SO AS SOME OF YOU KNOW, WE TYPICALLY MEET ON MONDAY NIGHTS AND THIS PAST MONDAY'S MEETING HAD A LITTLE BIT OF A SNAFU IN THE POSTING AND THAT WE HAVE SOME STRICT LAWS AND RULES AROUND HOW WE POST OUR MEETINGS.

SO IN AN EFFORT NOT TO MAKE THINGS WORSE IN THE ERROR OF THE POSTING, WE OPTED TO CANCEL THAT MEETING AND TO MOVE IT TO THIS MORNING. SO I APPRECIATE THE BOARD MOVING YOUR SCHEDULES AROUND.

I KNOW THIS IS INCONVENIENCE FOR OUR TEAM AS WELL AS ANY PARENTS THAT MIGHT BE TRYING TO COME TO OUR MEETINGS.

I ALSO JUST WANTED TO SAY THAT BY HAPPENSTANCE IT ALLOWED US TO ATTEND AND OUR ADMINISTRATION AND OUR LEADERSHIP TO ATTEND AN UNPRECEDENTED DOUBLE HEADER FOR HAYS HIGH SCHOOL'S GIRLS AND BOYS BASKETBALL IN SAN ANTONIO.

SADLY, THEY THOSE TEAMS DIDN'T COME HOME WITH THE W, BUT IT WAS AN AWESOME, AWESOME NIGHT TO SEE EVERYONE THERE, INCLUDING MYSELF AND DR.

WRIGHT. SO JUST WANTED TO MAKE THAT DISTINCTION.

HAVE A LOT OF EVENTS TO GIVE YOU AN UPDATE ON.

SO YOU'VE PROBABLY SEEN THE CALENDAR INVITATIONS, BUT WE HAVE ALL THREE HIGH SCHOOLS.

HAYS, LEHMAN AND JOHNSON WILL BE PERFORMING THEIR ONE ACT PLAY TONIGHT AND TOMORROW AT THE PERFORMING ARTS CENTER.

AND THEN WANTED TO GIVE A SHOUT OUT TO ALL OF YOU GUYS THAT HAVE WORKED IN THE IN THE SPELLING BEE AS JUDGES AND AS PRONOUNCERS.

WE HAVE WE HAD EVERY ELEMENTARY SCHOOL AND EVERY MIDDLE SCHOOL PARTICIPATE IN THE SPELLING BEE.

AND SEVEN OF THE STUDENTS FROM THOSE BEES ARE ADVANCING TO THE AUSTIN AREA SPELLING BEE.

AND SO THAT'S OUTSTANDING.

AND THEN LATER THIS SPRING, WE'RE GOING TO HOST THE SECOND ANNUAL HAYS CISD SPELLING BEE FOR ALL CAMPUS WINNERS.

AND SO I'M SURE THAT YOU GUYS WILL BE PARTICIPATING IN THAT AS WELL.

ALSO ON SATURDAY, OUR LOS LOBOS MARIACHIS HAVE QUALIFIED FOR THE UIL STATE MARIACHI FESTIVAL AND THEY PERFORM AT 630 ON SATURDAY.

I WILL BE ATTENDING THAT ONE.

IT'S ONE OF MY FAVORITE EVENTS EVERY YEAR AND THAT'S IN SEGUIN, SO I'LL KEEP YOU POSTED AS TO HOW THEY DO.

AND THEN I WANTED TO CONGRATULATE OUR HAYS HIGH SCHOOL SWIMMER ANDERSON BROWN.

HE WON THE SILVER MEDAL IN THE FIVE UIL STATE SWIMMING AND DIVING COMPETITION.

HE WAS IN THE 200 IM AND THEN WE HAD A SWIMMER FROM JOHNSON HIGH SCHOOL THAT COMPETED IN THE STATE 6A CARINA

CANARY, AND SHE FINISHED SEVENTH IN THE STATE.

SO THAT'S PRETTY OUTSTANDING WHEN YOU CONSIDER HOW MANY STUDENTS COMPETE ACROSS THE STATE OF TEXAS.

THEN I WANTED TO LET YOU KNOW THAT JOHNSON HIGH SCHOOL BOYS BASKETBALL WON THE BI DISTRICT CHAMPIONSHIP OVER VANDEGRIFT ON MONDAY AND THEY PLAY ACTUALLY AT BELLS GYM HERE IN HAYS TONIGHT AGAINST NEW BRAUNFELS UNICORNS AND THEN JUST VANESSA MENTIONED IT WE GOT TO SEE THE HAYES GIRLS AND BOYS BASKETBALL TEAM PLAY SAN ANTONIO WAGNER IN A DOUBLEHEADER AND I WANTED TO CONGRATULATE EACH ONE OF THOSE TEAMS ON AN OUTSTANDING SEASON.

I THINK THE GIRLS FINISHED 36-4, SO THEY MADE HISTORY.

AND THEN FINALLY, WELL NOT FINALLY, WE HAVE TWO MORE.

WE HAD THREE ELEMENTARY TEAMS AND ONE MIDDLE SCHOOL TEAM COMPETE IN DESTINATION IMAGINATION.

AND ONE OF THEM, OR MAYBE EVEN TWO, ARE ADVANCING TO STATE.

I HAVEN'T BEEN UPDATED COMPLETELY.

I JUST KNOW THAT WE'VE HAD GREAT SUCCESS WITH DESTINATION IMAGINATION, AND IF YOU GUYS ARE UNFAMILIAR WITH THAT, IT'S A REALLY NEAT EVENT.

AND THEN FINALLY, WE HOSTED A FENTANYL AWARENESS CAMPAIGN WITH SENATOR JOHN CORNYN YESTERDAY AT JOHNSON HIGH SCHOOL.

IT WAS WELL ATTENDED BY THE MEDIA.

AND I APPRECIATE THE SENATOR AND HIS STAFF FOR BEING WILLING TO COME LISTEN AND THEN HOPEFULLY TAKE SOME ACTION IN CONGRESS TO HELP US FIGHT FENTANYL.

NEXT UP, WE HAVE ACTION ITEMS. TEAM THE FIRST ACTION ITEM UNDER M-1 IS CONSIDER THE DECISION BY THE COMMISSIONER OF EDUCATION AND THE ANDREW PALMER AND THE HAYS CISD VERSUS HAYS CISD MATTER TEAM.

IF IT'S OKAY WITH YOU, I'D LIKE TO READ A STATEMENT.

THE HAYS CISD SCHOOL COMMUNITY MAY RECALL THAT ON MARCH 28TH 2022, THE BOARD OF TRUSTEES TERMINATED FORMER TEACHER ANDREW PALMER FOLLOWING HIS ARREST ON FELONY CHARGES OF INDECENCY WITH A CHILD INVOLVING SEXUAL CONDUCT, CONTACT, IMPROPER RELATIONSHIP BETWEEN AN EDUCATOR AND A STUDENT AND CONTINUOUS SEXUAL ABUSE OF A CHILD.

IN SEPTEMBER OF 2022, MR. PALMER WAS INDICTED BY A HAYS COUNTY GRAND JURY ON ONE COUNT OF CONTINUOUS SEXUAL ABUSE OF A CHILD AND TWO COUNTS OF INDECENCY WITH A CHILD BY SEXUAL CONTACT.

THE SCHOOL DISTRICT REPORTED THIS MATTER TO THE STATE BOARD FOR EDUCATOR CERTIFICATION, AND MR. PALMER'S CERTIFICATE IS CURRENTLY UNDER REVIEW AND WE TRUST THAT IT WILL BE PERMANENTLY REVOKED.

HE WILL NEVER, EVER WORK AT HAYS CISD AGAIN.

AS PART OF THIS CASE, THE DISTRICT DISCOVERED WRITINGS THAT WE BELIEVE WERE MADE BY MR. PALMER, WHICH DISCUSS THE GROTESQUE ACTIONS WHICH WERE THE BASIS FOR HIS ARREST.

ALTHOUGH THESE HEINOUS CRIMINAL ACTIONS WERE NOT COMMITTED IN CONNECTION WITH HIS EMPLOYMENT, THE BOARD UNANIMOUSLY TOOK ACTION FOR IMMEDIATE REMOVAL OF THIS INDIVIDUAL FROM ACCESS TO OUR STUDENTS AND ANY ASSOCIATION WITH OUR SCHOOL DISTRICT.

AS A RESULT OF OUR ACTIONS, MR. PALMER FILED AN ADMINISTRATIVE APPEAL WITH THE TEXAS COMMISSIONER OF EDUCATION TO TRY AND FORCE THE DISTRICT TO PAY HIM FOR THE REMAINDER OF THE SCHOOL YEAR.

FOLLOWING THE BOARD'S TERMINATION ACTION, WE BELIEVE IT'S IMPORTANT FOR OUR COMMUNITY TO BE UPDATED ON THE STATUS OF THIS CASE AND TO KNOW THAT ON FEBRUARY 6TH, 2023, THE TEXAS COMMISSIONER OF EDUCATION ISSUED A DECISION IN THE MATTER OF ANDREW PALMER VERSUS HAYS CISD FINDING THAT THE

DISTRICT OWES BACKPAY TO MR. PALMER FOR THE 2021-2022 SCHOOL YEAR DUE TO STRICTLY WRITTEN LAWS RELATED TO EDUCATOR CONTRACTS IN TEXAS. OBVIOUSLY THE BOARD IS DISAPPOINTED WITH THIS DECISION AND WE ARE OUTRAGED THAT THE LAWS IN OUR STATE WOULD FORCE US TO PAY SOMEONE UNDER THESE CIRCUMSTANCES.

AT THIS POINT WE HAVE REACHED OUT, REACHED THE CONCLUSION THAT THERE IS NOT A VIABLE PATH FOR APPEAL FROM THIS DECISION, GIVEN THE LAWS GOVERNING EDUCATOR CONTRACTS. WE WANT YOU TO KNOW THAT OUR FIGHT IS NOT OVER.

WE WILL BE FOCUSING OUR EFFORTS ON LEGISLATIVE CHANGES AT THE STATE LEVEL SO THAT NO SCHOOL DISTRICT WILL BE PUT IN A POSITION TO HAVE TO PAY AN EMPLOYEE WHO HAS ENGAGED IN THE SEXUAL ABUSE OF CHILDREN.

WE NEED YOUR VOICE TO PROMPT LAWMAKERS TO MAKE CHANGES TO THIS LAW.

EVERY DECISION WE MAKE AS A BOARD IS ABOUT THE CHILDREN IN OUR COMMUNITY, AND WE WILL CONTINUE TO FIGHT TO ENSURE THAT STUDENTS ARE SAFE AND THOSE WHO HARM OUR STUDENTS ARE HELD ACCOUNTABLE.

WE WANT TO THANK OUR SCHOOL COMMUNITY FOR YOUR CONTINUED SUPPORT AND FOR JOINING US IN OUR FIGHT.
