TONIGHT ON MY REPORT, I WANTED TO LET YOU KNOW THE ENROLLMENT CURRENTLY WITH STUDENTS THAT ARE ACTUALLY COMPLETELY REGISTERED AND THOSE THAT ARE IN THE REGISTRATION PORTAL 22,654 STUDENTS.

SO WE'RE UP ABOUT 1,000 STUDENTS FROM THE SAME TIME LAST YEAR.

AND AS YOU KNOW, AFTER LABOR DAY, WE TEND TO GET MORE AND MORE KIDS.

SO I REALLY THINK AT SOME POINT THIS YEAR WE'LL PROBABLY HIT THE 23,000 MARK.

SO I WANTED EVERYONE TO BE AWARE THAT WE ARE AHEAD OF OUR DEMOGRAPHERS REPORT.

SHOULD ALL OF THESE STUDENTS COMPLETE THE ENROLLMENT PROCESS AND SHOW UP ON THE FIRST DAY OF SCHOOL.

AND THE THE DEMOGRAPHER HAD US ABOUT 22,450.

AND SO WE ARE ALREADY 200 KIDS AHEAD OF OF WHAT THEY PROJECTED.

SO JUST WANTED TO GIVE YOU A HEADS UP ON IT.

AND AND SO IT MAY BE THAT WE NEED TO ADD MORE FTES AS WE MOVE FORWARD JUST BECAUSE OF NECESSITY TO STAFF OUR CLASSROOMS. AND AS FAR AS OUR STAFFING IS CONCERNED, HR AND OUR PRINCIPALS AND DIRECTORS ARE REALLY WORKING HARD TO GET TO MAKING SURE THAT ALL OF OUR VACANCIES ARE FILLED.

AND AT LAST CHECK, WE HAD ABOUT 32 TEACHING POSITIONS UNFILLED, AND I THINK WE HAD PROBABLY AT LEAST A DOZEN IN THE QUEUE TO BE HIRED.

AND SO WE SHOULD BE DOWN BELOW 20 BY THE TIME THAT SCHOOL STARTS NEXT WEEK.

SO THAT'S POSITIVE.

AND COMPARED TO A LOT OF THE OTHER LARGE DISTRICTS IN THE AREA, WE'RE WELL AHEAD.

AND SO THANK YOU FOR ALLOWING US TO GIVE THE INCREASED COST OF LIVING RAISE SO THAT WE COULD ATTRACT AND RECRUIT INDIVIDUALS TO HAYS CISD. NEXT, I WANTED TO LET YOU KNOW THAT WE HAD AN OPPORTUNITY TO WELCOME ALL OF OUR NEW EMPLOYEES, NEW TO THE DISTRICT.

WE HAD A LUNCHEON FOR THEM TODAY AND IT WAS OUTSTANDING.

I THINK WE HAD OVER 250 NEW EMPLOYEES AND SO THAT'S AROUND 7% THAT ARE NEW TO THE DISTRICT.

AND SO IT WAS EXCITING TO SEE THEIR FACES.

THEY WERE FULL OF SPIRIT AND ENERGY AND WE HAD LOTS OF GOOD SPEAKERS AND I APPRECIATE ALL OF YOU THAT WERE ABLE TO ATTEND AND AND WELCOME THEM TO HAYS CISD. AND THEN TOMORROW, JUST A REMINDER TO YOU AND TO THE PEOPLE LISTENING, WE HAVE CONVOCATION, WHICH IS GOING TO BE AT JOHNSON HIGH SCHOOL, AND WE ARE GOING TO FEED ALL 3,000 PLUS STAFF MEMBERS AND WE'RE GOING TO CELEBRATE ALL THE GREAT THINGS THAT WE ACCOMPLISHED THIS PAST YEAR.

AND IT'S JUST A WAY THAT WE CAN GET EVERYBODY TOGETHER AND SAY THANK YOU.

AND THE FOUNDATION WAS NICE ENOUGH TO ALLOW US TO HIRE THE [INAUDIBLE] AND SO WE'RE GOING TO HAVE THE [INAUDIBLE] COME AND AND WE'RE GOING TO CELEBRATE ALL THE ACCOMPLISHMENTS FOR LAST YEAR AND THEN GET IN A GREAT FRAME OF MIND FOR THIS UPCOMING YEAR.

AND THEN I WANTED TO GIVE YOU AN UPDATE.

I HAD AN OPPORTUNITY TO VISIT THE CLOTHES CLOSET FOR HAYS CISD THAT MS. OROSCO RUNS FOR THE DISTRICT.

AND, AND I GOT TO ACTUALLY WORK WITH A COUPLE OF FAMILIES AND CHECK THEM OUT.

AND IF YOU HAVEN'T EVER BEEN OR IF YOU'RE LISTENING AND YOU KNOW OF PEOPLE OR IF YOU'RE IN NEED OF CLOTHES FOR BACK TO SCHOOL, IT'S SUCH AN AWESOME ENVIRONMENT.

IT'S JUST LIKE GOING SHOPPING IN A DEPARTMENT STORE.

SO YOU GET 30 MINUTES TO GO AND CHOOSE FIVE OUTFITS AND THEN YOU GET TO CHECK OUT.

AND SO IT'S PRETTY AMAZING THAT WE'RE ABLE TO OFFER THAT TO OUR KIDS.

AND AND WHEN I WAS ABLE TO CHECK THE KIDS OUT, THEY HAD THE BIGGEST SMILES ON THEIR FACE AND THEY WERE SO EXCITED TO BE ABLE TO HAVE NEW CLOTHES TO START THE YEAR.

AND SO, YOU KNOW, THAT THAT HELPS THEM WITH THE POSITIVE MINDSET.

SO EXCITED ABOUT THAT.

BUT I WANTED TO GIVE EVERYONE A HEADS UP JUST AS A PART OF ENHANCED SAFETY AT OUR CAMPUSES.

BEGINNING THIS SCHOOL YEAR, ALL OF OUR CAMPUSES WILL NO LONGER ACCEPT DELIVERIES FOR MEAL DELIVERY SERVICES OR RESTAURANTS FOR STUDENT LUNCHES.

AND SO CAMPUSES ALSO WILL NO LONGER HAVE DROP OFF TABLES FOR MEALS.

WHAT WE FOUND IS THAT MEALS WERE BEING DROPPED OFF AND WE COULDN'T IDENTIFY WHO THEY WOULD NEED TO GO TO.

AND THEN WE FOUND SOME PARAPHERNALIA IN THERE, SUCH AS VAPE PENS AND PILLS THAT PEOPLE WERE WERE SLIDING IN FROM DELIVERY SERVICES.

AND SO IN AN ATTEMPT TO KEEP OUR KIDS SAFE, WE'RE NOT GOING TO ALLOW DELIVERY SERVICES ANYMORE TO DROP OFF MEALS.

HOWEVER, PARENTS MAY STILL BRING OUTSIDE FOOD FOR THEIR CHILDREN IF THEY PLAN TO DELIVER THE MEALS DIRECTLY TO THEIR CHILDREN DURING THEIR DESIGNATED LUNCH PERIOD.

ALL GUESTS ARE REQUIRED TO FOLLOW EXISTING SAFETY PROTOCOLS AND CHECK IN WITH AN ID AND WITH AN ID THROUGH THE FRONT OFFICE, JUST LIKE YOU WOULD IN ANY OTHER WAY.

AND THAT WAY WE CAN MAKE SURE THAT WE CAN KIND OF PATROL WHAT'S COMING IN AND GOING OUT.

AND IF YOU WANT TO COME HAVE LUNCH WITH YOUR KID.

AS ALWAYS, WE STILL ENCOURAGE THAT.

THIS REALLY CAME FROM OUR STUDENT ADVISORY PANEL AND FROM OUR TEACHER [INAUDIBLE].

WE FOUND THAT WE WERE NOT BEING CONSISTENT IN OUR CLASSROOMS AS FAR AS WHO ALLOWED CELL PHONES TO BE USED AND WHO DIDN'T.

AND THEN WHEN WE DISCUSSED IT, WE WERE LIKE EVERY EVERY KID HAS ACCESS TO A COMPUTER.

NOW WE'RE 1 TO 1.

SO WE NO LONGER NEED TO BRING YOUR OWN DEVICES OR CELL PHONES IN ORDER TO GET ON THE INTERNET AND DO RESEARCH.

AND SO THE NEW GUIDELINES AND OUR PRINCIPLES WILL GO OVER WITH KIDS THE FIRST DAY OF SCHOOL.

BUT STUDENTS MAY USE THEIR CELL PHONES AND ELECTRONIC DEVICES BEFORE AND AFTER SCHOOL.

SO ONCE THE FIRST BELL STARTS, THEY WON'T BE ALLOWED TO USE THOSE PHONES.

THEY WILL BE ALLOWED TO KEEP THEM ON THEIR PERSON JUST FOR SAFETY REASONS.

WE'RE JUST GOING TO ASK THAT THEY TURN THEM ON AIRPLANE MODE AND NO LONGER USE THOSE SO THAT IN CASE OF EMERGENCY, WHEN THE TIME IS APPROPRIATE, WE WILL ALLOW THEM TO USE THOSE DEVICES. AND SO PRINCIPALS WILL HAVE DISCRETION DURING LUNCH TIME IF THEY WANT TO ALLOW THE STUDENTS TO USE THEIR PHONES DURING LUNCH WHEN IT'S A NON INSTRUCTIONAL PERIOD.

THAT WAY I THINK WE CAN HAVE CONSISTENCY, WE CAN FOCUS ON ON LEARNING AND INSTRUCTION AND AS YOU KNOW, WE HAVE A LOCAL POLICY F AND CE LOCAL WHERE YOU GUYS APPROVED THE ABILITY TO CHARGE A $10 FINE FOR THE CONFISCATION OF DEVICES.

AND SO WE HAVE ALL THAT PROTOCOL IN PLACE.

IT WILL BE IN THE HANDBOOK AND WE WILL ALSO CAREFULLY DELIVER THIS NEW INFORMATION TO KIDS WHEN THEY RETURN.

AND SO I THINK IT'S GOING TO BE A WIN WIN.

TEACHERS HAVE CONSTANTLY BEEN BATTLING THE LAST COUPLE OF YEARS THE CELL PHONES AND THE CLASSROOM.

AND SO I THINK THIS WILL BE A GREAT OPPORTUNITY TO GET KIDS ENGAGED.

AND LIKE I SAID, IF THEY NEED TO RESEARCH, THEY CAN USE THEIR LAPTOPS OR CHROMEBOOKS IN ORDER TO DO SO.

THERE ARE A COMPLEXITY OF ISSUES RELATED TO HEALTH AND SAFETY AS WE ENTER THE 2022-2023 SCHOOL YEAR, EVEN MORE SO IN THE CONTEXT OF THE KILLINGS IN UVALDE IN MAY. TODAY I'M HERE TO LISTEN AND LEARN HOW YOU PLAN ON HELPING MAKE OUR SCHOOLS SAFER THIS YEAR.

I SUPPORT THE ADDITION OF THE SCHOOL RESOURCE OFFICERS.

I DO HOPE THERE IS SOME CONSIDERATION FOR ADDED MENTAL HEALTH RESOURCES WITHIN THE DISTRICT AND I'M INTERESTED IN HEARING MORE ABOUT THAT POTENTIALLY.

TOO OFTEN THESE SCHOOL SHOOTINGS CAN BE CARRIED OUT BY STUDENTS AND NOT ALWAYS AN INTRUDER.

I AM INTERESTED IN HEARING MORE REGARDING THE CELL PHONE POLICY.

MY DAUGHTER IS IN ELC, SO SHE'S TOO YOUNG FOR A CELL PHONE UNLESS SHE'S TAKING SELFIES OR FACETIMING HER GRANDPARENTS.

I WOULD LIKE TO ADD THAT I DO NOT SUPPORT THE IDEA OF ARMING TEACHERS AND AGREE WITH DR.

WRIGHT ON THAT MATTER.

I BELIEVE OUR TEACHERS HAVE ENOUGH RESPONSIBILITIES AS IT IS AND WE TEND TO CONTINUE TO PILE THOSE ON.

ADDITIONALLY, RESEARCH DONE AT TEXAS STATE UNIVERSITY TRAINING CENTER HAS SHOWN THAT THIS COULD LIKELY ADD MORE CONFUSION AND AN ALREADY DANGEROUS SITUATION.

I HAVE PERSONALLY WITNESSED REALLY GOOD SECURITY AT THE CAMPUSES I HAVE VISITED.

HAVING A DAUGHTER IN ELC, I HAVE NEVER ARRIVED TO PICK HER UP AND THERE HAVE BEEN UNLOCKED DOORS OR SOMEBODY, I DON'T KNOW, LETTING ME IN.

SO I JUST WANTED TO TAKE A SECOND TO RECOGNIZE THOSE CAMPUSES, TEACHERS AND STAFF FOR ENSURING THE SECURITY OF OUR STUDENTS.

IT IS INCUMBENT ON EACH AND EVERY ONE OF US TO NOT RELY SOLELY ON DISTRICT OR THE LAW ENFORCEMENT.

IT'S EACH AND EVERY ONE OF US IN OUR RESPONSIBILITY TO MAKE SURE THAT WE ARE ABIDING BY THE RULES AND THAT WE ARE ALSO DOING SOMETHING, WHICH MEANS THAT IF WE SEE IT, WE NEED TO SAY SOMETHING AND WE NEED TO FOLLOW UP.

AND SO WHAT'S REALLY HAPPENING RIGHT NOW IS WE'RE ACTUALLY PULLING STAFF IN VARIOUS LOCATIONS AND SOME OF OUR SUPPORT ORGANIZATIONS IN ORDER TO STAFF SOME OF THESE ABSOLUTE AREAS. I TALKED TO COMMISSIONER JONES IN REGARDS TO MY PROPOSAL, WHICH INCLUDES ASKING FOR THREE SROS, THAT WOULD BE UNIFORMED OFFICERS IN A MARKED PATROL CAR. AND THEY WOULD RESPOND TO OUR 15 ELEMENTARY SCHOOLS BY SECTORIZING THEM INTO THREE DISTRICTS.

THOSE THREE DISTRICTS BASICALLY WOULD BE THEIR PATROL DISTRICT AND THEY WOULD BE RESPONSIBLE FOR IT.

SO THEY WOULD HANDLE ANY DRILLS, CRISIS ISSUES, POTENTIAL LAW ENFORCEMENT ISSUES, MENTAL HEALTH ISSUES, TRAFFIC ISSUES FOR THOSE FIVE SCHOOLS.

AND THEN, OF COURSE, IF NECESSARY, YOU KNOW THERE WAS AN ISSUE.

SOMETHING CAME UP AT ANOTHER ELEMENTARY SCHOOL.

THEY NEEDED A BACKING UNIT OR SOMETHING HAPPENED.
