I'M HERE THIS EVENING TO PRESENT OUR FIRST REPORT, WHICH, AS YOU CAN SEE, STANDS FOR FINANCIAL INTEGRITY RATING SYSTEM OF TEXAS.

YOU GOT IT. THANKS.

SO, WHAT IS SCHOOL FIRST? SCHOOL FIRST STARTED IN THE 2001-2002 FISCAL YEAR.

AND IT'S A INDICATOR OF FINANCIAL HEALTH FOR SCHOOL DISTRICTS.

IT WAS ENACTED BY THE LEGISLATURE, THE 76TH TEXAS LEGISLATURE, IN 1999.

IT WAS AMENDED BY THE 83RD TEXAS LEGISLATURE.

AND THIS IS THE 19TH YEAR THAT SCHOOL FIRST HAS BEEN IN EXISTENCE.

SO THE PRIMARY GOAL OF THE FIRST RATING SYSTEM IS TO ENSURE THAT SCHOOL DISTRICTS ARE HELD ACCOUNTABLE FOR THE QUALITY OF THEIR FINANCIAL MANAGEMENT PRACTICES.

THE GOAL IS TO ACHIEVE THE QUALITY PERFORMANCE IN THE MANAGEMENT OF SCHOOL DISTRICT'S FINANCIAL RESOURCES, AND IS DESIGNED TO ENCOURAGE PUBLIC SCHOOLS, TEXAS PUBLIC SCHOOLS TO BETTER MANAGE THEIR FINANCIAL RESOURCES.

THE FIRST REPORT THAT WE HAVE FOR 22-23, IT'S BASED ON STUDENT AND STAFF DATA FROM FROM THE YEAR PRIOR.

SO LIKE OUR JUNE 30TH, 2022 FINANCIAL AUDIT AND OUR SCHOOL YEAR ENDING 2122, THAT'S THE INFORMATION THAT GOES INTO THE FIRST REPORT.

THERE'S THE REASON THAT WE HAVE IT TO WHERE IT'S I GUESS A YEAR BEHIND IS BECAUSE THERE'S CERTAIN DEADLINES. LIKE, FOR EXAMPLE, WE'RE WORKING ON THE AUDIT RIGHT NOW FOR 22-23.

THAT'S NOT DUE TO UNTIL JANUARY OF 24.

SO, BY THE TIME TEA GATHERS ALL THE INFORMATION IT'S USUALLY ABOUT A YEAR BEHIND.

SO WHAT YOU SEE HERE IS THE POINT SYSTEM OR THE POINT STRUCTURE THAT YOU CAN GET.

A SUPERIOR RATING IS BETWEEN 90 AND 100 POINTS, B IS 80 TO 89, C IS 70.

AND THEN ANYTHING BELOW A 70 IS CONSIDERED AN F OR SUBSTANDARD ACHIEVEMENT.

SO OUR DISTRICT ACTUALLY IMPROVED THIS YEAR.

WE GOT 96 OUT OF 100 POINTS.

SO WE GOT THE A, THE SUPERIOR RATING WHICH IS THE HIGHEST THAT YOU CAN GET.

AND SO WHAT THIS SLIDE KIND OF DOES IS THERE WAS A THERE WAS A REPORT THAT WAS IN THE PACKET.

AND WHAT THIS DOES IS IT KIND OF GOES THROUGH THAT REPORT AND EXPLAINS, YOU KNOW, THE FIRST PART OF IT INCLUDES INFORMATION. JUST TO MAKE IT A LITTLE BIT UNDERSTANDABLE FOR THE LAYPERSON TO LOOK AT THE ACTUAL RATING AND HOW IT COMES TO YOU.

CAN YOU CAN SEE THAT ON PAGES THREE AND SIX, ON PAGE SEVEN THROUGH TEN.

THAT'S ME MAKING AN ATTEMPT TO KIND OF TRY TO PUT THESE QUESTIONS INTO A LAYPERSON'S UNDERSTANDING AND KIND OF TRY TO EXPLAIN WHAT THEY'RE ASKING FOR. AND THEN THERE'S SOME REQUIRED DISCLOSURES ON PAGES 11 THROUGH 12.

AND TYPICALLY WHAT THAT IS, IS FOR FOR EACH SCHOOL DISTRICT, YOU HAVE TO HAVE YOUR SUPERINTENDENTS CONTRACT, AND THEN YOU HAVE TO SHOW REIMBURSEMENTS OR EXPENSES PAID ON BEHALF OF THE SUPERINTENDENT AND THE SCHOOL BOARD.

TYPICALLY, WHAT THAT IS, IS THE BOARD CONVENTION THAT TASB PUTS ON IS KIND OF WHAT WE'VE HAD IN OUR HISTORY.

AND THEN I JUST KIND OF ALWAYS ADDED THIS.

AND PAGES 13 THROUGH 19 IS JUST LIKE A GLOSSARY OF SOME COMMON TERMS THAT, THAT YOU'LL HEAR, WHETHER IT'S THROUGH THE FIRST REPORT OR BUDGET TIME OR, OR EVEN WHEN THE FINANCIAL STATEMENTS ARE PRESENTED BY OUR AUDITORS.

AND THAT'S REALLY, IT'S JUST A VERY SIMPLE PRESENTATION.

I WOULD LIKE FOR IT TO BE MORE.

THEY FINISHED SEVENTH IN AREA D COMPETITION.

AND YOU KNOW, IN MY OPINION, FROM EVERYTHING I'VE HEARD, WE SHOULD HAVE MADE IT.

AND SO, I'M GOING TO I'M GOING TO FIND OUT WHY WE DIDN'T AND WHAT WE NEED TO DO BETTER TO MAKE IT NEXT YEAR.

BUT I'M SO EXCITED THAT WE DID MAKE THE FINALS.

IT'S A VERY TOUGH AREA AND SO VERY PROUD OF OUR KIDS.

NEXT THING I WANT TO REMIND EVERYBODY THAT EARLY VOTING STARTED TODAY FOR PROPOSITIONS, AND THERE ARE TWO THAT WILL IMPACT.

THERE'S ONE THAT WILL IMPACT EDUCATORS.

THE COST OF LIVING ADJUSTMENT THAT WILL TAKE PLACE SHOULD IT PASS.

RETIRED EDUCATORS HAVEN'T SEEN A COST OF LIVING ADJUSTMENT FOR 19 YEARS SINCE 2004.

AND SO EVERYBODY KNOWS WHAT INFLATION HAS BEEN LIKE.

SO CONSIDER THAT WHEN YOU GO OUT AND VOTE AND ALSO YOU CAN HELP YOURSELF PERSONALLY, THE HOMESTEAD EXEMPTION IF YOU VOTE TO APPROVE WOULD INCREASE FROM 40,000 TO 100,000 ON YOUR PROPERTY.

SO, SEVERAL THINGS THERE ARE A LOT OF OTHER PROPOSITIONS, BUT THOSE ARE THE TWO I WANTED TO MENTION.

AND THEN FINALLY, HAYS CISD RECEIVED THE BEST-IN-CLASS AWARD TODAY FOR ENERGY MANAGEMENT FROM SYNERGISTIC.

WE HAVE, WE SAVED 34% FROM LAST YEAR, AND SINCE WE STARTED WITH THEM, WE HAVE SAVED OVER $2 MILLION IN ENERGY MANAGEMENT BY REDUCING COSTS OF ELECTRICITY.

SO, YOU KNOW, THAT TAKES A LOT OF WORK ON EVERYBODY'S PART.

SO, AS YOU KNOW, TEACHER INCENTIVE ALLOTMENT IS A PROGRAM THAT WAS PASSED BY THE TEXAS LEGISLATURE LEGISLATURE, EXCUSE ME.

AND ITS PURPOSES ARE TO CREATE A PATHWAY FOR SIX FIGURE SALARIES FOR TEACHERS.

THEY ALSO ALLOW US TO IT HELPS US TO ATTRACT AND RETAIN HIGHLY EFFECTIVE TEACHERS AND SPECIFICALLY AT TRADITIONALLY HARD TO STAFF SCHOOLS.

SO, WE'RE PROUD TO HAVE THAT PROGRAM HERE IN OUR SCHOOL DISTRICT AS WE GO OUT TO JOB FAIRS AND TALK TO TEACHERS OUT IN THE COMMUNITY.

WE ALWAYS SHARE THAT INFORMATION WITH THEM ABOUT HOW THEY CAN COME TO HAYS AND BE PART OF THIS AMAZING PROGRAM, BECAUSE NOT ALL SCHOOL DISTRICTS PARTICIPATE. SO THROUGH TEACHER INCENTIVE ALLOTMENT, TEACHERS CAN EARN THREE DIFFERENT DESIGNATIONS AS YOU KNOW, RECOGNIZED, EXEMPLARY, AND MASTER.

AND THE AMOUNTS THAT YOU SEE HERE ARE THE ALLOTMENTS THAT ARE AWARDED HERE AT HAYS CISD.

SO THOSE ARE THE RANGES THAT WE HAVE.

SO THROUGH TEACHER INCENTIVE ALLOTMENT THEY CAN EARN THESE DESIGNATIONS.

BUT THERE IS ANOTHER PATHWAY TO EARN A RECOGNIZED DESIGNATION WHICH IS TO BECOME NATIONAL BOARD CERTIFIED.

AND IF ONCE THEY HOLD THAT CERTIFICATION, THEY BECOME RECOGNIZED TEACHERS.

SO WE ALWAYS WANT TO SHARE THAT WITH TEACHERS WHEN WE GO OUT TO CAMPUSES, THAT THEY CAN BECOME RECOGNIZED THROUGH TEA OR THROUGH NATIONAL BOARD.

SO I DO WANT TO THANK YOU, OUR BOARD, FOR CONTINUING TO SUPPORT OUR NATIONAL BOARD CERTIFIED TEACHERS.

THE STIPEND THAT THEY RECEIVE ONCE THEY'RE CERTIFIED, THEY ARE IN.

WE'RE STARTING OUR SECOND YEAR.

SO WE HAVE THAT SECOND COHORT GOING AND WE'RE GETTING A LOT OF GREAT FEEDBACK.

THEY'RE CHOOSING TO MEET IN PERSON, WHICH IS REALLY EXCITING.

SO LAST SCHOOL YEAR WE DESIGNATED 79 TEACHERS.

AND WE JUST WANT TO TAKE A MINUTE TO CELEBRATE THESE TEACHERS, THEIR ACCOMPLISHMENTS IN THE AWARDS THEY'RE GETTING WITH THEIR ALLOTMENT.

SO WE WENT AROUND TO A COUPLE OF CAMPUSES.

WE DIDN'T GET TO MAKE IT OUT TO ALL OF THEM, BUT WE MADE SIGNS FOR THEM.

WE TOOK PICTURES.

SO, SOME OF THE PICTURES YOU SEE ARE PICTURES OF TEACHERS AND WHAT THEY DESIGNATE, EXCUSE ME, WHAT THEY GENERATED AT THEIR CAMPUS.

THAT WAS A FUN TIME.

SO, TEA DOES REQUIRE US TO SUBMIT DATA AND INFORMATION ON HOW TEA IS IMPACTING RETENTION AND RECRUITMENT.

SO WE'RE REQUIRED TO DO THAT ANNUALLY.

SO THIS PAST AUGUST, WE SUBMITTED OUR ANNUAL SUBMISSION WHERE WE HAD TO REPORT SOME OF THAT DATA.

SO ONE GREAT THING WAS THAT WE STARTED THE SCHOOL YEAR WITH ZERO VACANCIES IN THOSE TEA ELIGIBLE AREAS.

WE ALSO SAW 91% RETENTION RATE OF OUR DESIGNATED TEACHERS.

SO, WE DID HAVE SEVEN TEACHERS LEAVE, BUT WE HAD 72 THAT CHOSE TO STAY WITH US.

SO, WE'RE CURRENTLY AND WE'LL JUST CONTINUE TO COLLECT MORE DATA ON HOW TEA IS IMPACTING OUR RECRUITMENT AND RETENTION HERE AT HAYS CISD.

SO, FOR THE 22-23 DATA CAPTURE YEAR, WE HAVE CRITERIA THAT TEA REQUIRES WHICH IS LISTED HERE.

THIS HAS NOT CHANGED, BUT TO ALSO GIVES DISTRICTS THE FLEXIBILITY TO DESIGN A LOCAL PLAN.

AND SO, YOU'LL SEE OUR REQUIREMENTS IN THE HAYS CISD LOCAL PLAN AND THE DIFFERENT ELIGIBLE TEACHING ASSIGNMENTS.

SO WE'RE LOOKING AT DATA FOR THE 2223 SCHOOL YEAR IN THESE ELIGIBLE TEACHING ASSIGNMENTS.

SO WE HAVE SOME PRELIMINARY DATA FOR YOU THIS YEAR IN OUR SUBMISSION FOR OCTOBER.

WE HAVE 291 POTENTEAL DESIGNATIONS, WHICH IS A 268 INCREASE FROM LAST SCHOOL YEAR.

WE'VE GOTTEN A LOT OF GOOD FEEDBACK.

WE HAVE AMAZING STUDENT GROWTH.

OUR TEACHERS ARE ALSO AMAZING.

SO WE'VE GOTTEN A LOT OF GOOD FEEDBACK, AND WE HAVE A LOT OF GREAT DATA TO SHOW THAT OUR TEACHERS DESERVE AND HAVE EARNED THESE POTENTIAL DESIGNATIONS.

WE HAVE AN INCREASE.

OF COURSE, OUR GROUP IS LARGER THIS YEAR, SO WE ADDED MORE ELIGIBLE TEACHERS FOR THE 22-23 SCHOOL YEAR IN COMPARISON TO 2122.

BUT KEEP IN MIND, THIS DATA IS STILL BEING REFINED AND WE'RE GOING THROUGH OUR FINAL ANALYSIS CHECKS BEFORE SUBMISSION.

SO OUR TIMELINE THIS YEAR, WE'RE IN OUR 2324 DATA CAPTURE YEAR FOR ELIGIBLE TEACHERS.

BUT THIS THURSDAY IS OUR DEADLINE TO SUBMIT TO DID EXTEND THAT.

IT WAS ORIGINALLY OCTOBER 19TH, BUT THEY'VE EXTENDED IT BECAUSE OF, YOU KNOW, RESULTS BEING SHARED WITH DISTRICTS A LITTLE BIT LATER THAN NORMAL.

SO, THIS YEAR WE'VE EXPANDED AND ADDED MAP AS THE ASSESSMENT FOR THIRD GRADE TEACHERS IN MATH.

WE HAVE THEM REQUIRED TO TEACH FOUR SECTIONS OF THEIR ELIGIBLE TEACHING ASSIGNMENT INSTEAD OF THREE SECTIONS.

SO HOW MANY CAMPUSES ARE ELIGIBLE? ALL CAMPUSES ARE ELIGIBLE, BUT NOT ALL CAMPUSES ARE PARTICIPATING.

THEY ARE ELIGIBLE.

BUT THERE ARE YES.

NO. THEY ALL HAVE TO PARTICIPATE.

BUT THERE ARE SOME CAMPUSES WHERE THE TEACHERS WILL MOST LIKELY NOT MEET THE CRITERIA OF TEACHING FOUR SECTIONS, OR HAVING AT LEAST TEN STUDENTS.

FOR EXAMPLE, STUDENTS HAVE TO BE REPORTED IN THE FALL ROSTER AND WINTER ROSTER TO DOES CHECK THAT THROUGH THE TEAM'S REPORTS.

SO FOR FOR EXAMPLE, LIVE OAK AND IMPACT HAVE STUDENTS THAT ARE MOVING AROUND OR THEY'RE NOT ALWAYS THEY'RE REPORTED WITH THAT TEACHER, WHICH MAKES IT DIFFICULT FOR A TEACHER TO EARN A DESIGNATION AT THOSE CAMPUSES.

SO EVERY CAMPUS, PRE-K THROUGH THIRD PARTICIPATES.

ALSO, THIS IS THE FIRST YEAR THAT WE'VE INTRODUCED THIS.

AND SO YOU HAVE PEOPLE WHO ARE EARLY ADOPTERS.
