUARD POSITION AVAILABLE HAS BEEN NECESSARY FOR HER TO WORK AS A PARAPROFESSIONAL IN THE DISTRICT.

ON TOP OF DIRECTING OUR HIGH SCHOOL COLOR GUARD THIS YEAR, SHE LED OUR VARSITY PROGRAM TO THE TEXAS COLOR GUARD CIRCUIT STATE CONTEST.

IN ADDITION TO HER WORK AT THE HIGH SCHOOL, SHE REACHED OUT TO OUR FEEDER SCHOOLS, WALLACE AND BARTON, AND WAS ABLE TO OFFER THIS NEW OPPORTUNITY TO KIDS FROM SIXTH TO EIGHTH GRADES, TEACHING THEM THE GUARD BASICS, AND ULTIMATELY CREATING TWO CADET COLOR GUARD TEAMS. AND THEY WERE ABLE TO COMPETE AS WELL.

I RECOGNIZE THE ISSUE IS NOT ABOUT WHO IS THE DIRECTOR, BUT WHY WE NEED A FULL TIME GUARD DIRECTOR. SINCE THERE'S NO DEDICATED DIRECTOR POSITIONS AT THE THREE SCHOOLS, IT'S BECOME NECESSARY AT OUR HIGH SCHOOL FOR THE PAST THREE YEARS FOR THE BAND BOOSTERS TO PAY THE GUARD DIRECTOR SALARY WITH FUND RAISING MONEY, TAKING AWAY SIGNIFICANT FUNDS NEEDED

FOR THE BAND AND GUARD PROGRAM AS A WHOLE.

WHAT WOULD HAPPEN IF, IN A PARTICULAR YEAR THESE BOOSTER FUNDS WERE NOT AVAILABLE? WE WOULD SURELY LOSE AN EXTREMELY IMPORTANT ROLE IN OUR BAND PROGRAM AS WELL AS ALL THE KIDS IN COLOR GUARD.

OUR DISTRICT CURRENTLY HAS THE LOWEST BAND AND GUARD ENROLLMENT FEES IN THE AREA, AND WE WOULD LIKE TO SEE IT KEPT THAT WAY TO ALLOW ANY AND ALL STUDENTS THE OPPORTUNITY TO PARTICIPATE. IF THIS DIRECTOR SALARY IS COVERED BY THE DISTRICT, IT WOULD ALLOW BOOSTER FUNDS TO BE SPENT ON OTHER VITAL THINGS MARCHING TECHNICIANS, EQUIPMENT, PROPS, PRIVATE LESSONS, FINANCIAL HELP FOR ENROLLMENT FEES FOR THE STUDENTS WHO COULD NOT AFFORD TO BE IN THE PROGRAM.

AS ADULTS, WE KNOW HOW IMPORTANT IT IS DURING THESE HIGH SCHOOL YEARS FOR KIDS TO FIND A PLACE TO BELONG.

SOMETHING TO KEEP THEM ENGAGED.

AND ACTIVITY THAT WOULD REQUIRE HARD WORK AND DEDICATION.

SOMETHING TO HELP MOTIVATE KIDS TO KEEP THEIR GRADES UP.

NOT ALL KIDS CAN PLAY AN INSTRUMENT, BE A HIGH STEPPER, A CHEERLEADER, A DEBATE CHAMPION, OR A FOOTBALL STORE.

COLOR GUARD PROVIDES THE OPPORTUNITY FOR THESE OTHER KIDS TO DEVELOP THEIR SPECIFIC TALENTS AND TO BELONG SOMEWHERE.

WHEN MY DAUGHTER REESE FOUND COLOR GUARD, SHE FOUND HER PLACE, AND THIS HAS CHANGED HER HIGH SCHOOL CAREER FOR THE BETTER.

A PERMANENT GUARD DIRECTOR AT THESE THREE SCHOOLS WILL KEEP THE PROGRAMS ALIVE AND ALLOW THEM TO FLOURISH.

IS MY HOPE TONIGHT THAT YOU WILL TAKE THESE CONSIDERATIONS AND ALLOW THE CREATION OF THE FULL TIME COLOR GUARD DIRECTOR POSITIONS AT EACH OF OUR HIGH SCHOOLS.

I'M CURRENTLY A SOPHOMORE AT HAYS HIGH SCHOOL AND HAVE BEEN A MEMBER OF THE COLOR GUARD PROGRAM FOR TWO FOR THE LAST TWO YEARS.

THIS PAST YEAR, I HAVE SERVED AS A LIEUTENANT IN THE PROGRAM AND NEXT YEAR WILL SERVE AS A CAPTAIN.

I'M HERE TO TALK A LITTLE ABOUT MY EXPERIENCE IN THE COLOR GUARD PROGRAM AND WHY I FEEL IT IS IMPORTANT TO HAVE A COAST GUARD DIRECTOR AT THE HAYS HIGH SCHOOL.

I BEGAN DANCING AT THREE YEARS OLD.

I WAS ON THE BARTON DANCE TEAM AND WAS A MEMBER OF THE BARTON BAND DURING MY MIDDLE SCHOOL YEARS. AT THE END OF MY EIGHTH GRADE YEAR, I TRIED OUT FOR HIGH STEPPERS BUT DID NOT MAKE THE TEAM. I WAS DISCOURAGED.

MY OLDER BROTHER LUKE WAS IN HIGH SCHOOL BAND AT THE TIME AND SUGGESTED I TAKE A LOOK AT THE COLOR GUARD PROGRAM.

HE SAID I COULD STILL USE MY DANCE EXPERIENCE AND COULD ALSO BE A PART OF THE BEST THING ON CAMPUS.

HIS WORDS THE MARCHING BAND.

I WAS UNSURE BECAUSE I HAD NO EXPERIENCE TOSSING A FLAG OR SPINNING A RIFLE OR DANCING ON THE FIELD IN BETWEEN 200 BAND MEMBERS.

BUT MISS MARTINEZ WAS EXTREMELY ENTHUSIASTIC TO WELCOME NEW MEMBERS AND TOLD ME SHE WOULD TEACH ME EVERYTHING I NEEDED TO KNOW.

BEING A PART OF THE HAYS BAND AND COLOGUARD PROGRAM HAS GIVEN ME SO MUCH.

I HAVE LEARNED SO MANY NEW SKILLS AND HAVE BEEN ABLE TO MASTER SKILLS I NEVER THOUGHT I COULD MASTER. I HAVE BEEN ABLE TO SERVE IN LEADERSHIP ROLES, LEADING AND TEACHING AND MENTORING, WHICH I HAVE, WHICH I KNOW WILL HELP ME IN THE REST OF MY LIFE.

I HAVE BEEN REQUIRED TO KEEP MY GRADES UP, WHICH DEFINITELY MAKES MY PARENTS HAPPY.

I'VE BEEN ABLE TO BE PHYSICALLY TESTED AND CHALLENGED, WHICH HAS HELPED ME LEARN TO KEEP MYSELF HEALTHY.

AND I HAVE BEEN ABLE TO BE AROUND AMAZING PEOPLE IN THE BAND AND THE COLOR GUARD.

MANY OF THEM WILL BE MY LIFELONG FRIENDS.

MS.. MARTINEZ ENCOURAGES US TO BE RESPONSIBLE HUMANS, TO BE KIND AND RESPECTFUL. SHE SHOWS US BY HER EXAMPLE WHAT HARD WORK LOOKS LIKE.

SHE HAS A YOUNG FAMILY, A FULL TIME JOB IN THE DISTRICT, AND IS STILL ABLE TO TEACH US, LEAD US AND ENCOURAGE US ALL YEAR LONG.

ALTHOUGH WE PERFORM WITH THE BAND AT EVERY FOOTBALL GAME AND MARCHING CONTEST IN THE FALL, COLOR GUARD DOESN'T END THERE.

WE HAVE AN ENTIRELY SEPARATE SEASON FROM JANUARY TO APRIL, PERFORMING AND COMPETITIONS EVERY WEEKEND DURING THOSE MONTHS.

THIS PAST YEAR, OUR VARSITY QUALIFIED FOR THE STATE CONTEST.

THAT WAS AN AMAZING EXPERIENCE FOR ALL OF US.

THERE ARE CURRENTLY FOUR GUARDS GUARD TEAMS TO IN THE MIDDLE SCHOOL AND TWO AT HAYS HIGH SCHOOL THAT MS..

MARTINEZ DIRECTS OUR MS..

DISTRICTS. OUR BAND DIRECTORS ARE AMAZING, BUT THEY ARE NOT COLOR GUARD DIRECTORS.

THE GUARD PROGRAM AT HAYS WOULD NOT EXIST WITHOUT THE SPECIFIC ROLE OF COLOR GUARD DIRECTOR. AND IF WE WERE TO LOSE OUR DIRECTOR BECAUSE OF PAY OR LACK OF AN ACTUAL JOB, IT WOULD BE DEVASTATING.

IN ORDER FOR OUR COLOR GUARD DIRECTOR TO BE ABLE TO STAY COMMITTED AND FOCUS ON OUR TEAM, I FEEL THAT IT WOULD BE BEST FOR THE PERMANENT COLOR GUARD DIRECTOR POSITION TO BE CREATED AT HAYS HIGH SCHOOL.

I HAVE WORN MANY HATS TO ASSIST OUR STUDENTS AND COMMUNITY THROUGHOUT MY KIDS ACADEMIC CAREERS AT HAYS FROM CONTINUED PTA PIZZA INVOLVEMENT.

NUMEROUS COMMITTEES, INCLUDING BOND OVERSIGHT TO CURRENTLY SERVING AS A BOARD MEMBER OF BOTH THE HAYES BAND BOOSTERS AND NEWLY ELECTED TO THE HAYES ATHLETIC BOOSTERS.

MY DAUGHTER HAS BEEN IN THE GUARD FOR ALL FOUR YEARS OF HER HIGH SCHOOL CAREER.

HER JUNIOR YEAR, SHE SERVED SERVED AS CAPTAIN, AND HER SENIOR YEAR SHE WAS APPOINTED COLONEL OF THE GUARD HAS TRULY BEEN A LIFELINE FOR MY DAUGHTER.

SHE GREW INTO THE DYNAMIC POWERHOUSE SHE IS TODAY THROUGH THE TAPESTRY OF THE HAYES COLOR GUARD PROGRAM. AND THIS WOULD NOT BE POSSIBLE WITHOUT THE KEEN LEADERSHIP OF MRS. MARTINEZ, THE MASTER MASTERMIND BEHIND THE GUARD'S GREATNESS.

SOLEIL HAS ACHIEVED ACCEPTANCE TO NUMEROUS HIGH LEVEL COLLEGES AND SCHOLARSHIPS, WHICH I BELIEVE MRS. MARTINEZ PLAYED AN INTRICATE ROLE IN DEVELOPING SO LATE TO A LEADERSHIP LEVEL THAT MADE ALL THAT ATTAINABLE.

SOLEIL WAS EVEN ABLE TO GET MRS. MARTINEZ INSIGHT INTO THE COLLEGIATE LEVEL OF GUARD, WHICH SHE PLANS TO AUDITION FOR LATER THIS SUMMER AT BAYLOR UNIVERSITY.

ALL THANKS TO HER DIRECTORS, STELLAR COACHING AND ENCOURAGEMENT.

BUT SELECT STORY IS NOT UNIQUE.

I HAVE PERSONALLY WITNESSED THE SAME FOCUS AND ATTENTION TO EACH STUDENT SHE ENCOUNTERS.

SHE'S NOT ONLY WORRIED ABOUT HOW THEY TOSS THAT FLAG OR SPIN THAT RIFLE, BUT WHO THEY WANT, WHO THEY BECOME ONCE THE LIGHTS OF GUARD DIMINISH.

WHEN MRS. MARTINEZ FIRST CAME TO HAYES, I NOTICED RIGHT AWAY HOW SHE CONNECTED WITH THE STUDENTS IN A WAY THAT NOT ONLY MADE THEM FEEL THAT THEY COULD TOSS THAT RIFLE 20 TIMES IN THE AIR, BUT THAT THEY WERE ACCEPTED FOR WHO THEY WERE.

SHE'S TRULY IN THE MIDST OF BUILDING A POWERHOUSE WITH HER INITIATION OF THE EVER GROWING AND AWARD WINNING CADET PROGRAM.

THE ACCOMPLISHMENTS OF THE HIGH SCHOOL GUARDS WHERE THEY WENT TO STATE AND JV MOVING UP A CLASS LEVEL.

BUT OUR BAND AND GUARD PROGRAM STRIVES FOR GREATNESS, AND GUARD IS VITAL TO THE BAND PROGRAM'S SUCCESS.

WITH THAT IN MIND, WE MUST PUT THE RESOURCES IN PLACE TO HAVE A SOLID HOME FOR A GUARD DIRECTOR WITH MRS. MARTINEZ.

SHE TRANSFORMED THE PROGRAM INTO A FUN PLACE TO CHALLENGE MYSELF AND SHOW MY TRUE COLORS OF PRIDE. SHE PUSHED ALL OF US TO HER LIMITS AND SOUGHT OUT THE UNIQUENESS IN EVERY PERFORMER WHEN SHE SAW SOMEONE STRUGGLING.

SHE REFUSED TO LEAVE THEM BEHIND.

SHE NEVER ASKED FOR PERFECTION.

ONLY OUR BEST.

AND WHEN PUSH CAME TO SHOVE, SHE REMIND OF US.

SHE REMINDED US OF WHO WE ARE.

STRONG YOUNG WOMEN AND MEN WHO COULD TAKE EVERY CRITIQUE AND SETBACK AS A DARE TO DO BETTER. BE BETTER.

AFTER THAT FIRST YEAR, THE TRANSFORMED COLOR GUARD PROGRAM, I KNEW I WANTED TO SAY.

SO BEING IN COLOR GUARD FOR THESE PAST TWO YEARS HAS BEEN VERY BENEFICIAL TO ME IN MY DEVELOPMENT, BOTH PHYSICALLY AND MENTALLY.

COLOR GUARD HAS TAUGHT ME PATIENCE TO KEEP TRYING TO GET THAT TOSS, NO MATTER HOW MANY TIMES YOU DROP IT ON YOUR HEAD, BECAUSE THAT REALLY HURTS AND TO GIVE IT YOUR ALL.

BEING A PART OF THIS GUARD HAS GIVEN ME THAT OUTLET TO JUST TO JUST LOSE MYSELF IN THE MUSIC AND CHOREOGRAPHY WHEN I'M ON STAGE WITH THOSE JUDGES WATCHING ME.

NOTHING ELSE MATTERS BESIDES THE FLAG IN MY HAND AND THE STEPS I NEED TO DO WITH IT.

AND OF COURSE, NONE OF THIS WOULD HAVE BEEN POSSIBLE WITHOUT OUR AMAZING DIRECTOR, MRS. MARTINEZ. MR. WE HAD A NEW SCIENCE TEACHER ON CAMPUS AND SHE WANTED TO DO THE SAME THING.

AND 11 OUT OF THE 16 THIS IS VOLUNTARY CAME IN ON SATURDAY, ACTUALLY GOT TO ADVANCED MASTERS ON THE STAR TEST WHEN THEY WERE ALREADY THEY WERE JUST AT MEET'S.

SO WE'RE DEFINITELY GOING TO GROW THAT PROGRAM NEXT YEAR.

SOCRATIC SEMINAR IS GOING TO BE OUR GT FOCUS FOR NEXT YEAR AND WE'VE ALREADY GOT SOME TRAINING PLANNED FOR THE SUMMER, BUT OUR SEVENTH GRADE ELA TEAM WHO INCREASED THEIR MASTER SCORES, 32% IMPLEMENTED THAT THIS YEAR.
