A LOT OF TIMES, I THINK FOOTBALL COACHES GET A BAD RAP JUST BEING FOOTBALL COACHES, BUT IT WAS REALLY INTERESTING TO HEAR WHAT THEY HAD TO SAY AND THEN TO HEAR ALL OF THE OTHER SUPERINTENDENTS FROM AROUND THE STATE THAT HAD DIRECTOR SERVE AS WELL. IT WAS REALLY ENLIGHTENING, AND I WAS VERY PROUD OF HIM, AND THAT'S QUITE AN HONOR BECAUSE NOT TOO MANY COACHES GET SELECTED FOR THAT. IF YOU SEE HIM, GIVE HIM A PAT ON THE BACK. BOO THE OTHER DAY, I WISH I WOULD HAVE BEEN A KID IN THIS AREA TO HAVE SO MANY DIFFERENT OFFERINGS BECAUSE KIDS CAN GRAVITATE TOWARD THEIR SKILL SET AND WHAT REALLY DRIVES THEM AND MOTIVATES THEM AND THEY CAN GET CERTIFICATES, AND THEY LEAVE HIGH SCHOOL WITH MAJOR EARNING POTENTIAL. AS YOU CAN SEE IN THE PICTURES, WE HAVE CULINARY, WE HAVE WELDING. WE HAVE OUR SYSTEMS GO PROGRAM, WE HAVE OUR FIREFIGHTER ACADEMY, WE HAVE OUR VET TECH, WE HAVE OUR ROBOTICS, WE HAVE OUR HEALTHCARE TRACT, AND WE HAVE OUR BARBERING PROGRAM. JOHNSON HAD FIVE AND AN ALTERNATE, AND HAYS HIGH SCHOOL HAD ONE YOUNG LADY THAT IS A JUNIOR, AND SHE IS THE FIRST IN HAYS HIGH SCHOOL. THE MEAT WAS ACTUALLY THIS PAST WEEKEND, AND SHE WON A MATCH. SHE DIDN'T MEDAL, BUT SHE WON A MATCH. COACH TORRES WAS TELLING ME THAT SHE'S THE FIRST PERSON THAT THEY'VE HAD AT HAYS HIGH SCHOOL THAT HAS BEEN TO THE STATE CHAMPIONSHIPS AND WON TO MATCH. HER NAME IS KEENYAH OLIVER. CONGRATULATIONS, KEENYAH. THEN THE STUDENTS THAT YOU SEE FROM JOHNSON ARE LILY BESA, REFUGIO SALGADO, DANIEL MORRIS, COHEN BEACOM, AND THEN THE ALTERNATE WAS JOSIAH SALAS. NEXT, STATE SWIM IS ACTUALLY THIS WEEKEND, AND WE HAD ONE SWIMMER FROM ALL THREE OF OUR HIGH SCHOOLS THAT QUALIFIED FOR STATE, AND COLEMAN BROWN IS, I BELIEVE, A JUNIOR THIS YEAR. HE QUALIFIED IN TWO DIFFERENT EVENTS. I THINK THE 100 METER BREASTSTROKE AND THE 200 METER BREASTSTROKE. HE WON BY A VERY LARGE MARGIN. I WAS LOOKING AT HIS TIMES TO SEE HOW HE MIGHT DO AT STATE, AND I THINK HE HAS A REALLY GOOD CHANCE TO MEDDLE AT STATE. WE HAD 207 STUDENT ENTRIES, 163 MEDALIST, AND 14 STATE QUALIFIERS. OUR ART PROGRAM IS ALIVE AND WELL AND I JUST LOVE THE PARTICIPATION, AND THEN THE SKILL THAT HAS BEEN DEMONSTRATED BY OUR KIDDOS. THE STATE COMPETITION WILL BE HELD IN SAN MARCOS, JUDGING ON APRIL 25, AND OPEN TO THE PUBLIC FOR VIEWING ON APRIL 26, FROM 7:30-4:30, AND THAT'S AT SAN MARCOS HIGH SCHOOL. LET ME GIVE YOU AN UPDATE ON HOW THEY PERFORMED. THE HAYS RED TEAM SHOT THE HIGHEST TWO DAY SCORE IN PROGRAM HISTORY AND WON THE EVENT BY 82 POINTS. SHILOH HARGROVE WAS THE 2025 INDIVIDUAL CHAMPION. GABRIEL GUERRERO FINISHED FOURTH PLACE AND SOPHIA PADILLA FINISHED SIXTH PLACE. ROUNDING OUT THE HAYS RED TEAM WAS VIVIANA MARTINEZ. THE BLUE TEAM FINISHED EIGHTH, WHICH IS VERY IMPRESSIVE, CONSIDERING THEIR YOUNG TEAM WITH ONLY FRESHMAN AND SOPHOMORE. THEY WILL BE CONTENDING NEXT YEAR. THEN INDIVIDUAL QUALIFIER ISABEL JOHNSON WILL BE TRAVELING TO CAMP PERRY, OHIO, MARCH 21 THROUGH THE 24TH TO COMPETE AGAINST THE BEST OF THE BEST FROM THE OTHER JROTC MILITARY SERVICES. CONGRATULATIONS. THAT'S JUST A GREAT TRADITION WE HAVE GOING THERE. [APPLAUSE] NEXT, WE HAD OUR FIRST EVER UIL MIDDLE SCHOOL THEATER COMPETITION. ALL SIX MIDDLE SCHOOLS COMPETED. FIRST PLACE WENT TO DAHLSTROM, SECOND PLACE WENT TO BARTON AND THIRD PLACE WENT TO MCCORMICK. I DIDN'T GET TO GO PERSONALLY SEE ANY OF THE PLAYS, BUT I KNOW SOME OF YOU AS BOARD MEMBERS DID, AND I HEARD HOW OUTSTANDING THEY WERE. THAT'S ONLY GOING TO HONE THOSE SKILLS SO THAT WHEN THEY GET UP TO HIGH SCHOOL AND WHEN AT PLAY, WE'RE HOPEFULLY GOING TO START COMPETING FOR A STATE TITLE THERE AS WELL. NEXT, WE HAD NATIONAL SIGNING DAYS. WE HAD KIDS FROM JOHNSON HIGH SCHOOL AND HAYS HIGH SCHOOL SIGN ATHLETIC SCHOLARSHIPS IN DIFFERENT SPORTS, BASKETBALL, FOOTBALL, SOCCER, CROSS COUNTRY. I DON'T HAVE ALL THEIR NAMES, BUT VERY PROUD OF EACH ONE OF THEM AND I'M GLAD THAT THEY'RE GOING TO BE ABLE TO COMPETE AT THE NEXT LEVEL. NEXT, THIS IS A REALLY BIG DEAL. THIS IS THE STATE FINALISTS FOR THE NFF NATIONAL TEAM ACADEMIC EXCELLENCE AWARD, AND ONLY A SELECT FEW TEAMS ACROSS THE NATION ARE SELECTED FOR THIS BECAUSE OF THEIR TEAM GPA AND THEIR ACADEMIC GROWTH. LEHMAN HIGH SCHOOL WAS SELECTED IN CLASS 5A TO REPRESENT ALONG WITH THE OTHER SEVEN SCHOOLS FOR THE ENTIRE STATE OF TEXAS BECAUSE OF THEIR ACADEMIC EXCELLENCE. RESULTS-DRIVEN ACCOUNTABILITY WAS POSTED ON BOARD BLOG BACK IN DECEMBER, ALONG WITH OUR TAPER REPORT, AND SHOWS OUR BILINGUAL EDUCATION, ESL, AND EMERGENT BILINGUAL STUDENTS, AS WELL AS OUR OTHER SPECIAL POPULATIONS, WHICH INCLUDES FOSTER AND STUDENTS EXPERIENCING HOMELESSNESS. GOING BACK TO 2023, THESE TWO AREAS RECEIVED A DETERMINATION LEVEL 1, ACHIEVING THEIR HIGHEST LEVELS EVER FOR HAYS CISD. FOR 2024, THIS DETERMINATION LEVEL 1 CONTINUED FOR BILINGUAL AND OTHER SPECIAL POPULATIONS, WHILE SPECIAL EDUCATION WAS IDENTIFIED AS NEEDS ASSISTANCE WITH SCIENCE AND SOCIAL STUDIES BEING SPECIFIC AREAS OF FOCUS. OUR DATA DID CLOSELY MIRROR THE DROPS ACROSS THE STATE AND AN RDA SUPPORT PLAN FOR SPECIAL EDUCATION HAS BEEN SHARED WITH THE BOARD. KINDERGARTEN READINESS IS A MEASURE OF OUR PRE-K STUDENTS FROM '22, '23, AND WHILE IT DOES SHOW THAT SIX LESS STUDENTS WERE ASSESSED, OUR OVERALL ACHIEVEMENT DID INCREASE BY SEVEN-TENTHS OF A PERCENT. NOW OUR MIDDLE-OF-THE-YEAR DATA. OUR PRE-K STUDENTS CONTINUE TO MAKE PROGRESS LEARNING THEIR LETTER NAMES AND SOUNDS FOR THE SECOND NINE WEEKS. TO MEET OR EXCEED EXPECTATIONS, STUDENTS MUST KNOW AT LEAST SIX LETTER NAMES AND SOUNDS BY THE END OF THE FALL SEMESTER. COLLEGE CAREER IN MILITARY READINESS CONTINUES TO SHOW PROGRESS AHEAD OF THIS TIME LAST YEAR WITH 58% OF THE SENIOR CLASS ALREADY HAVING MADE THIS ACCOMPLISHMENT. THIS COMES IN SPITE OF THE INCREASED REQUIREMENTS FOR INDUSTRY-BASED CERTIFICATIONS THAT ARE BEING IMPLEMENTED THROUGHOUT CTE FOR THIS YEAR AND FOR NEXT. IT IS BECOMING MORE DIFFICULT FOR US TO OBTAIN THAT CREDIT. OUR LOCAL CBA DATA IS PRESENTED HERE FOR BOTH DOMAIN 1 ACHIEVEMENT AND DOMAIN 2 GROWTH. SO WE DID THAT TRAINING THAT WAS LED BY REGAN MALONDRCOLO, OUR SCIENCE COORDINATOR, MARINA TUPACO WAS OUR ELEMENTARY SCIENCE COORDINATOR. WE DID IT JUST FOR FIFTH GRADE AT THAT TIME. WE HAVE HEARD FROM SOME OF OUR TEACHERS, WE'VE VISITED, WE'VE HEARD THINGS LIKE THIS HAS BEEN A GOOD MOVE FOR THE STUDENT. HE WILL BE FINE. HE HAS MADE GROWTH BEHAVIORALLY. WE'VE HAD SOME STRUGGLES, BUT ARE SEEING SOME GOOD RESULTS. OVERALL, I WOULD SAY THAT OUR FOUNDATIONAL LEARNING TEACHERS HAVE STRUGGLED THIS YEAR JUST WITH THE GROWTH IN ITSELF, BUT THEY ARE BRAVE AND RESILIENT, AND THEY ARE EXTREMELY EXHAUSTED AT THIS POINT IN THE YEAR. WE ALSO WANTED TO SHARE WITH YOU OUR RESOURCE INCLUSION NUMBERS. >> ALSO FOR RESOURCE INCLUSION, THERE'S NO MANDATED RATIOS. THIS YEAR, WE STARTED STAFFING OUR RESOURCE INCLUSION WITH THE RATIO OF ONE TEACHER TO 18 STUDENTS ON A CASE LOAD. IN THE PAST, THAT HAS BEEN LOWER. WE'VE SEEN AN INCREASE OF STUDENTS THAT ARE RECEIVING SPECIAL EDUCATION SERVICES, PARTIALLY THAT'S DUE TO DYSLEXIA COMING UNDER THE SPECIAL EDUCATION UMBRELLA. SOME STUDENTS MAY NOT BE RECEIVING ALL OF THEIR SERVICES. THIS IS BEING DOCUMENTED IN PROGRESS REPORTS AT ANNUAL ARD MEETINGS OR ANY OTHER ARD MEETING THAT WE HAVE WITH PARENTS. YOU CAN SEE ON THAT FINAL COLUMN UP THERE, WHAT SOME OF THE TEACHER CASELOADS ARE. IF WE DO FIND THAT THERE'S A NEED FOR COMPENSATORY SERVICES, THEN WE'RE LOOKING AT OFFERING THOSE IN SUMMER OF 2025. AT SECONDARY, NO MANDATED RATIOS. BASED ON THE RESULTS-DRIVEN ACCOUNTABILITY, WE DID HAVE TO WRITE A CORRECTIVE ACTION PLAN IN LOOKING AT OUR SCIENCE AND SOCIAL STUDIES SCORES. WE ARE TALKING ABOUT LOOKING AT MASTER SCHEDULING AND HOW WE'RE SERVING THOSE STUDENTS TO MAKE SURE THAT WE ARE SERVING THEM APPROPRIATELY SO THAT THEY CAN LEARN THE SKILLS THAT THEY NEED. THE OTHER THING THAT WE'VE LOOKED AT IS THE FACT THAT AT SECONDARY, WE HAVE TO HAVE COACHES TOO, AND SO A LOT OF TIMES THERE'S A COACH THAT'S ALSO A SPECIAL EDUCATION TEACHER, AND SO WHILE THEY'RE FUNDED CORRECTLY, THAT'S ALL RIGHT. [01:10:03] IT'S THAT IF I HIRE A SPECIAL ED TEACHER AND I'M EXPECTING THAT THEY CAN TEACH SIX SECTIONS, AND THEN PART OF THOSE SECTIONS ARE GOING TO COACHING, THEN I'M NOT GETTING AS MANY SECTIONS OUT OF THAT ONE TEACHER. IN OUR RESOURCE INCLUSION CLASSROOMS, SOME OF OUR STUDENTS ARE STRUGGLING TO MAINTAIN THAT LEVEL OF GROWTH. ELEMENTARY RESOURCE INCLUSION TEACHERS, AND REALLY ALL OF OUR RESOURCE INCLUSION TEACHERS ARE STRUGGLING WITH THE NUMBER ON THEIR CASELOAD. ONCE THEY GET OVER 2022, IT GETS VERY DIFFICULT FOR THEM TO TRY AND TRACK DOWN ALL THE STUDENTS AND MAKE SURE THAT THEY'RE MAINTAINING THEIR PROGRESS ON THEIR GOALS. OUR TEACHERS ARE VERY STRONG AND RESILIENT AND BRAVE AND WE'RE GRATEFUL THAT THEY ARE TALKING TO US AND LETTING US KNOW HOW THEY FEEL. THEY ABSOLUTELY CARE ABOUT THEIR KIDS, AND THEY WANT TO DO RIGHT BY THEM. WE HAVE TO FOCUS ON THE FOUNDATION THAT WE'RE SERVING OUR KIDS IN ELEMENTARY AND MAKE SURE THAT THOSE BASIC SKILLS ARE RIGHT, BECAUSE LIKE WE'VE SEEN IN THE DATA, WE HAVE TO HAVE THAT REALLY GOOD FOUNDATION SO THAT THEY CAN CARRY THAT THROUGH MIDDLE AND HIGH SCHOOL. ANOTHER THING THAT WE'VE HEARD FROM OUR SPECIAL ED TEACHERS, IS THAT OUR GENERAL EDUCATION TEACHERS NEED TRAINING. THEY RECOGNIZE THE NEED AS OUR POPULATION OF STUDENTS RECEIVING SPECIAL EDUCATION SERVICES GROWS IN THE DISTRICT, EVERY GENERAL EDUCATION TEACHER IS GOING TO HAVE OUR STUDENTS IN THEIR CLASSES, SO MAKING SURE THAT THOSE TEACHERS ARE EMPOWERED WITH THE SKILLS THAT THEY NEED IN ORDER TO SERVE OUR STUDENTS. THEN WE ALSO WANT TO MAKE SURE THAT, FROM THE BEGINNING, FROM AN INITIAL ARD MEETING, OUR GOAL IS TO DISMISS KIDS. WE WANT TO GIVE THEM THE SKILLS THAT THEY NEED, AND RECEIVING SPECIAL EDUCATION SERVICES ONLY AS LONG AS THEY ABSOLUTELY NEEDED. OVERALL, THIS HAS BEEN A REALLY DIFFICULT YEAR FOR OUR RESOURCE INCLUSION TEACHERS. THE PAPERWORK IS OVERWHELMING, AND THEIR MAIN PRIORITY IS INSTRUCTION. WHEN THE CASELOADS ARE WHERE THEY ARE, IT GETS REALLY DIFFICULT FOR THEM TO MAINTAIN THAT LEVEL OF PAPERWORK. >> AS FAR AS COMMUNICATION, WE CONTINUE TO PROVIDE QUARTERLY NEWSLETTERS TO PARENTS. IN FULFILLING OUR VISION OF INCLUSIVITY AND ACCEPTANCE, WHICH REALLY HAS BEEN OUR VISION SINCE WE HAVE BEEN SERVING HCISD AS A DIRECTORS FOR SPECIAL EDUCATION, WE WERE ASKED TO PRESENT AT THE CAN MEETING, WHICH IS A GROUP OF LEADERS IN SPECIAL EDUCATION WHO SERVE AS LID SPECIALISTS OR WHAT WE CALL LOW INCIDENCE DISABILITY SPECIALISTS AND LEADERS. THEY WANTED TO HEAR ABOUT OUR PROCESS ABOUT WHY WE WENT WITH THE NAME CHANGE FOR FOUNDATIONAL LEARNING AND HOW WE WENT ABOUT THAT PROCESS. WHAT I WOULD SAY TO OUR PRINCIPALS AND OUR DAOS AS WE ARE GOING INTO MASTER SCHEDULING, ESPECIALLY AS WE ARE LOOKING AT AREAS LIKE SOCIAL STUDIES AND SCIENCE WHERE WE ARE HAVING SOME CONCERNS. ONCE THEY HAVE THEIR ACC, THEN THEY'RE ABLE TO APPLY FOR THIS TEXAS TECH UNIVERSITY DEGREE PROGRAM, WHICH ALLOWS THEM TO FINISH IN ONE YEAR. THEY CAN DO THAT ONLINE, BUT ALSO CONTINUING TO WORK WITH US. WE'RE PAYING THEM A SALARY TO WORK AS INSTRUCTIONAL PARAPROFESSIONALS. THEY'RE WORKING ON THEIR DEGREE WITH TEXAS TECH, AND THEN WE'RE PROVIDING SOME SUPPORTS FOR THEM.
