ALL FAITHS AND NON FAITHS COEXIST WITHOUT FAVOR OF ONE OVER ANOTHER.

BECAUSE IN THESE SCHOOLS, WE SEE STUDENTS FROM A VARIETY OF RELIGIOUS BACKGROUNDS AND SOME STUDENTS WHO HAVE NO RELIGIOUS AFFILIATION AT ALL.THE LAW CONCERNING CHAPLAINS RAISES TWO SPECIFIC QUESTIONS TO WHAT END AND FOR WHAT PURPOSE WILL CHAPLAINS BE USED? WITHOUT QUESTION, PUBLIC SCHOOL EMPLOYEES RETAIN THEIR RIGHTS TO FREE EXERCISE OF RELIGION.
WHEN THEY ARE ACTING AS REPRESENTATIVES OF A PUBLIC SCHOOL SYSTEM HOWEVER, THE SUPREME COURT HAS CONSISTENTLY SAID THEIR RIGHTS ARE CONSTRAINED BY THE FIRST AMENDMENT'S ESTABLISHMENT CLAUSE THAT SAYS CONGRESS SHALL MAKE NO LAW RESPECTING AN ESTABLISHMENT OF RELIGION.
UNFORTUNATELY, AS A LETTER FROM 100 CHAPLAINS WHO WERE AGAINST THE TEXAS BILL POINTED OUT, THERE'S NO REQUIREMENT IN THIS LAW THAT THE CHAPLAINS SHOULD REFRAIN FROM PROSELYTIZING WHILE AT SCHOOLS OR THAT THEY SERVE STUDENTS FROM DIFFERENT RELIGIOUS BACKGROUNDS.
FOR EXAMPLE, IN ITS CASE LYNCH V DONNELLY.
ENDORSING A SPECIFIC RELIGION WOULD LEAD THOSE MEMBERS TO THINK OF THEMSELVES AS PARTICULARLY SPECIAL, AND DISAPPROVING OF A SPECIFIC RELIGION WOULD ALIENATE THOSE MEMBERS.
CHILDREN SHOULD NOT BE ALIENATED IN ANY WAY, SHAPE, OR FORM.
FINALLY, THE PROPOSED CHAPLAINS DID NOT HAVE SPECIAL TRAINING IN COUNSELING.
WHILE CHAPLAINS CONSIDER MATTERS OF BELIEF, WORSHIP, THE SOUL, PRAYER RITUALS, AND GOD, THEY ARE NOT TRAINED TO HELP STUDENTS DEAL WITH HOMOPHOBIA, PREGNANCY, PSYCHOLOGICAL AND PHYSICAL ABUSE, HOMELESSNESS, EATING DISORDERS, SCHOOL SHOOTINGS, SELF-ESTEEM PROBLEMS, RACISM, SEXISM, POVERTY, SUICIDE THOUGHTS, BULLYING, AND PEER PRESSURES.
I ARGUE THAT ANY ADDITIONAL FUNDING SHOULD BE USED TO EMPLOY PROFESSIONAL AND QUALIFIED COUNSELORS, AND WE SHOULD KEEP IN MIND THAT FREE PUBLIC, SECULAR EDUCATION HISTORICALLY HAS HELD THE KEY FOR AMERICAN PROGRESS.

ONE MONTH AGO, CNN REPORTED THAT CREDIT CARD BALANCES JUST HIT A NEW HIGH OF OVER 1 TRILLION.
NOT A BILLION, BUT $1 TRILLION.
IT'S UP 48 BILLION IN JUST THREE MONTHS AND 154 BILLION IN A YEAR.
THE NUMBER OF HOUSEHOLDS ENTERING SERIOUS DELINQUENCY IS THE HIGHEST IT'S BEEN IN 12 YEARS.
AND SINCE 2020, EXPERIAN HAS SAID THAT GEN Z HAS HAD THE GREATEST INCREASE IN THEIR CREDIT CARD DEBT OF ANY AGE GROUP.
AND LET'S ADD PRINCIPLES OF EXERCISE AND WELLNESS TO HELP THEM STAY HEALTHY.

NOW, WHY AM I TELLING YOU ALL OF THIS ABOUT ME? BECAUSE EVEN WITH 49 YEARS OF EXPERIENCE IN THE MINISTRY AND ALL THE TRAINING THAT I HAVE RECEIVED OVER THE YEARS, I AM IN NO WAY QUALIFIED TO BE A SCHOOL COUNSELOR.
THIS PAST SPRING, THE TEXAS LEGISLATURE PASSED SENATE BILL 73, WHICH GIVES SCHOOL DISTRICTS THE OPTION TO HIRE CHAPLAINS TO REPLACE SCHOOL COUNSELORS, THAT'S AN ITEM ON YOUR AGENDA THIS EVENING.
WE'RE NOT OPPOSED TO CHAPLAINS IN GENERAL, BUT WE BELIEVE THAT HIRING THEM IN SCHOOL AS SCHOOL COUNSELORS WOULD NOT GIVE STUDENTS THE GUIDANCE THEY NEED TO BE SUCCESSFUL ACADEMICALLY.
I'M ON THE BOARD OF CAPITAL IDEA, WHICH EACH YEAR PROVIDES LOW INCOME STUDENTS IN CENTRAL TEXAS WITH OVER $2 MILLION OF SCHOLARSHIPS AND OTHER KINDS OF AID TO ATTEND AUSTIN COMMUNITY COLLEGE.
VERY IMPORTANT TO ME PERSONALLY IS THAT I HAVE TWO GRANDCHILDREN IN THE HAYS CISD SYSTEM.
ONE'S A SENIOR AT JOHNSON HIGH SCHOOL AND THE OTHER A THIRD GRADER AT NEGLEY ELEMENTARY.
AND I WANT TO SEE THEM TO HAVE THEM RECEIVE THE BEST EDUCATION POSSIBLE.
AND I BELIEVE THAT SCHOOL COUNSELORS NEED TO BE TRAINED TO DO THAT.
THEREFORE, I OPPOSED CHAPLAINS AS SCHOOL COUNSELORS.

AND I'M NOT SAYING I'M AGAINST RELIGION.
I'M NOT A RELIGIOUS PERSON, BUT I KNOW PLENTY OF GREAT PEOPLE WHO ARE.
AND RELIGION HAS A REALLY IMPORTANT PLACE IN THE HEARTS AND HOMES OF OUR COMMUNITY.
IT DOES NOT HAVE A PLACE IN OUR SCHOOLS.
AS I PLAN MY FAMILY AND AS I PLAN MY FUTURE HERE, IT'S ALREADY DIFFICULT ENOUGH DECIDING WHICH NEIGHBORHOOD AM I GOING TO LIVE IN, WHICH SCHOOLS DO I WANT TO GO TO? YOU KNOW, WHICH ARE THE BEST SCHOOLS? WHO'S GETTING THE BEST GRADES? I DON'T ALSO WANT TO HAVE TO THINK ABOUT, OKAY, WHICH CHAPLAIN IS EMPLOYED IN THAT SCHOOL? WHAT DENOMINATION ARE THEY? WHAT RELIGION ARE THEY? DO I HAVE TO WORRY THAT MY CHILD, BEING RAISED IN A NON-RELIGIOUS HOME, IS GOING TO POSSIBLY HAVE SOMEBODY TRY TO CONVERT THEM? ANY RELIGIOUS EDUCATION THAT HAPPENS SHOULD HAPPEN IN THE HOME AND IT SHOULD STAY THERE.
I RECEIVED MY RELIGIOUS TEACHINGS FROM MY FAMILY WHEN I WAS YOUNGER, AND EVERY SINGLE FAMILY HAS THEIR OWN RIGHT TO DO THAT WITH THEIR OWN CHILDREN, AND ALSO THINKING ABOUT THE TEENAGERS AS WELL.
LIFE AS A TEEN IS HARD ENOUGH, PARTICULARLY IF YOU ARE LGBT, IF YOU ARE SOMEBODY WHO DOESN'T FIT INTO THE MAINSTREAM, AND THE IDEA THAT WHILE YOU'RE ALREADY GOING THROUGH EVERYTHING ELSE, YOU KNOW, ALL OF THE PRESSURE TO BE PERFECT ON SOCIAL MEDIA, TO GET PERFECT GRADES, TO GET INTO THE BEST SCHOOL, THE IDEA THAT ON TOP OF THAT, IT'S, HEY, WHY DON'T WE GO SEE THE CHAPLAIN AND WHY DON'T WE, YOU KNOW, SEE IF THAT PERSON CAN CHANGE YOU TO THEIR RELIGION AS WELL? IT'S JUST TOO MUCH.
OUR KIDS ARE ALREADY FACING SO MUCH, AND OUR FAMILIES ARE ALREADY FACING SO MUCH.

IF YOU REMEMBER, WE BROUGHT THIS TO YOU BACK IN 21, 22.
WE INTRODUCED THIS PROGRAM TO THE BOARD AND TO, THE CABINET AS WELL.
WE WANTED TO BRING THIS PROGRAM HAYS CISD.
OUR INAUGURAL YEAR WAS LAST YEAR IN 22, 23, WHICH WE WERE VERY SUCCESSFUL AND HAD A GREAT 5K THAT WE PUT ON IN FEBRUARY. AND THIS YEAR WE HAVE CONTINUED WITH THAT SUCCESS.
SO YOU'LL SEE, WE HAVE, THE SAME NUMBER OF SCHOOLS LISTED THAT ARE STILL PARTICIPATING WITH UNIFIED CHAMPIONS AND REALLY, OUR GOAL HERE IS TO MAKE INCLUSION AND ACCEPTANCE PART OF OUR CULTURE OF OUR CAMPUSES AND OUR DISTRICT.
AND YOU WILL SEE HOW WE ARE CONTINUING TO DO THAT.

SO I'M GOING TO LET HER SHARE ALL THE GREAT THINGS WE HAVE SEEN THIS SCHOOL YEAR.
THE NEXT SLIDE, IF WE CAN TURN THAT WELL, YOU'LL BE ABLE TO SEE SOME PICTURES OF SOME OF THE DIFFERENT THINGS THAT HAVE GONE ON THIS YEAR, IF YOU LOOK OVER, WE'RE GOING TO START ON THE LEFT AT THE TOP THERE FOR OUR BOWLING.
WE HAD 179 SPECIAL OLYMPICS ATHLETES AGES 8 TO 19 COMPETE AN SEVERAL OF OUR UCS BUDDIES.
ELEMENTARY, MIDDLE AND HIGH SCHOOL WERE THERE TO SUPPORT AND CHEER ON THEIR FELLOW PEERS.
SO IT WAS A GREAT, WONDERFUL OPPORTUNITY.
THERE WAS A LOT OF DIFFERENT THINGS THAT WERE OCCURRING THERE.
THERE WAS FELLOWSHIP BETWEEN THE PEERS, THEY WERE COOKING TOGETHER.
THEY WERE PLAYING GAMES TOGETHER.
THEY WERE GREETING. THEY WERE SEATING.
IT WAS A VERY I GUESS, WHOLE LIKE FROM THE START TO THE END, IT WAS A WONDERFUL EVENT.
UP THERE AT THE TOP RIGHT, YOU'LL SEE A BARTON MIDDLE SCHOOL.
THE NEXT ONE DOWN THERE IN THE GYM.
THEY DO BASKETBALL, DRUM FIT, ARTS AND CRAFTS, WATER DAY, SINGING, KARAOKE.
SO IT'S A WONDERFUL OPPORTUNITY.
BUT THE STUDENTS LEAD WHAT ACTIVITIES THEY WANT TO DO.
SO OUR STUDENTS, WITH AND WITHOUT DISABILITIES WORK TOGETHER TO DECIDE AND PLAN THE CLUB EVENTS.
WHAT DO THEY WANT TO DO TOGETHER? SO IT REALLY PROVIDES THAT LEADERSHIP OPPORTUNITY FOR OUR STUDENTS.
THERE AT THE BOTTOM, WE PARTICIPATED IN THE BUDA FEST LIGHTED PARADE THIS YEAR FOR THE SECOND YEAR LAST YEAR, JOHNSON UCS PARTICIPATED AND THIS YEAR WE EXPANDED THAT AND AND OFFERED IT TO ALL OF OUR UCS CAMPUSES AND SPECIAL OLYMPICS ATHLETES.
SOME OF THE DIFFERENT SOME OF THE OTHER ACTIVITIES THAT ARE NOT FEATURED UP HERE.

SO THEY'RE LEARNING, YOU KNOW, FINANCIAL INFORMATION, YOU KNOW, SKILLS, FINANCIAL SKILLS, PLANNING, GROCERY SHOPPING.
YOU KNOW, THERE'S KIND OF A WIDE RANGE OF SKILLS THAT THEY'RE WORKING ON THERE.
AT JOHNSON HIGH SCHOOL, THEY ARE GOING TO BE GOING CHRISTMAS CAROLING HERE SOON.
HOLIDAY CAROLING, WITH THE COSMETOLOGY DEPARTMENT.
THEY DO PUMPKIN PAINTING WITH THE ART CLUB.
AND I JUST WANTED TO ALSO SHARE ONE OF OUR CAMPUSES, LOST THEIR UCS SPONSOR THIS YEAR, WENT ON TO OTHER TO DO OTHER THINGS AND ALTHOUGH THEY DO NOT HAVE AN OFFICIAL UCS SPONSOR, THEY DO THEY DO CONTINUE TO PROVIDE OPPORTUNITIES ON THEIR CAMPUS.
AND THEY HAD A PLAY RECENTLY WHERE SOME OF OUR STUDENTS WITH THE MOST SIGNIFICANT DISABILITIES WERE PART OF THE PLAY AND USED THEIR AAC DEVICE TO PROVIDE INFORMATION THEIR LINES TO THE AUDIENCE.
SO IT WAS REALLY FUN TO SEE THAT.
YEAH, AND SHE'S ALSO A CHEERLEADER ON THE CAMPUS.
SO NOW WE'LL TALK ABOUT SOME UPCOMING EVENTS THAT ARE BE GOING ON.
RECENTLY WE AWARDED 14 OF OUR ATHLETES, ACROSS THE DISTRICT AT ALL THREE HIGH SCHOOLS.

THEY'RE ALL VERY, VERY PROUD OF THAT.
SINCE 2015, WE'VE AWARDED 68 JACKETS.
AND THAT'S JUST SINCE WE'VE STARTED DOCUMENTING, LIKE, IN A SPREADSHEET, YOU KNOW, ON THE COMPUTER, BECAUSE WE'VE BEEN DOING THIS FOR YEARS, BUT FROM 68 SINCE 2015 SO WE'RE REALLY EXCITED ABOUT OUR ATHLETES.

SO THEY ARE THE ADAPTIVE PE TEACHERS AND FELLOW SPECIAL OLYMPICS COACHES WHO COULDN'T BE HERE THIS EVENING BUT IF YOU GO OUT TO THE TRAIL OF LIGHTS, PLEASE TAKE SOME PICTURES AND SEND THEM OUR WAY.

WHEREAS SECTION 23.001 OF THE TEXAS EDUCATION CODE PERMITS THE DISTRICT TO EMPLOY OR ACCEPT AS A VOLUNTEER TO PROVIDE SUPPORT SERVICES AND PROGRAMS FOR STUDENTS AS ASSIGNED BY THE BOARD.

HOWEVER, WE DO HAVE A HISTORY OF HAVING THE ABILITY, FOR EXAMPLE, A A CHURCH PASTOR THAT WANTS TO COME UP AND MENTOR A GROUP OF KIDS, THAT THEY SERVE IN THEIR CHURCH OR THAT, COUNSELORS HAVE REACHED OUT TO THEM JUST BECAUSE THEY MIGHT NEED A MALE ROLE MODEL IN THEIR LIFE.
OR IF WE HAVE SOMEONE THAT WANTS TO SERVE IN FCA, WE HAVE CLUBS DEDICATED FOR THAT.
AND SO WE WILL CONTINUE TO ACCEPT, DIFFERENT PEOPLE FROM, BACKGROUNDS, CHAPLAINS, PREACHERS, PRIESTS, ETC.
BUT THEY WILL NOT TAKE THE PLACE OF OUR PROFESSIONAL SCHOOL COUNSELORS TO PROVIDE ACADEMIC AND BEHAVIORAL SUPPORT AND COUNSELING SERVICES FOR OUR KIDS.
