SINCE 2019, INFLATION HAS RISEN BY 22% AND OUR BASIC ALLOTMENT FOR STUDENTS HAS REMAINED THE SAME AT $6,160 PER KID. THAT'S IF THEY COME 100% OF THE TIME. AS YOU KNOW, OUR ATTENDANCE RATE WAS ABOUT 93.7%, SO WE DON'T GET THAT AMOUNT PER KID. AND SINCE THAT TIME YOU CAN SEE ON THIS CHART INFLATION IS 22%. SO IF THE BASIC ALLOTMENT WOULD HAVE BEEN ADJUSTED AT THE LAST LEGISLATIVE SESSION TO DEAL WITH THIS INFLATION, IT WOULD HAVE ADDED $1,360 PER KID, AND THE ADJUSTED BASIC ALLOTMENT WOULD BE 7520 PER STUDENT. SO YOU CAN SEE WHAT THAT MEANS, WHAT THAT WOULD MEAN FOR THE STATE OF TEXAS. BUT WHAT IT WOULD MEAN FOR HAYS CISD, AT 93.7% ATTENDANCE IS ABOUT $32 MILLION PER YEAR IN ADDITIONAL REVENUE. AND SO WE REALLY NEED OUR PUBLIC TO BE AWARE THAT ALTHOUGH THE STATE PUT MONEY BACK INTO PUBLIC EDUCATION BY BUYING [00:05:08] DOWN PROPERTY TAXES. WE DIDN'T SUFFICIENTLY HANDLE THE ISSUE OF INFLATION. AND SO LET ME SHOW YOU THE NEXT CHART, BARBARA. SO I TOLD YOU AT THE BUDGET WORKSHOP THAT WE WERE 42ND IN THE NATION WILL BECAUSE THEY BOUGHT DOWN PROPERTY TAXES. WE'VE MOVED UP FROM NUMBER 42 TO NUMBER 41. SO NOT MUCH REASON TO CELEBRATE. WE STILL ARE IN THE BOTTOM TIER, BUT TO GET UP TO THE NATIONAL AVERAGE OF 16,131, WHICH WOULD PUT US NUMBER 25 IN THE NATION. WE WOULD HAVE TO INCREASE BY ALMOST 3000, EXACTLY $3,296 PER KID. AND SO WHAT I WANT THE PUBLIC TO BE AWARE OF, TOO, IS WHEN YOU SEE THAT WE'RE FUNDED PER STUDENT AT $12,835 PER KID, THE OTHER $6,000 PER KID IS BY THE STATE BUYING DOWN PROPERTY TAXES BY THE AMOUNT OF $6,000 PER KID. SO WHAT WE HAVE TO SPEND FOR THE MAINTENANCE AND OPERATION BUDGET IS 6160 PER KID. IF THEY COME 100% OF THE TIME, THE OTHER $6,000, WHICH I'M THANKFUL THEY DID, BOUGHT DOWN PROPERTY TAXES. SO THEY SAY THAT THEY CONTRIBUTE $12,000 PER KID, BUT WE ONLY GET TO USE HALF OF THAT. SO I JUST WANT TO PUT THAT IN PERSPECTIVE FOR THE PEOPLE THAT ARE OUT THERE WATCHING. AND SO WHEN YOU LOOK AT THIS LIST, THANK GOODNESS FOR ARKANSAS, OKLAHOMA, TENNESSEE, MISSISSIPPI, FLORIDA, NEVADA, NORTH CAROLINA, UTAH AND POOR ARIZONA. AND I WANT TO BRING THIS UP BECAUSE ARIZONA PASSED UNIVERSAL VOUCHERS, AND IT'S COSTING THEM AN ADDITIONAL $1.8 BILLION OUT OF THEIR PUBLIC ED FUND EACH YEAR. AND SO THEY USED TO BE HIGHER. AND NOW THEY'RE NUMBER 50 OUT OF ALL OF THE 50 STATES IN THE UNITED STATES OF AMERICA FUNDING AT $10,670 PER KID. SO I WANT TO BRING THAT UP BECAUSE IT'S VERY INTERESTING INFORMATION. SO WHEN YOU TALK TO YOUR ELECTED REPRESENTATIVES, JUST ASK THEM, IF NOTHING ELSE, JUST KEEP US AT NUMBER 41, OR MAYBE EVEN BUMP US UP TO 38. BUT ADJUST BY INFLATION SO THAT WE CAN AT LEAST BUY THE GOODS AND SERVICES WE WERE ABLE TO AFFORD WHEN WE WERE NUMBER 42. THEY'LL JUST BUMP US UP TO 1365 TO GET US TO, TO THE INFLATIONARY COST. I WANTED TO SHARE WITH YOU OUR LATEST AND GREATEST SPRING STAAR RESULTS COMPARED TO THE STATE OF TEXAS AND TO REGION 13. AND WHEN YOU COMPARE HOW OUR STUDENTS PERFORMED DISTRICT WIDE WITH THE STATE AND REGION 13, YOU CAN SEE THAT THE DARK GREEN WE WERE AT OR ABOVE STATE AND REGION, AND THE LIGHT GREEN IS AT OR ABOVE THE STATE AVERAGE. AND I KNOW VANESSA ALWAYS BRINGS US UP. SHE LOVES SEEING THE REGIONAL AVERAGE BECAUSE REGION 13, WHO WE COMPETE WITH IS PROBABLY IT'S PROBABLY THE MOST DIFFICULT REGION IN THE ENTIRE STATE OF TEXAS. WE HAVE SOME SMART KIDS IN THE CENTRAL TEXAS AREA, THE AUSTIN AREA. AND I'M HAPPY TO SAY THAT OUT OF 60 AREAS WE OUTPERFORMED THE STATE AND THE REGION, 50 OUT OF THE 60 AREAS THAT WE COMPETED WITH. AND SO JUST WANTED TO TO BE ABLE TO SHARE THAT WITH YOU. BUT I ALSO WANTED TO SHOW YOU THAT THE REGION AND THE STATE WENT DOWN ALMOST UNIFORMLY ACROSS THE BOARD. SO LET'S JUST TAKE THIRD GRADE READING. WHEN YOU LOOK IN THAT MIDDLE COLUMN, YOU'LL SEE THAT IN 23, 77% OF THE STUDENTS APPROACHED GRADE LEVEL. AND THEN IN 2024, THEY DROPPED 5 PERCENTAGE POINTS TO 72. AND THEN THE REGION DROPPED FROM 79% IN 23 TO 72% IN 24. AND THERE'S ONE DISTINCT DIFFERENCE. IF YOU ASK THE COMMISSIONER OF EDUCATION, HE'LL SAY THERE WERE NO CHANGES MADE THIS YEAR. AND I GUESS IN HIS ESTIMATION, HE'S JUST SAYING THAT THAT OUR KIDS ACROSS THE STATE OF TEXAS JUST DID WORSE THAN THEY DID THE YEAR BEFORE. MARIVEL AND I WERE TALKING ABOUT THIS AND NEVER BEFORE WHEN WE RESET, WE RESET THE THE ACCOUNTABILITY SYSTEM EVERY FIVE YEARS. NEVER BEFORE HAVE WE EVER GONE BACKWARDS AS A STATE OR AS A REGION. AND THEN IF YOU LOOK AT THE BOTTOM, 67% OF THE KIDS THAT TOOK THE TEST HERE SCORED A THREE OR HIGHER, WHICH MEANS THEY GOT COLLEGE CREDIT. AND THAT'S WHAT WE'RE TRYING TO DO. AND SO AWESOME SCORES THERE. AND THEN THE NEXT CHART I WANT TO SHOW YOU IS COLLEGE CREDIT DATA. UP TO THIS POINT. REMEMBER, WE HAVE KIDS THAT ARE WORKING THROUGHOUT THE SUMMER AND WE'LL BE ADDING TO THESE TOTALS. THAT'S WHY YOU'LL SEE AN ASTERISKS THERE.
