WE STARTED OUR 26TH PTA, AND WE HAVE INTEREST IN STARTING A 27TH PROGRAM HERE IN THE DISTRICT, SO WE'RE GOING TO CONTINUE TO, CONTINUE TO WORK.
WE HAVE ONE PTA THAT'S IN NEED OF SOME HELP.
WE'RE WORKING TO FIND WAYS TO GET THOSE PARENTS INVOLVED AND DO WHAT WE CAN FOR THEM.
WE WILL BE WORKING, YOU HAVE ALL BEEN VERY SUPPORTIVE OF US IN THE PAST, AND WE ASK THAT YOU CONTINUE TO DO THAT.

AS A CHILD JUST GROWING UP, WHATEVER SITUATIONS AROSE, I KNEW THAT THERE WAS ALWAYS A TEACHER, MANY OF WHOM I'M STILL FRIENDS WITH TO THIS DAY.
I HAD MS. EAGELSTON, WHO WAS LIKE MY FAVORITE TEACHER EVER, AND I STILL CHECK IN WITH HER EVERY WEEK.
I THINK THAT THAT'S REALLY THE CORE OF EVERYTHING THAT WE DO AS VOLUNTEERS AND EVERYTHING THAT YOU GUYS DO AS A BOARD.
OUR TEACHERS ARE LITERALLY CHANGING LIVES EVERY DAY.
BY BEING THERE, A WORD THAT THEY SAY, ADVICE THAT THEY GIVE OR JUST BEING PRESENT, JUST CARING.

I SERVE AS THE PRESIDENT OF THE MCCORMACK MIDDLE SCHOOL, PTSA.
OUR PTSA IS REALLY PROUD TO REPRESENT FAMILIES, TEACHERS AND STUDENTS IN THE LARGEST TITLE 1 MIDDLE SCHOOL HERE IN HAYES, NOT JUST TITLE 1, JUST THE LARGEST MIDDLE SCHOOL.
OVER THE PAST TWO YEARS THAT I'VE BEEN PRECEDENT, WE'VE REALLY WORKED HARD TO BUILD A STRONG SENSE OF COMMUNITY THROUGH COMMUNICATION AND ENGAGEMENT, WHETHER WE'RE BEING BOOTS ON THE GROUND AND VOLUNTEERING FOR TEACHER NEEDS, SOURCING DONATIONS FOR STAFF AND STUDENT DEVELOPMENT.
JOINING OUR LOCAL CHAMBER OF COMMERCE, WHICH WE WERE PROUD TO JOIN OUR FIRST STATE OF THE UNION THIS PAST WEEK AND GOT TO HEAR YOU SPEAK, MR. WRIGHT.
THESE EFFORTS REALLY JUST LED TO A LOT OF ENGAGEMENT, A LOT OF FEEDBACK FROM OUR FAMILIES, AND WE'RE VERY PROUD TO BE THE ONLY SCHOOL IN HAYES AND ONE OF ONLY 330 SCHOOLS NATIONALLY THAT WERE RECOGNIZED AS A PTA SCHOOL OF EXCELLENCE, WHICH THE HAYES FREE PRESS RUN AN ARTICLE 1.
I'M JUST GOING TO BRAG A LITTLE BIT ON THAT.
BUT TONIGHT, I'M REALLY JUST HERE TO RAISE SERIOUS CONCERNS ABOUT THE NEW MANDATE REQUIRING THE POSTING OF THE TEN COMMANDMENTS, ESPECIALLY WITH THE ADDITIONAL REQUIREMENT TO POST A BILL OF RIGHTS.
FIRST, COST PRINTING AND INSTALLING THESE DISPLAYS IN EVERY CLASSROOM, I'M SURE WILL COME AT A REAL PRICE IN A DISTRICT THAT'S ALREADY FACING TIGHT BUDGETS.
EVERY DOLLAR SPENT HERE IS DOLLAR NOT SPENT ON TEACHER PAY, CLASSROOM SUPPLIES, OR STUDENT MENTAL HEALTH.
EVEN IF THE DISPLAYS ARE DONATED, THERE'S ALSO A VERY REAL HUMAN COST IN TIME TRUST AND MORALE, WHICH IS JUST AS REAL AS MONETARY COST.
SECOND, THE RISK. IF HAYS CISD DOES MOVE FORWARD, WE RISK FRUSTRATING ALREADY WARY EDUCATORS AND FURTHER ERODING THEIR TRUST.
TEACHERS SHOULD BE ABLE TO RELY ON THE SPORT TO PROTECT THEIR RIGHT AND PASSION TO TEACH FUTURE GENERATIONS WITHOUT BEING PULLED INTO POLITICAL SENSE.
AS EDUCATORS LEAVES THEIR PROFESSION AT RECORD RATES, I URGE YOU TO CONSIDER THE IMPACT THAT THIS MANDATE WILL HAVE ON THE BACKBONE OF OUR DISTRICT, WHICH IS OUR TEACHERS.
THIRD, THE OPTIONS, I ASK, I BEG THE BOARD TO EXPLORE EVERY POSSIBLE DELAY TACTIC OR ANY AWAITING OF STRATEGY THAT WE CAN POSSIBLY DO SO THAT WE'RE NOT RUSHING INTO A POLICY THAT WASTES A DISTRICT RESOURCES AND ALIENATES STAFF BEFORE THE COURTS HAVE EVEN SPOKEN.
FINALLY, AS A PTA REPRESENTATIVE, I MUST NOTE THAT THE NATIONAL PTA HAS A CLEAR AND LONGSTANDING RESOLUTION ON RELIGIOUS LIBERTY.
PUBLIC SCHOOLS MUST REMAIN NEUTRAL IN MATTERS OF RELIGION, AND THE RESPONSIBILITY FOR RELIGIOUS EDUCATION BELONGS TO PARENTS IN FAITH COMMUNITIES, NOT OF PUBLIC SCHOOLS.
AS A PTSA LEADER, AND WITH MY OTHER BOARD MEMBERS HERE, WE ARE COMMITTED TO INCLUSIVITY FOR ALL STUDENTS AND FAMILIES, REGARDLESS OF THEIR BACKGROUND OR BELIEFS.

WE HAVE BEEN WORKING WITH HAYS COUNTY AND HAD A VERY ROBUST DISCUSSION IN REGARDS TO STAFFING ADDITIONAL OFFICERS FOR ALL OF OUR SCHOOLS SO THAT WE ARE COMPLIANT.
AS WE SIGNED IN 2023, THE EXCEPTION TO OUR MANDATE BY HAVING ALL OF THOSE OFFICERS AVAILABLE WAS SIGNED BY THE SCHOOL BOARD AT THAT TIME, WITH THE UNDERSTANDING THAT WE WERE GOING TO CONTINUE TO SEEK THAT PARTICULAR QUALITY OF OFFICER TO OUR DISTRICT.
WITH THIS LAST LEGISLATIVE SESSION, HOUSE BILL 121 HAS REQUIRED US TO ANNUALLY REINSTATE THE ASSERTION OF THAT EXCEPTION, WITH THE UNDERSTANDING THAT WE ARE STILL SEEKING OFFICERS FROM THE AREA TO STAFF THOSE SCHOOLS.
WHAT WE ARE DOING AT THIS POINT IS REASSERTING OUR 2023 EXCEPTION WITH THE CURRENT RESOLUTION THAT IS BEFORE YOU IN THIS PARTICULAR PACKET FOR THIS '25/'26 SCHOOL YEAR FOR THE ADDITION OF THOSE OFFICERS AND THE REQUEST WITH OUR CONTINUED COMMITMENT TO WORK WITH HAYS COUNTY TO STAFF THOSE POSITIONS.

THERE ARE OVER 45,000 STUDENTS IN HAYS COUNTY PUBLIC SCHOOL DISTRICTS, GIVE OR TAKE.
DR., YOU PROBABLY HAVE BETTER MATH THAN I DO ON THAT, BUT TO OUR SHERIFF'S DEPARTMENT, TO OUR COUNTY COMMISSIONERS, THAT'S A LOT OF YOUNG LIVES THAT ARE DEPENDING ON NOT ONLY BEING COMPLIANT WITH THE LAW, BUT PROVIDING THAT SAFETY, THAT PROTECTION OF OUR CAMPUSES, OUR STUDENTS, OUR STAFF.
AGAIN, FOR THOSE OF YOU LISTENING OR EVEN THOSE OF YOU HEAR IN ATTENDANCE, LET'S MAKE SURE OUR VOICES ARE HEARD AND WE EDUCATE THE MOST VULNERABLE AND THE FUTURE.

SAFETY IS THE UTMOST IMPORTANCE.
IF WE ARE NOT SAFE, WE HAVE NOTHING.

THIS IS A LAW, EVERYBODY SHOULD KNOW THIS IS A LAW, THE COMMISSIONERS COURT SHOULD KNOW THIS IS A LAW, HAYS COUNTY SHERIFF'S OFFICE KNOWS THIS IS A LAW.
UNFORTUNATELY, WE'RE IN THE POSITION THAT WE ARE AGAIN THIS YEAR, WHERE WE HAVE NO CHOICE BUT TO SIGN TO APPROVE A WAIVER BECAUSE WE ARE NOT DOING WHAT THE LAW HAS ASKED US TO DO.

I DON'T KNOW WHERE ALL YOU'RE PUTTING HAYS COUNTY TAXPAYER MONEY, I'D LIKE TO TAKE A LOOK AT A LOT OF THOSE PROGRAMS THAT YOU'RE APPROVING OVER THE SAFETY OF CHILDREN IN OUR DISTRICT, BUT WE NEED YOU TO STEP UP, AND WE ARE ALL GOING TO BE A YOUR DOOR.
WE ARE GOING TO BE HAVING MEETINGS WITH YOU, AND YOU ARE GOING TO UNDERSTAND WHY IT IS SO INCREDIBLY IMPORTANT FOR US TO PROTECT EVERY SINGLE KID IN OUR DISTRICT AND STAFF MEMBER.
THAT SHOULD BE A PARTNERSHIP THAT HAYS CISD HAS, THAT HAYS COUNTY HAS, AND HAYS COUNTY SHERIFF'S OFFICE HAS TOGETHER, BUT WE CAN'T DO THAT IF WE DON'T HAVE THE STAFF, AND WE NEED THE STAFF.

GOD FORBID ANYTHING HAPPENED IN HAYS CISD, BUT I AM NOT GOING TO CONTINUE TO GO TO SLEEP AT NIGHT AND BE JUST AS TERRIFIED OF THE NEXT DAY WHEN WE DON'T HAVE THE STAFFING THAT WE NEED.

SO MUCH OF WHAT WE SEE WITH SCHOOL RESOURCE OFFICERS AND SCHOOL BASED LAW ENFORCEMENT, TRAINED INDIVIDUALS, IS THAT CONNECTION THAT THEY ARE CREATING WITH STUDENTS AND WITH STAFF MEMBERS.
OFTENTIMES CHILDREN, THE FIRST ACCESS THAT THEY HAVE TO AN OFFICER IS VERY REAL NEGATIVE, WHETHER IT'S SOMETHING THAT THEY'VE SEEN AT THEIR HOME, AND THEIR NEIGHBORS HOUSE, ON TELEVISION, ALL OF THOSE THINGS, BUT THIS IS A CHANCE FOR OUR KIDS TO SEE OFFICERS IN A POSITIVE WAY AND HAVE THAT CONNECTION AND REALLY START EMULATING SOME OF THE POSITIVE THINGS THAT THEY CAN SEE IN THAT COMMUNITY.
I CHALLENGE ANYBODY TO GO TO ANY OF OUR SCHOOLS DURING LUNCHTIME AND WATCH OUR SCHOOL RESOURCE OFFICERS SITTING DOWN TO LUNCH, GIVING KIDS HIGH FIVES, GOING IN THE HALLWAY, WATCHING THEM COME UP AND ASK THEM FOR STICKERS, BUT MORE IMPORTANTLY, TRUSTING THEM ENOUGH TO DISCLOSE THINGS THAT ARE GOING ON IN THEIR OWN LIVES, WHETHER IT'S FEELINGS OF THEIR OWN INSECURITIES, WHETHER IT'S VIOLENCE IN THEIR HOME, WHETHER IT'S A NEED FOR SOME ATTACHMENT BECAUSE THEY'RE FEELING LIKE THEY WANT TO HURT THEMSELVES, HARM THEMSELVES, OR THINGS THAT THEY'RE OBSERVING ABOUT BEHAVIOR FROM OTHER STUDENTS IN SCHOOL.
I'M JUST GOING TO SAY, YOU CAN TRAIN SOMEBODY 80 HOURS TO SHOOT A GUN, AND YOU CAN PUT SOMEBODY IN A SCHOOL BASED LAW ENFORCEMENT CLASS.
BUT WHEN YOU'RE LOOKING AT A SCHOOL MARSHAL OR A GUARDIAN OR ANY OF THOSE THINGS, NOTHING BEATS A WELL-TRAINED OFFICER WHO HAS GOT THE KNOWLEDGE OF STREET EXPERIENCE OR INVESTIGATIONS AND THAT CONNECTION OF DEALING WITH CRISIS, BECAUSE THAT'S WHAT PATROL OFFICERS DO.
THEN AT SOME POINT, THEY DECIDE THAT THEY'RE READY TO GO ONTO A NEW CHALLENGE IN A NEW CHAPTER.
THESE GUYS THAT ARE COMING INTO SCHOOL RESOURCE OFFICER ARE HERE BECAUSE THAT'S WHERE THEY WANT TO BE.

BUT ANY ADDITIONAL TIME THAT WE HAVE THEM USED LIKE SUMMER SCHOOL, WE PAY AN ADDITIONAL SUM FOR OFFICERS THAT WE CONTRACT TO WORK SPECIFICALLY DURING OUR SUMMER SCHOOL TIMES.
WE ARE REQUIRED DURING SUMMER SCHOOL, EVERY CAMPUS THAT WE HAVE.
WE ALSO HAVE TO HAVE AN ADDITIONAL OFFICER DURING THAT TIME, AS WELL.

>> YES. THIS PAST YEAR, WE CONTRACTED WITH FOUR OF THE SROS FOR SUMMER SCHOOL FOR THOSE FOUR WEEKS, AND THEN EVERYBODY ELSE WAS DEPLOYED BACK TO THE DEPARTMENT.
>> FAIR TO SAY THAT THE 25% SHARE THAT THE COUNTY CONTRIBUTES TOWARDS THOSE SRO COSTS, THEY RECEIVE BENEFIT FROM A PORTION OF THAT COST FOR THE SERVICES THEY PROVIDE THE COUNTY?

BUT IN PRACTICE, THE REALITY IS IT'S UNFUNDED.

YOU SEE THE THREE FUNDS ACROSS THE PAGE, GOING DOWN, YOU SEE THE REVENUES, THEN YOU SEE THE EXPENDITURES.
IT WILL FLOW THROUGH THE YEAR.
IT'S NOT GOING TO BE EQUAL AMOUNTS EVERY YEAR.
IF YOU LOOK IN THE VERY CENTER OF THE GENERAL FUND, THE FIRST SET OF COLUMNS, YOU'LL NOTICE IT LOOKS LIKE THE FUND BALANCE IS GOING TO BE NEGATIVE AT THE END OF THE YEAR.
WELL, THAT'S ABOUT OUR CASH FLOW AT THIS POINT,
