[G. PUBLIC HEARING: Budget and Proposed Tax Rat]

AGENDA G. IT'S A PUBLIC HEARING FOR OUR BUDGET AND PROPOSED TAX RATE FOR THE 25-26 SCHOOL YEAR.

DOCTOR RAY, TAKE IT AWAY. THANK YOU. SO WE'RE REQUIRED BY LAW TO POST A POTENTIAL BUDGET AND PROPOSED TAX RATE IN THE NEWSPAPER TEN, TEN DAYS PRIOR TO THIS MEETING, WHICH WE WERE ABLE TO DO.

THE TAX RATE, OF COURSE, TEA WILL CALCULATE THAT IN AUGUST FOR US, BUT THE EXISTING TAX RATE IS WHAT WE PUT ON THE NOTICE.

AND THAT CURRENT TAX RATE IS $1 1546, WHICH OVER THE PAST SEVERAL YEARS, WE'VE DECREASED THE TAX RATE BY $0.38. BUT WANTED THE PUBLIC TO KNOW THAT WE'LL PROBABLY BE ABLE TO DECREASE IT AGAIN BECAUSE OF VALUE GROWTH, BUT WE WILL NOT KNOW FOR SURE UNTIL AUGUST WHEN TVA SENDS US THAT RATE.

SO IT USED TO BE THAT LOCAL SCHOOL BOARDS GOT TO MAKE THE DECISION ABOUT THE TAX RATE.

NOW TO ACTUALLY GETS TO MAKE THAT DETERMINATION.

AND IT'S BASED ON VALUE GROWTH CALCULATIONS. SO THEY WILL SEND THAT TO US.

AND THEN TYPICALLY WE'LL ADOPT THAT AT THE AUGUST MEETING.

BUT THAT'S WHERE WE ARE WITH THE BUDGET AND PROPOSED TAX RATE.

AND OF COURSE THERE'S ANOTHER AGENDA ITEM LATER ON.

AND ALEX WILL BE DETAILING THIS YEAR'S PROPOSED BUDGET FOR US.

OF. SO WE JUST FINISHED A LEGISLATIVE SESSION, AND I HAVE A SUMMARY OF 66 PAGES OF ALL OF THE BILLS THAT ARE EDUCATION RELATED THAT WERE PASSED.

AND, AND RIGHT NOW FOR THOSE OF YOU THAT REALLY UNDERSTAND THE CADENCE OF WHAT HAPPENS AFTER A SESSION.

SO THE SESSION ENDED ON JUNE THE 2ND, AND THE GOVERNOR SIGNED MOST OF THE BILLS AT DIFFERENT TIMES.

BUT THE LAST DAY FOR HIM TO SIGN WAS ON JUNE THE 22ND.

SO THE NEXT PHASE, ALL OF THE RULEMAKING WILL TAKE PLACE.

SO ALL OF THESE BILLS IN THIS PACKET WILL EITHER GO TO TAB TO CREATE LEGAL POLICY THAT THE BOARD WILL THEN VOTE ON.

I THINK Y'ALL WILL PROBABLY GET THE UPDATES FOR LEGAL IN OCTOBER OR NOVEMBER.

WE'LL BE LOOKING FOR THOSE. AND THEN I WANT TO SHOW YOU ON THIS SLIDE, THIS IS A SCREENSHOT FROM TEA'S HOMEPAGE.

IT SAYS THE 89TH LEGISLATURE. LEGISLATURE UPDATES COMING SOON.

INFORMATION ON LEGISLATION FROM THE REGULAR SESSION THAT PUBLIC SCHOOLS NEED TO KNOW WILL BE PROVIDED IN THE COMING MONTHS.

SO TYPICALLY WHAT HAPPENS? I'LL GIVE YOU AN EXAMPLE.

ALL OF YOU KNOW THAT THEY PASSED A BAN ON CELL PHONES IN SCHOOLS.

AND SO, TEA WILL CREATE A FRAMEWORK AND GUIDANCE FOR SCHOOL DISTRICTS THAT WE WILL RECEIVE.

AND THEN ONCE WE GET THAT AND ONCE WE GET THE LEGAL POLICY ASSOCIATED WITH THAT, THAT'S WHEN THAT LAW GOES INTO EFFECT.

SO BASICALLY, YOU'RE HELD HARMLESS UNTIL WE GET ANY TYPE OF GUIDELINES AND REGULATIONS.

OTHERWISE, DISTRICTS WILL BE ALL OVER THE PLACE AND THERE WOULD NOT BE ANY TYPE OF UNIFORMITY.

AND SO THERE ARE TONS OF BILLS. THAT'S WHY I WANTED TO SHOW YOU THIS.

AND WE'RE GOING THROUGH ALL OF THEM. AND WE HAVE AN IDEA OF WHAT THE INTENT OF THE LEGISLATURE IS.

AND NOW WE'RE JUST WAITING FOR THE ACTUAL GUIDELINES, FRAMEWORKS AND LEGAL POLICIES THAT WILL BE FORTHCOMING.

AND SO WE'LL HAVE THE CONVERSATION WITH OUR WITH OUR PRINCIPALS.

AND WE HOPE TO GET THIS INFORMATION AS SOON AS POSSIBLE.

I THINK TO WILL HAVE A TRICKLE EFFECT AND THEY'LL PROBABLY PRIORITIZE SOME.

WE'LL GET SOME BEFORE THE OTHERS. BUT AS YOU CAN SEE ON THEIR ON THEIR HOME SCREEN IT'LL PROBABLY BE 2 TO 3 MONTHS BEFORE WE GET ANY MAJOR GUIDANCE.

AND WE WILL ALSO GET AN UPDATE TO THE GREATEST EXTENT POSSIBLE AND BRING IT BRING THE STUDENT CODE OF CONDUCT TO YOU GUYS IN AUGUST AS WELL.

AND SO HOPEFULLY WE'LL HAVE SOME MORE, MORE GUIDELINES AT THAT PARTICULAR JUNCTURE.

BUT I KNOW ALL OF YOU WENT TO YOUR SCHOOL BOARD TRAINING AND YOU GOT TO SIT THROUGH LEGISLATIVE SESSIONS, AS DID I. AND SOMETIMES IT CAN SEEM OVERWHELMING.

AND SOMETIMES YOU'RE LIKE, HOW IN THE WORLD ARE WE GOING TO DO THIS SO FAST? WELL, JUST KNOW THAT WITH THE CADENCE AFTER A LEGISLATIVE SESSION, THEY ALWAYS PROVIDE GUIDANCE. AND WE'RE NOT EXPECTED TO ACT BECAUSE WE DON'T KNOW WHAT THE ACTUAL GUIDELINES WILL BE UNTIL THAT POINT.

SO. SO I WANT TO BRING THAT UP AND WE DO KNOW CHRISTINE IS GOING TO BRING THE TEACHER SALARY REPORT, AND WE'VE EVEN HAD TO CHANGE THE WAY WE'RE DOING COMPENSATION PLAN BECAUSE WE DON'T HAVE ALL THE GUIDELINES FROM TDA ON, ON WHAT THAT LOOKS LIKE AS WELL. AND SO THE ONLY ONE THAT WE TRULY UNDERSTAND IS TEACHER.

SO CHRISTINA WILL BE IDENTIFYING THAT A LITTLE BIT LATER TODAY.

AND THEN WE HOPE TO BRING BACK THE REST OF THE COMPENSATION PLAN IN JULY OR AUGUST ONCE WE GET MORE CLARIFICATION FROM THE STATE.

AND SO APPRECIATE EVERYBODY'S PATIENCE WITH THAT.

AND SO, SO GLAD THAT OUR TEACHERS ARE GOING TO GET A SIGNIFICANT PAY RAISE.

THAT'S THE EXCITING PORTION THAT CAME FROM THIS LEGISLATIVE SESSION.

SO WITH THAT BEING SAID, I'LL ENTERTAIN ANY QUESTIONS THAT YOU MAY HAVE.

CAN YOU TALK A LITTLE BIT ABOUT THE SUMMER ELECTRONIC BENEFITS TRANSFER OR THE SUMMER EBT PROGRAM THAT WAS JUST VETOED BY THE GOVERNOR AND THE IMPACT ON OUR STUDENTS AND FAMILIES HERE IN OUR DISTRICT AND OF COURSE, ACROSS THE STATE? YEAH, ABSOLUTELY. WE FOUND OUT THAT THE GOVERNOR VETOED THE SUMMER FEEDING PROGRAM, AND WE'VE HISTORICALLY RELIED ON THAT.

AND WE'VE HAD A LOT OF FAMILIES THAT HAVE REALLY, REALLY DEPENDED ON, ON SOME OF THE, SOME OF THE PROGRAMS THAT WERE OFFERED.

AND SO, YOU KNOW, I WAS PERSONALLY DISAPPOINTED THAT IT GOT VETOED BECAUSE THAT IS MONEY FROM THE FEDERAL GOVERNMENT.

AND ALL YOU HAVE TO DO IS APPLY AND THEN ADMINISTER THE PROGRAM, WHICH GOES THROUGH THE DEPARTMENT OF AGRICULTURE IN THE STATE OF TEXAS.

BUT FOR WHATEVER REASON, I'M NOT SURE THE INS AND OUTS, BUT IT GOT VETOED.

SO THANK GOODNESS WE HAVE OUR FOOD PANTRY AND WE HAVE OUR PARTNERSHIP WITH CENTRAL TEXAS FOOD BANK.

AND SO WE'RE GOING TO HAVE TO DO THE BEST WE CAN TO MAKE SURE OUR FAMILIES DON'T GO HUNGRY AFTER THE MONEY RUNS OUT, AFTER WE FINISH WITH SUMMER SCHOOL FEEDINGS. AND SO WE'LL LOOK AT THAT MOVING FORWARD AND SEE WHERE WE GO.

IT'S KIND OF THE SAME, SAME PRINCIPLE. WE ALSO THE GOVERNOR REFUSED TO TAKE PART IN THE REIMBURSEMENTS FROM THE FEDERAL GOVERNMENT AS WELL. SO THERE'S A LOT OF MONEY BEING LEFT ON THE TABLE THAT THE FEDERAL GOVERNMENT HAS OFFERED THAT REALLY HARMS TEXAS PUBLIC SCHOOLS AND FAMILIES.

BUT I'M SURE THAT THAT THERE IS SOME, SOME RATIONALE THERE THAT I'M JUST NOT PRIVY TO.

AND SO LET'S START WITH ELEMENTARY. AND LOOK AT THE COMPARISONS BETWEEN OUR DISTRICT, THE STATE AND REGION. I WANT TO POINT OUT THAT 14 OUT OF 21 ASSESSMENT AREAS OUTPERFORM THE STATE AVERAGE, AS YOU CAN SEE WITH THOSE AREAS HIGHLIGHTED. 11 OUT OF 21 EXCEEDED BOTH THE STATE AND REGIONAL AVERAGES.

IN AREAS WHERE THE TARGET WAS NOT MET. DIFFERENCES AVERAGED JUST 1 TO 2 POINTS OR PERCENTAGE POINTS.

ELEMENTARY READING LANGUAGE ARTS, OR RLA OUTPERFORMED THE STATE IN EIGHT OUT OF THE NINE AREAS.

FIFTH GRADE READING HAD A PARTICULARLY STRONG PERFORMANCE, EXCEEDING THE STATE AVERAGE BY APPROXIMATELY FIVE POINTS. AT THE MIDDLE SCHOOL LEVEL. COMPARED TO HOW WE DID 16 OUT OF 24 AREAS SCORED ABOVE THE STATE AVERAGE.

EIGHTH GRADE EXCEEDED THE STATE IN TEN OUT OF 12 AREAS, AND MIDDLE SCHOOL READING LANGUAGE ARTS BEAT THE STATE IN EIGHT OUT OF THE NINE AREAS. ON OUR EOC, COMPARED TO THE STATE AND REGION.

14 OUT OF 15 AREAS OUTPERFORMED THE STATE AVERAGE, WHICH IS PRETTY IMPRESSIVE, AND TEN OUT OF 15 AREAS EXCEEDED BOTH THE STATE AND REGIONAL AVERAGES. ON OUR EXTENDED CONSTRUCTED RESPONSE, OUR LEAGUE CONTINUES TO DEMONSTRATE STRENGTH IN PERFORMANCE, WITH SCORES EXCEEDING STATE AVERAGES BY AT LEAST 0.5 POINTS AT EVERY GRADE LEVEL AND HIGH SCHOOLS IN PARTICULAR, DESERVE SOME SPECIAL RECOGNITION FOR NEARLY OUTPACING THE STATE BY A FULL POINT IN ENGLISH ONE AND TWO.

ON COLLEGE, CAREER AND MILITARY READINESS, CMR CAMPUSES CONTINUE TO SHOW STRONG COMMITMENT TO IMPROVING CMR OUTCOMES. THIS YEAR, SLIGHT DECREASE IN PERCENTAGES IS PARTLY DUE TO THE NEW REQUIREMENTS.

STUDENTS EARNING AN APPROVED INDUSTRY BASED CERTIFICATION, OR IBC, MUST ALSO COMPLETE AT LEAST ONE LEVEL, TWO OR HIGHER COURSE IN A RELATED PROGRAM OF STUDY.

ADDITIONALLY, THE SUN SETTING OF [INAUDIBLE] CONTRIBUTED TO THE DIP AND WE KNEW THIS WAS GOING TO HAPPEN YEARS AGO.

I THINK MISS MITCHELL WARNED US THAT THIS MIGHT HAPPEN.

I'M STILL SUPER HAPPY THAT IT WAS JUST A REALLY SLIGHT DECREASE.

AND NOW LOOKING AT OUR BOARD GOALS FOR 2425, WE MET 20 OF THE 60 BOARD GOALS, WITH MANY FALLING WITHIN THE MASTERS AND MEETS PERFORMANCE LEVELS IN SEVERAL AREAS WHERE GOALS WERE NOT MET.

SIMILAR TRENDS WERE OBSERVED AT THE STATE AND REGIONAL LEVELS, AND ELEMENTARY SCHOOL PERFORMANCE AT THE MASTER'S LEVEL

SHOWED STRONG GAINS. SO LET'S LET'S TALK ABOUT OR OUR BOARD GOALS IN RELATION TO PERFORMANCE LEVELS. WHAT I WANT TO POINT OUT HERE IS THAT PERFORMANCE LEVELS, ALSO KNOWN AS CUT SCORES, HAVE SHIFTED FROM YEAR TO YEAR AFTER THE TEST HAS BEEN GIVEN.

CREATING A MOVING TARGET, FOR GOAL SETTING. SO WE MAY NEED TO RETHINK, REIMAGINE HOW WE SET GOALS IN THE FUTURE.

IF WE KNOW THAT THIS IS GOING TO HAPPEN BECAUSE IT'S REALLY HARD TO CONTINUE FOLLOWING THE 321 PATTERN, IF WE KNOW THAT THE CUT SCORES ARE GOING TO SHIFT.

AND THIS YEAR, 26 OF THE 60 PERFORMANCE LEVEL EXPECTATIONS WERE INCREASED.

AND AS YOU CAN SEE, MANY OF THE REMAINING LEVELS HAD ALREADY BEEN RAISED IN THE PREVIOUS SCHOOL YEAR.

WE ALSO PROVIDED SOME LINKED CAMPUS DATA THAT SHOWS YEAR OVER YEAR COMPARISONS FROM 24 TO 25.

AND THAT WILL PROVIDE A DETAILED VIEW OF PERFORMANCE TRENDS ACROSS SCHOOLS.

AS YOU CAN SEE, FINAL 2025 A THROUGH F RATINGS AND CAMPUS DISTINCTIONS WILL BE RELEASED IN MID AUGUST IN YOUR DIOCESE FOLDER. WE ALSO PROVIDED YOU WILL FIND TENTATIVE A THROUGH F CAMPUS RATINGS.

PLEASE NOTE THAT THESE RATINGS ARE TENTATIVE AND JUST THEY MAY CHANGE AND HOPEFULLY FOR THE BETTER.

AT FIRST BLUSH, THE DISTRICT IS SITTING AT A B RATING, BUT THAT COULD CHANGE.

SO JUST WANT TO LET YOU KNOW THAT THE GREAT NEWS IS, IS THAT WE DON'T ANTICIPATE ANY D OR F CAMPUSES THIS YEAR.

AND SO I'M REALLY PROUD OF THE WORK THAT OUR CAMPUSES DID, OUR CAMPUS PRINCIPALS, OUR CNI TEAM OUR DOORS.

BECAUSE AT THE END OF THE DAY, I FEEL LIKE THE START TEST IS HAS BECOME EXTREMELY DIFFICULT, AND THE SHIFTS IN THE CUT SCORES MAKE IT UNFAIR TO REALLY PLAN FOR INSTRUCTION.

SO WE WERE ABLE TO ADD 2.8 MILLION AND THEN SHAVE OFF IN OTHER AREAS TO MAKE IT WORK.

AND SO A LOT OF PEOPLE CAME TO THE TABLE. WE LOOKED AT ALMOST EVERY AREA AND EVERY LINE ITEM WE COULD IN ORDER TO TO GET TO A BALANCED BUDGET. AND, AND I APPRECIATE YOU GUYS FOR DIRECTING US TO DO SO BECAUSE WE'RE AT A CRITICAL JUNCTURE, AND WE NEED TO START LOOKING AT EVERY DOLLAR AND THEN MAKING SURE THAT WE BUILD OUR FUND BALANCE BACK UP FOR SUSTAINABILITY MOVING FORWARD, BECAUSE WE'RE GOING TO NEED THAT FUND BALANCE TO GROW, BECAUSE WE'LL BE OPENING UP AN ELEMENTARY SCHOOL SOON.

AND IF THE FEDERAL GOVERNMENT PASSES THE THE WHAT'S THE BIG BEAUTIFUL BILL? THEN THEY'RE GOING TO REIMBURSE THE STATE OF TEXAS, $13.5 BILLION FOR THE BORDER WALL THAT WE BUILT.

AND I'M THINKING THAT THEY COULD HAVE RAISED THE BASIC ALLOTMENT PRETTY SIGNIFICANTLY WITH $20.5 BILLION, BUT NONETHELESS, YOU SEE WHERE PUBLIC EDUCATION STANDS AND AND WHEN AND WHEN PEOPLE IN THE GOVERNMENT TOUT THAT THEY PUT MORE MONEY INTO PUBLIC EDUCATION THAN, THAN THEY EVER HAVE.

THEY, THEY'RE THEY'RE NOT LYING. THEY DID 8.5 BILLION, BUT MOST OF IT IS TO IS TO BUY DOWN PROPERTY TAXES, WHICH AS TAXPAYERS, WE'RE THANKFUL FOR. I'M SURE IN NOVEMBER, YOU ALL WILL BE HAPPY TO VOTE FOR YOUR HOMESTEAD EXEMPTION TO GO UP FROM 100,000 TO 140,000. I KNOW I'M GOING TO VOTE YES, BUT THAT'S ABOUT $4 BILLION.

THAT COULD HAVE GONE INTO EDUCATION. THEN THE OTHER PIECE I'M ECSTATIC ABOUT AS TEACHER PAY RAISES, THAT'S ANOTHER 4 BILLION. AND THAT NEEDED TO BE DONE BECAUSE TEACHERS NEED TO BE TREATED LIKE PROFESSIONALS.

SO GLAD THAT HAPPENED. BUT EVERYBODY ELSE THAT SUPPORTS TEACHERS, PARAPROFESSIONALS, BUS DRIVERS, CUSTODIANS, ADMINISTRATION MAN, THEY THEY THEY COUNT FOR SOMETHING TOO.

AND THEY, THEY'RE, THEY'RE WHAT HELPED MAKE, MAKE THIS WHOLE SYSTEM WORK.

AND SO IT'S DISAPPOINTING THAT YOU KNOW, THEY TRY TO PIT ONE GROUP OF EDUCATORS AGAINST ANOTHER AND CREATE A CIRCULAR FIRING SQUAD SO THAT THEY CAN CREATE DISCONTENT DISCONTENTMENT BECAUSE OF THE THE NEED TO CREATE MORE PRIVATE SCHOOL OPPORTUNITIES.

BUT I'M GOING TO GET OFF THE SOAPBOX. ALL THAT BEING SAID, OUR BOARD BACK IN THE DAY GAVE A 7% PAY INCREASE.

A 5% PAY INCREASE, A 4% PAY INCREASE. AND SO OVER THE LAST FIVE YEARS, WE'VE AVERAGED 4.4%.

AND BECAUSE OF THAT YOU GUYS WERE FORWARD THINKING ENOUGH TO, TO HELP PEOPLE COMBAT INFLATION.

AND I WISH WE COULD GIVE MORE THIS YEAR, BUT WE'RE AT THE POINT WHERE WE REALLY THOUGHT IN 21, AFTER THE LEGISLATIVE SESSION, THEY WOULD DO SOMETHING THEY DID NOT 23 THEY THOUGHT WE THOUGHT THEY'D DO SOMETHING THEY DID NOT 25 WE THOUGHT THEY'D DO SOMETHING AND THEY DID NOT. AND SO NOW WE GOT TO DO SOMETHING OURSELVES BECAUSE WE CAN'T COUNT ON THEM DOING ANYTHING FOR US MOVING FORWARD.
