THANK YOU AND GOOD EVENING, EVERYONE. FIRST OF ALL, I'D LIKE TO START OFF WITH A LEGISLATIVE UPDATE.

WE HAVE HAD SOME DECENT NEWS ON THE HOUSE SIDE OF THINGS WITH PUBLIC SCHOOL FINANCE.

THEY ARE IF THEY MEET WEDNESDAY AND ARE GOING TO DISCUSS THE COMMITTEE SUBSTITUTE FOR HOUSE BILL TWO, SHOULD IT PASS ON THE HOUSE SIDE, IT WOULD BE A $395 PER STUDENT BASIC ALLOTMENT INCREASE.

WHICH WOULD DEFINITELY HELP US OUT. THE SENATE HAS PASSED THEIR OWN FINANCE BILL.

AND SO IF THE HOUSE PASSES HB TWO AND THE SENATE'S PASSED THEIR BILL, THEY'LL HAVE TO HAVE A CONFERENCE COMMITTEE, AND WE'LL SEE WHERE IT GOES. BUT IT'S THE FIRST ONE THAT JIVES WITH OUR ONLY LEGISLATIVE PRIORITY THIS YEAR THAT WE APPROVED.

AND THAT IS TO INCREASE THE BASIC ALLOTMENT TO HELP US WITH INFLATION.

AS YOU KNOW YOU'VE HEARD US TALK ABOUT IT MANY TIMES.

THE BASIC ALLOTMENT HASN'T BEEN INCREASED SINCE 2019, AND INFLATION HAS BEEN RAMPANT SINCE THEN.

AND SO, SCHOOL DISTRICTS ACROSS THE STATE ARE STRUGGLING.

SOME ARE HAVING TO LAY OFF EMPLOYEES AND SOME ARE HAVING TO CUT PROGRAMS, AND SOME ARE REALLY, REALLY STRUGGLING. SHOULD THIS HOUSE VERSION PASS, WE'RE GOING TO BE IN PRETTY GOOD SHAPE IN HAYS CISD.

WE WILL STILL PROBABLY HAVE A DEFICIT, BUT INSTEAD OF HAVING YOU KNOW, AN 8 TO $10 MILLION DEFICIT, WE WOULD PROBABLY ONLY HAVE AROUND A 2 TO $4 MILLION DEFICIT.

AND SO, IT WILL DEFINITELY HELP US MOVING FORWARD.

SO, FOR THOSE OF YOU THAT ARE INVOLVED IN THE PROCESS AND LIKE TO DO THAT KIND OF THING, PLEASE CALL YOUR REPRESENTATIVE AND SENATOR AND TELL THEM THAT WE PREFER THE HB 2 MODEL. AND THE OTHER SIDE OF THAT, NOT ONLY WILL HOUSE BILL 2 BE HEARD PROBABLY ON THE HOUSE FLOOR ON WEDNESDAY, THEY WILL ALSO HEAR THE BILL ON VOUCHERS. AND AS YOU KNOW, THE SENATE'S ALREADY PASSED THEIR BILL ON VOUCHERS AND, AND THE VOUCHER BILL DID PASS OUT OF THE HOUSE PUBLIC EDUCATION COMMITTEE AND IT'S PRETTY SUBSTANTIAL.

AS FAR AS HOW MUCH IT WOULD PAY PER STUDENT THAT WAS ISSUED A VOUCHER, THE ONE THING THAT I WISH THEY WOULD JUST AS WE LIKE TO SAY, THROW THE SKUNK ON THE TABLE, IS THAT IT REALLY DOESN'T GIVE PARENTS A CHOICE.

IT JUST IT JUST REALLY GIVES THEM A CHANCE. SO IF A PRIVATE SCHOOL DOESN'T WANT A KID, THEY DON'T HAVE TO TAKE A KID.

AND SO, THIS IS ERIC WRIGHT'S OPINION, BUT I FEEL THAT THE ONLY REASON THEY'RE DOING IT IS SO THAT THEY CAN PAD THE POCKETS OF THEIR RICH, WEALTHY CRONIES THAT ARE ALREADY IN PRIVATE SCHOOLS.

AND, YOU KNOW, PRETTY MUCH ALL THE DIFFERENT STATES THAT HAVE ADOPTED IT, ABOUT 70 TO 80% OF THE VOUCHERS GO TO KIDS THAT ARE ALREADY IN PRIVATE SCHOOLS. SO, FOR THEM TO SAY THAT THEY'RE GOING TO HELP KIDS WITH SPECIAL NEEDS AND KIDS THAT COME FROM POVERTY BECAUSE THEY NEED TO GET OUT OF FAILING SCHOOLS OR THEY NEED A DIFFERENT CHANCE, THEY'RE REALLY BEING DISINGENUOUS.

SO I JUST WISH THEY'D TELL THE TRUTH. AND THEN I THINK IT WOULD BE MORE PALATABLE FOR EVERYBODY.

BUT THAT ALSO, I THINK, WILL BE HEARD ON THE HOUSE FLOOR.

AND I'M GOING TO ALSO BE THE FIRST ONE TO TELL YOU THAT, THAT I'M NOT STANDING IN THE WAY THIS TIME.

THEY HAVE STARVED US OUT FOR SO LONG THAT I DON'T WANT THEM TO HOLD PUBLIC PUBLIC FUNDING FOR THE BASIC ALLOTMENT ON THE BACKS OF VOUCHERS AGAIN. SO THEY HAVE THE NUMBERS TO WIN AND THEY'RE GOING TO WIN.

BUT I JUST WISH THEY WOULD TELL TEXANS THE TRUTH AND WHAT IT'S REALLY ALL ABOUT.

SO THOSE ARE THE TWO THINGS THAT ARE ARE FORTHCOMING IN THE HOUSE SIDE OF THINGS.

AND AND WE'LL SEE WHERE IT GOES. I DO LIKE THE COMMITTEE SUBSTITUTE FOR HOUSE BILL TWO, BECAUSE IT DOES PUT $395 PER KID BACK IN.

AND WHAT THE ECONOMISTS TELL US IS WE REALLY NEED $1,000 PER KID TO MAKE UP THE COST OF INFLATION SINCE 2019.

BUT YOU KNOW,395 IS BETTER THAN ZERO. SO, WE'LL TAKE A LOOK AT THAT.

THE NEXT THING I WANTED TO GIVE YOU AN UPDATE ON JUST IS WE ARE STARTING THE BUDGET PROCESS, AND WE'VE BEEN WORKING WITH A BUDGET SUBCOMMITTEE OF THIS BOARD, AND THEN WE'RE ALSO WITH OUR CABINET AND WITH OUR FINANCE DEPARTMENT AND, AND THOUGHTFUL CONSIDERATION INTO EVERYTHING THAT WE'RE DOING.

AND WE'LL BE WE'LL BE GETTING THE INFORMATION OUT AS SOON AS POSSIBLE ON THAT.

BUT WE DON'T WANT TO. WE DON'T WANT TO CAUSE ANXIETY OR PANIC AMONGST OUR PEOPLE.

AND SO WE REALLY ARE WAITING TO SEE WHAT'S GOING TO HAPPEN IN THE LEGISLATURE.

IF THEY DO NOTHING, THEN WE'LL KEEP THE CURRENT FORMULA AND WE WILL AT LEAST GET 6 MILLION AND $200 FOR GROWTH, BECAUSE WE'RE SCHEDULED TO ADD ANOTHER THOUSAND KIDS NEXT YEAR.

IF THEY GO WITH THE SENATE BILL, WE'LL GET THE, WE'LL HAVE THE SAME BASIC ALLOTMENT.

AND SO, WE'LL GET MONEY ALLOCATED FOR THE GROWTH.

AND THEN THEY HAVE MONEY SET ASIDE JUST FOR TEACHER PAY INCREASES.

BUT IT'S STAGGERED. AND SO, IT LOOKS A LITTLE DIFFERENT FOR LARGE SCHOOL DISTRICTS VERSUS SMALL SCHOOL DISTRICTS.

AND THEN THEY HAVE SOME SPECIAL ED DOLLARS AND SOME SAFETY DOLLARS.

SO PARTS OF THEIR OF THEIR BILL ACTUALLY LOOK GOOD.

BUT WE DO WANT THE MONEY TO BE DISSEMINATED THROUGH THE BASIC ALLOTMENT.

OKAY. SO THAT'S KIND OF THE LEGISLATIVE UPDATE AND WHERE WE ARE BUDGETING WISE, OUR ENROLLMENT AS OF TODAY WAS 24,397 STUDENTS. OUR ATTENDANCE IS 93.32%. AND THIS YEAR WE BUDGETED AT 93%.

SO WE'RE ABOUT 0.32% ABOVE. SO HOPEFULLY THAT TREND WILL STAY AND THAT WILL BE A LITTLE BIT EXTRA REVENUE FOR US.

AND SO WE'LL KEEP YOU POSTED. AS AS WE MOVE FORWARD.

AND NOW FOR MY FAVORITE PART BARBARA, LET'S BRING UP OUR KIDS.

ALL RIGHT. SO THIS PAST WEEK, WE HAD CREW DAY, WHICH STANDS FOR CAREER READY EDUCATED WORKFORCE.

AND, AND WE HELD THE EVENT AT THE FIELD STATION.

WE HAD OVER 35 LOCAL BUSINESSES, ALONG WITH DIFFERENT TRADE SCHOOLS AND COMMUNITY COLLEGES AND UNIVERSITIES AND HAD THE OPPORTUNITY TO GO OVER THERE. AND OUR KIDS, SOME OF THEM HAD TIES ON AND THEY, THEY DRESSED VERY PROFESSIONALLY, AND THEY WERE GIVING THE BUSINESS OWNERS AND REPS THEIR RESUME.

AND SO THEY STARTED THAT PROCESS. SO IF NOTHING ELSE, THEY GOT TO DISCOVER WHAT LOCAL OPTIONS WE HAVE.

AND THEN HOPEFULLY IT SPARKS SOME CURIOSITY, AND THEY COULD FIGURE OUT WHAT'S GOING ON.

BUT A HUGE SHOUT OUT TO OUR, OUR CTE DEPARTMENT FOR ORGANIZING THIS AND GIVING OUR KIDS AN OPPORTUNITY TO MEET WITH ALL OF THOSE REPRESENTATIVES.

ALL RIGHT. NEXT, WE HAVE OUR ROVING CHEF SERIES THAT THIS PAST WEEK WENT TO UELAND ELEMENTARY SCHOOL AND OUR OWN CHEF, RUFUS GAVIN. GOES AND HE TEACHES KIDS HOW TO PREPARE SNACKS.

AND HOPEFULLY IT WILL SPARK THAT THAT LOVE FOR COOKING ONE DAY.

BECAUSE, YOU KNOW, WHEN I GO OUT TO ANY RESTAURANT IN TOWN, I THINK A LOT OF PEOPLE DON'T HAVE THAT LOVE ANYMORE.

AND SO IF PEOPLE WANT TO LEARN HOW TO COOK AT HOME.

I THINK WE'RE GOING TO WE'RE GOING TO BASICALLY MAKE IT MAKE IT POSSIBLE FOR THESE KIDS TO LEARN A FEW THINGS ABOUT IT.

AND SO, HE'S GOING FROM ELEMENTARY TO SCHOOL TO ELEMENTARY SCHOOL, AND THE KIDS EARN A CERTIFICATE.

AND IT'S A REALLY POSITIVE PROGRAM. AND I REALLY APPRECIATE CHEF RUFUS FOR DOING THAT.

BARTON MIDDLE SCHOOL FINISHED FOURTH IN THE STATE, AND MCCORMICK MIDDLE SCHOOL ALSO WON THE OUTSTANDING REGIONAL PRIZE.

AND SO IT'S GOOD THAT THAT WE HAVE YET ANOTHER OFFERING FOR OUR KIDS TO BE A PART OF 100% HAYS AND TO COMPETE AND TAKE THAT TO THE NEXT LEVEL. THE NEXT SLIDE IS OUR HAYS HIGH SCHOOL SPEECH AND DEBATE.

THEY ONCE AGAIN ADVANCE TO REGIONALS. AND WE HAVE JUST A FABULOUS PROGRAM OVER THERE THAT WE HAVE A TRADITION OF EXCELLENCE, AND MISS LOZANO DOES A WONDERFUL JOB. AND I EVEN SEE ONE OF MY STUDENT ADVISORY KIDS, JACKSON JEWELL, IN THERE. AND I KNOW HE DOES A GREAT JOB WITH HIS SPEAKING.

ALL RIGHT. NEXT SLIDE. SO THIS ONE HAS A LOT OF PICTURES BECAUSE THERE'S BEEN A LOT GOING ON AND IN FINE ARTS.

AND SO, LET'S WALK YOU THROUGH THESE THINGS. AND SO IN ART WE HAVE THE HIGH SCHOOL VISUAL ARTS SCHOLASTIC EVENT BASE HAD ALL THREE COMPREHENSIVE HIGH SCHOOLS REPRESENTED. AND WE TOOK 163 GOLD MEDALS AND 14 STATE QUALIFIERS.

MIDDLE SCHOOL JUNIOR VASE HAD WINNERS FROM BARTON CHAPA, DAHLSTROM SIMON AND HAD 66 STUDENTS EARN MEDALS AND FIVE OF THEM EARNING THE PLATINUM HONORS. SO THAT'S EXCITING. AND THEN IN BAND, WE HAD ALL THREE COMPREHENSIVE HIGH SCHOOLS, EARNED MULTIPLE SWEEPSTAKES AWARD FOR SUPERIOR PERFORMANCES AT CONCERT AND SIGHT READING EVALUATIONS.

THEIR SWEEPSTAKES WERE EARNED BY COMBINING THESE RECENT SUPERIOR RATINGS WITH THE RATINGS EARNED FROM REGION MARCHING CONTESTS IN THE FALL.

IN MIDDLE SCHOOL, ALL SIX MIDDLE SCHOOLS HAD AT LEAST ONE BAND EARNED A SWEEPSTAKES AWARD, WITH MOST EARNING MULTIPLE SWEEPSTAKES. SIMON MIDDLE SCHOOL, FOR THE FIRST TIME IN SCHOOL HISTORY, HAD TWO BANDS EARNED SWEEPSTAKES AWARDS IN CHOIR.

ALL THREE COMPREHENSIVE HIGH SCHOOLS HAD AT LEAST ONE CHOIR EARNED SWEEPSTAKES, WITH JOHNSON HIGH SCHOOL LEADING THE WAY WITH THREE SWEEPSTAKES CHOIR AWARDS.

MIDDLE SCHOOL BARTON, DAHLSTROM, SIMON, AND WALLACE EACH HAD SWEEPSTAKES CHOIRS IN CHIAPAS, AND MCCORMICK EARNED SUPERIOR RATINGS IN THE CONCERT PERFORMANCE.

ALL RIGHT. NEXT. MOVING ON. COLOR GUARD. ALL MIDDLE SCHOOL AND HIGH SCHOOL COLOR GUARDS HAD SUCCESSFUL SEASONS.

THE JV COLOR GUARD WAS NAMED STATE CHAMPION FOR THEIR DIVISION AT THE TEXAS COLOR GUARD CIRCUIT CHAMPIONSHIP.

MARIACHI LEHMAN, CHAPA, AND SIMON EACH QUALIFIED TO PARTICIPATE AT THE TEXAS ASSOCIATION OF MARIACHI EDUCATORS ON APRIL THE 12TH AND ORCHESTRA. ALL SIX MIDDLE SCHOOLS HAD ORCHESTRAS, EARNED SWEEPSTAKES FOR THE FIRST TIME IN IN HISTORY, AND SIMON TOOK A FULL ORCHESTRA, WHICH IS A BAND AND ORCHESTRA COMBINED FOR THE FIRST TIME AND EARNED SWEEPSTAKES AT HIGH SCHOOL.

JOHNSON HIGH SCHOOL TOOK A STRING ORCHESTRA TO HIGH SCHOOL UIL FOR THE FIRST TIME AND EARNED A SWEEPSTAKES.

AND IN THEATER ONE-ACT PLAY. ALL THREE HIGH SCHOOLS HAD A SUCCESSFUL ONE-ACT PLAY.

SEASON HAYS HIGH SCHOOL ADVANCED TO THE THIRD ROUND.

LEHMAN HIGH SCHOOL ADVANCED TO THE AREA ROUND FOR THE FIRST TIME IN CAMPUS HISTORY.

SO LET'S GIVE FINE ARTS A NICE ROUND OF APPLAUSE.

ALL RIGHT. NEXT, WE ARE MOVING ON TO ATHLETICS.

SO AT LEHMAN HIGH SCHOOL, THE DISTRICT TENNIS TOURNAMENT IS THE 22ND AND 23RD AT FOUR TRACK REGIONALS AT HERO STADIUM FOR 18 AND FOR 19, AND CURRENTLY THE BASEBALL TEAM IS SITTING FIFTH IN DISTRICT ONE SPOT OUT OF A PLAYOFF SPOT IN SOFTBALL, IS TWO SPOTS BACK AT SIXTH, THEN MOVING ON TO JOHNSON.

THE GIRLS GOLF TEAM ADVANCED TO REGIONALS FOR THE FIRST TIME IN HISTORY, PAST DISTRICT PLAY, AND WE HAD TWO BOYS MEDALISTS THAT ADVANCED TO REGIONALS AS WELL.

IN TENNIS MIXED DOUBLES AND MEN'S SINGLES FOR THE FIRST TIME ADVANCED PAST DISTRICT IN SCHOOL HISTORY.

SO GOLF AND TENNIS ADVANCED FURTHER THAN THEY EVER HAD IN TRACK.

ALL 19 ATHLETES ADVANCE FROM AREA TO REGIONALS.

BASEBALL IS CURRENTLY SITTING THIRD IN DISTRICT, AND SOFTBALL IS SITTING THIRD AS WELL AND HAS ALREADY CLINCHED A PLAYOFF SPOT.

THEN MOVING ON TO HAYS HIGH SCHOOL. GOLF GIRLS FINISHED SECOND IN DISTRICT, AND THEY WILL COMPETE IN REGIONALS, THE 14TH AND THE 15TH. THAT'S. YEAH, TODAY AND TOMORROW.

AND THEN BOYS FINISHED SECOND AS WELL. AND SO SAME THING.

THEY'RE MOVING ON TO REGIONALS. TENNIS. THE DISTRICT TOURNAMENT IS ALSO THE 22ND AND 23RD.

WE HAD THREE ATHLETES COMPETING IN REGIONALS IN SOCCER.

THE GIRLS SOCCER TEAM MADE THE PLAYOFFS FOR THE FIRST TIME IN SEVEN YEARS, AND BASEBALL IS CURRENTLY IN THIRD PLACE AND SOFTBALL IS IN FIRST PLACE.

AND SO I JUST WANT TO BRAG A LITTLE BIT ABOUT JAMIE, NOT BECAUSE SHE'S STANDING RIGHT HERE, BUT HER LEADERSHIP DURING THIS TRANSITIONAL PERIOD HAS ALREADY MADE AND IS MAKING A POSITIVE IMPACT.

AND WE'RE SO GRATEFUL. OF HER GUIDANCE AS WELL AS THE WORK THAT WE ARE ALL DOING TOGETHER TOWARD CONTINUED IMPROVEMENT AND ACHIEVEMENT.

MY NAME IS JAMIE KINSLOW, AND I AM HONORED TO SERVE AS THE INTERIM DIRECTOR OF ASSESSMENT AND ACCOUNTABILITY.

TONIGHT, I WILL BE PROVIDING TWO KEY UPDATES ABOUT THE 2023 ACCOUNTABILITY RELEASE AND OUR MIDDLE OF THE YEAR DISTRICT ASSESSMENT DATA. SO LET'S START WITH SOME IMPORTANT BACKGROUND REGARDING THE DELAYED RELEASE OF THE 2023 RATINGS.

IN AUGUST OF 23, TEA MISSED THE DEADLINE TO RELEASE THE PERFORMANCE.

RATINGS. SHORTLY AFTER, 121 SCHOOL DISTRICTS FILED A LAWSUIT AGAINST TIA.

THE CORE OF THE LAWSUIT WAS THAT THE COMMISSIONER LACKED THE LEGAL AUTHORITY TO RETROACTIVELY CHANGE THE ACCOUNTABILITY STANDARDS AFTER THE SCHOOL YEAR HAD ENDED.

THE CASE MADE ITS WAY THROUGH THE COURT SYSTEM OVER THE NEXT YEAR AND A HALF. A TEMPORARY INJUNCTION WAS GRANTED, BUT AFTER AN APPEAL, THE 15TH CIRCUIT COURT DISMISSED THE LAWSUIT ON APRIL 3RD, 2025, LIFTING THE INJUNCTION.

FOLLOWING THE COURT'S DECISION TO ANNOUNCE THE OFFICIAL RELEASE DATES OF THE 2023 RATINGS APRIL 17TH FOR OUR DISTRICT IN TEAL AND APRIL 24TH FOR PUBLIC RELEASE. AS WE PREPARE FOR THE RELEASE, IT'S IMPORTANT TO REVIEW SIGNIFICANT CHANGES THAT OCCURRED IN THE 2023 SCHOOL YEAR. IN 2023, STAR UNDERWENT A MAJOR REDESIGN.

KEY UPDATES INCLUDED FULL TRANSITION TO ONLINE TESTING FOR ALLOWING FOR STRONGER ACCOMMODATIONS AND FASTER RESULTS.

INTEGRATION OF WRITING COMPONENTS INTO READING AND LANGUAGE ARTS ASSESSMENTS, AND INTRODUCTION OF NEW ITEM TYPES.

MOVING BEYOND THE MULTIPLE CHOICE QUESTIONS TO MORE DIVERSE FORMATS.

THE ACCOUNTABILITY SYSTEM ALSO SAW MAJOR UPDATES, WHICH FALL INTO TWO MAIN CATEGORIES CALCULATION CHANGES AND GRADING AND SCALING CHANGES.

LET ME GIVE YOU ONE BIG EXAMPLE. IN THE COLLEGE CAREER AND MILITARY READINESS DOMAIN FOR HIGH SCHOOLS, WHICH LOOK AT STUDENTS THAT GRADUATED IN THE PREVIOUS SCHOOL YEAR.

CALCULATION CHANGES WERE RELATIVELY MINOR T EA CAPS SUNSETTING IBCS AND INCLUDED DROPOUTS IN THE CALCULATION.

HOWEVER, THE GRADING BECAME SIGNIFICANTLY MORE RIGOROUS IN 2022.

A HIGH SCHOOL CAMPUS WAS 60% OF STUDENTS MEETING.

CCMR RECEIVED AN A IN 2023. THE SAME CAMPUS WOULD NEED AN 88% TO RECEIVE AN A.

THAT SAME CAMPUS, IF AT 60%, WOULD HAVE RECEIVED A D IN 2023.

BEFORE WE DIVE INTO THE OVERALL RATINGS, I WANT TO FIRST HIGHLIGHT HOW HAYS CISD COMPARED TO REGION 13 AND THE STATE IN MOST TESTED AREAS.

HAYS CISD EITHER MATCHED OR OUTPERFORMED BOTH, PARTICULARLY STANDING OUT IN THE MEETS CATEGORY FOR FIFTH AND EIGHTH GRADE READING LANGUAGE ARTS, ENGLISH ONE AND TWO. EIGHTH GRADE MATH.

ALGEBRA ONE. FIFTH AND EIGHTH GRADE. SCIENCE, BIOLOGY, AND US HISTORY.

THE NEXT SET OF SLIDES WILL SHOW A COMPARISON BETWEEN HAYS CISD AND 14 NEIGHBORING DISTRICTS.

THESE DISTRICTS ARE SORTED BY PERCENTAGE OF ECONOMICALLY DISADVANTAGED STUDENTS, FROM THE HIGHEST AT THE TOP TO THE LOWEST AT THE BOTTOM.

THAT YEAR, HAYS CISD SAT RIGHT IN THE MIDDLE WITH 46.1% OF STUDENTS CLASSIFIED AS ECONOMICALLY DISADVANTAGED.

IN THESE CHARTS, YOU'LL NOTICE A COLOR GRADIENT WHERE GREEN REPRESENTS THE HIGHEST SCORES AND RED THE LOWEST.

A CLEAR TREND EMERGES. THE DISTRICTS WITH FEWER ECONOMICALLY DISADVANTAGED STUDENTS CONSISTENTLY SCORED HIGHER ACROSS THE BOARD.

WHILE WE AWAIT THE OFFICIAL RELEASE FROM TEA ON APRIL 17TH, WE CONDUCTED OUR OWN INTERNAL PROJECTIONS.

BASED ON OUR ANALYSIS, WE ANTICIPATE THE DISTRICT WILL RECEIVE AN OVERALL RATING OF A B FOR THE 2023 SCHOOL YEAR.

THE FOLLOWING SLIDES WILL PROVIDE A DEEPER BREAKDOWN OF OUR PROJECTED PERFORMANCE ACROSS ALL DOMAINS.

AS A QUICK REMINDER, 70% OF THE CAMPUS'S OVERALL SCORE IS BASED ON THE BEST RESULT FROM DOMAIN ONE STUDENT ACHIEVEMENT.

DOMAIN 2A ACADEMIC GROWTH. AND DOMAIN 2B RELATIVE PERFORMANCE.

THE OTHER 30% COMES FROM DOMAIN THREE. CLOSING THE GAPS.

HIGH SCHOOL CAMPUSES ALSO INCLUDE ADDITIONAL COMPONENTS FOR CMR AND GRADUATION RATES.

WHEN THE RATINGS ARE RELEASED, TEA WILL ALSO SHARE CAMPUS SPECIFIC DISTINCTION DATA.

WHEN THE INFORMATION IS AVAILABLE, WE WILL UPDATE THE BOARD ON WHICH CAMPUSES HAVE EARNED DISTINCTIONS.

ONE NOTABLE CHANGE SINCE THE LAWSUIT, TEA HAS BEGUN RELEASING ACCOUNTABILITY MANUALS EARLIER THAN IN PREVIOUS YEARS.

IN FACT, THE MANUAL FOR THE 2526 SCHOOL YEAR IS NOW SCHEDULED TO BE ADOPTED BEFORE THE SCHOOL YEAR BEGINS, GIVING DISTRICTS MORE TIME TO PLAN AND PREPARE.

ALTHOUGH THESE RATINGS ARE NOW BEING RELEASED, THE DATA BEHIND THIS IS NOT NEW.

IN FACT, OUR DISTRICT ADMINISTRATION STAFF HAVE BEEN WORKING WITH THIS ACCOUNTABILITY DATA SINCE 2023, USING IT TO GUIDE INSTRUCTION AND SUPPORT STUDENT LEARNING.

WE'VE BEEN ANALYZING TRENDS, IDENTIFYING AREAS OF GROWTH, AND IMPLEMENTING STRATEGIES TO HELP OUR STUDENTS SUCCEED YEAR AFTER YEAR THANKS TO THE HARD WORK OF OUR STUDENTS AND TEACHERS. WE'VE CONTINUED TO SEE MEANINGFUL, MEASURABLE GROWTH.

ALL RIGHT. AND NOW WE'RE GOING TO MOVE ON TO OUR CBA AND BENCHMARK DATA.

AT THE FEBRUARY BOARD MEETING, DEREK MCDANIEL SHARED THE AVAILABLE CBA TWO DATA WITH YOU AT THE TIME.

HOWEVER, THAT DATA DID NOT YET INCLUDE SCIENCE AND SOCIAL STUDIES RESULTS.

SINCE THEN, STUDENTS HAVE ALSO COMPLETED BENCHMARKS IN ALL STAAR TESTED SUBJECTS, AND I'M HERE TODAY TO SHARE THAT DATA WITH YOU.

FOR MATH AND RLA BENCHMARKS, STUDENTS TOOK A RELEASE STAR TEST WHILE SCIENCE AND SOCIAL STUDIES STUDENTS COMPLETED A DIAGNOSTIC BENCHMARK TARGETING HIGH PRIORITY TEKS, SPECIFICALLY THOSE WHERE STUDENTS HAVE SHOWN THE MOST NEED.

THIS DATA GIVES US A WELL-ROUNDED SNAPSHOT OF BOTH ACADEMIC ACHIEVEMENT AND GROWTH ACROSS THE MAJOR DISTRICT ASSESSMENTS.

THIS YEAR, OUR CAMPUSES HAVE BEEN USING THIS INFORMATION TO FINE TUNE THEIR STAR REVIEW EFFORTS TO BETTER SUPPORT STUDENTS.

STUDENTS WITH ECONOMICALLY DISADVANTAGED STATISTICALLY WILL OFTEN COME INTO SCHOOLS WITH LESS

EXPERIENCE IN LITERACY. THAT CAN OFTEN THAT CAN OFTEN CAUSE ISSUES.

THERE'S LOTS OF THERE'S LOTS OF STUFF. IS THAT FINE? YOU ARE DOING GREAT. I DON'T HAVE THIS CASE STUDIES, BUT WE COULD FIND WE COULD GIVE YOU CASE STUDIES ON WHAT? THE EFFECTS OF A CAMPUS WITH HIGHER ECONOMICALLY DISADVANTAGED, OF COURSE.

AND AGAIN, I KNOW AS EDUCATORS DEAL WITH THESE EVERY DAY.

RIGHT. WITH EXTERNAL FACTORS CERTAINLY AFFECTING KIDS EVERY DAY AT SCHOOL AND THEN AS FAR AS STAAR 2.0, AND I KNOW THIS WAS THE FIRST YEAR THAT IT WAS ROLLED OUT, I BELIEVE, BUT IT'S CERTAINLY NO JOKE.

AND I CAN ONLY SPEAK AS A HISTORY TEACHER. AND THE DIFFERENT TYPES OF QUESTIONS THAT ARE GIVEN ON THE TEST ARE NO LONGER MULTIPLE CHOICE.

BUT THERE'S DRAG AND DROP, THERE'S CONSTRUCTED RESPONSES.

THERE'S HOT TEXT QUESTIONS. IT'S VERY TEST TAKING STRATEGIES IS ALMOST HALF THE BATTLE AS OPPOSED TO JUST KNOWING THE CONTENT.

BUT I DO WANT TO JUST DIG IN A LITTLE BIT ON WHEN YOU DO SEE A CAMPUS THAT IS A C OR D EXPLAIN SOME OF WHAT HAPPENS AFTER ABOUT WHAT THAT FOCUS TURNS INTO AS FAR AS GETTING THAT CAMPUS WHERE THEY NEED TO BE AND IMPROVING.

ABSOLUTELY. SO WHEN WE WHEN WE SEE OUR WHEN WE GET OUR DATA, WE OFTEN LOOK AT WHERE OUR CAMPUSES ARE, ESPECIALLY IN OUR YOUNGER CAMPUSES, THREE THROUGH EIGHT.

A LOT 80% OF THE SCORE REALLY IS GROWTH WHEN YOU LOOK AT IT.

I KNOW IT'S 70% TECHNICALLY, BUT THEN THERE'S GROWTH ALSO IN DOMAIN THREE.

SO WE OFTEN LOOK AT WHERE OUR KIDS ARE. THEIR GROWTH SCORE IS AND FOCUS A LOT ON THAT.

BECAUSE IF OUR KIDS ARE NOT GROWING THEN THAT'S GOING TO BE OUR TARGET AREA WHERE WE LOOK AT.

SO THAT'S NORMALLY WHERE WE'RE PUTTING A LOT OF OUR FOCUS IN IS WHERE OUR KIDS FAIL ON THEIR TRANSITION TABLE, AND WE'RE WHERE OUR POCKETS OF OUR KIDS THAT AREN'T GROWING.

ABSOLUTELY. AND IS THERE LIKE A COMMON THREAD LINE THAT YOU COULD SEE MAYBE THINGS THAT, YOU KNOW, ARE AFFECTING SOME OF THESE CAMPUSES THAT I KNOW IT'S NOT A ONE SIZE FITS ALL APPROACH AND THAT WE'RE TRYING TO MEET KIDS WHERE THEY ARE.

AND CAN YOU EXPLAIN THAT SOME OF THOSE COMMON THREAD LINES THAT YOU MIGHT SEE, ESPECIALLY IN THE 2023 DATA, WITH THE ORAL ASSESSMENTS, GETTING WRITING FOR THE FIRST TIME, BEING COMPARED TO A 2022 YEAR WITHOUT WRITING.

WE SAW A LOT OF OUR GROWTH DATA DROPPING THAT WE WOULD NORMALLY SEE THAT WE NORMALLY SAW IN OUR ELA.

BECAUSE OF THAT AND THE WRITING COMPONENT, BEING IN EVERY GRADE LEVEL IS A BIG CHANGE.

AND SO OUR STUDENTS ARE LEARNING AND ADAPTING AND GETTING BETTER AT THESE.

AKERS AND THE AKERS AND THE YOUNGER GRADES ARE A HUGE PERCENTAGE OF THEIR SCORE.

AND SO THAT DOES AFFECT THEIR SCORE. AND SO THAT WAS I KNOW IN THE 2023 DATA THAT WAS A BIG CHANGE FROM 22 WHERE WE SAW HUGE GROWTH IN READING. AND THEN IT DROPPED. BUT THAT WAS STATEWIDE BECAUSE OF THE AKERS.

AND I THINK I THINK AS WE GET BETTER AND WE CONTINUE TO IMPROVE.

WE'RE GOING TO SEE THAT. AND WE LIKE TO SAY THAT, YOU KNOW, WE WERE AHEAD OF THE GAME, GOING OUT AND TALKING TO OTHER DISTRICTS AND SEEING THEIR PLANS. IN THE 23 YEAR WHEN I JOINED HAYS HAD ALREADY STARTED PREPPING FOR THIS, AND WE WERE ALREADY KIND OF READY AND WE STILL FELT SOME EFFECTS, BUT THEN OTHER DISTRICTS REALLY FELT IT A LITTLE MORE THAN WE DID, BECAUSE THEY WEREN'T ALREADY PREPPING THEIR KIDS AND GETTING READY.

SO I THINK EVERY YEAR OUR TEACHERS AND OUR STUDENTS ARE GETTING BETTER AND BETTER, AND WE'RE GOING TO CONTINUE TO SEE THE GROWTH.
